On December 27, 2025 at approximately 21:12, I, Deputy Franks with Banks County Sheriff’s Office was dispatched to 120 Frontage Rd (Motel 6) in reference to a fight that already occurred. With further investigation, an arrest was made.

Deputy Franks arrived on scene with other deputies. CPL O’Connell stated no one wanted to press charges to the fight that occurred but the owner of the motel wanted the offender, later identified as Vicky Allred. At this time, Deputy Hill was with Allred at her hotel room while Deputy Franks and CPL O’Connell was in the motel office.

Additionally, CPL O’Connell stated he observed Allred to be without pants or underwear while she was in the parking lot. Additionally, Allred defecated herself while in the parking lot. Once it was determined Allred was no longer allowed to stay at Motel 6 per the owner of the motel, Deputy Franks walked to the motel room (room [REDACTED]) Allred and Deputy Hill was located at.

As Deputy Franks arrived to the motel room, Deputy Hill was asking Allred to put clothes on and that she was trespassed from the property. Deputy Hill told Allred that she has to leave the premises. Allred was screaming and cursing at Deputy Hill. Deputy Hill repeated himself multiple times for Allred to put pants on and she refused.

Deputy Hill told Allred that she is trespassed from the property, Allred responded by stating “I’m not leaving without my dog” and answered “no” to putting pants on. Allred then stepped out of the room towards Deputy Hill and was within arms reach. Allred interlocked her fingers to pop her knuckles. Allred then stated while having a bladed stance “you wanna smash me in my face because I’m going to smash you in yours”. As Allred made this statement, her hands were clasped together in a double closed fist.

Deputy Franks immediately stepped in and placed Allred’s hands behind her back. Allred began pulling away from Deputy Franks and Deputy Franks pressed Allred up against the wall while her hands were still behind her back. Allred began to lay on the floor but Deputy Hill was successful in placing handcuffs on Allred.

Deputy Franks attempted to set Allred upright but she refused and continued yelling obscene language to the deputies. Allred then asked to clothes to put on. Deputy Hill retrieved pajamas for her and gave them to Deputy Franks. Deputy Franks attempted to put them on Allred but she began to refuse clothes.

Deputy Franks then gave commands to Allred to stand up to be escorted to a patrol and she refused. Deputies had to carry her down the stairs, and pull her to the patrol vehicle while Allred constantly pulled away from deputies. Once at the patrol vehicle, Deputy Hill ensured the handcuffs were properly fitted and double locked.

Deputy Franks commanded Allred to get into the vehicle. Allred refused and Deputy Franks had to force Allred into the vehicle. Due to Allred resisting deputies, she was not restrained in a seat belt. Deputy Hill transported Allred to Banks County Detention Center and was handed over to Jail staff.

At approximately 22:10 hours on the above date, Deputy Franks responded to the jail to assist jail staff with Allred who was physically resisting detention officers. Deputy Franks arrived on scene and upon approach, observed Allred in the floor of the intake area with Detention Officer [REDACTED] on top of her. Detention Officer [REDACTED BY AGENCY] maintained control of Allred as Deputy Franks retrieved the restraint chair. The chair was placed in position near Allred.

During the entire interaction with Allred, she continued to scream obscene language and defy lawful orders from Detention Officer [REDACTED BY AGENCY]. Allred was picked up and placed into the chair. Allred attempted to get out of the restraints while Officers were restraining her in the chair. Once Officers were successful in restraining Allred in the chair, Allred was transported to another room inside the jail, in which a camera could watch her constantly.

At approximately 22:22 hours, Deputy Franks was notified that by jail staff that Allred was escaping from the restraint chair. Deputy Franks arrived on scene and grabbed Allred’s left arm (that was now free of restraint) and placed it behind the chair to maintain control of her. Detention Officer [REDACTED] took control of Allred’s right arm and placed it back into the restraint.

During this time, Allred continued to resists lawful commands and actively resists law enforcement by pulling away. Detention Officer [REDACTED] was successful in placing Allred’s right arm into the restraint. At this time Detention Officer [REDACTED] walked around Allred to assist in securing Allred’s left arm. Deputy Franks brought her arm around to hand off to Detention Officer [REDACTED]. While doing this, Allred lowered her head with an open mouth towards Deputy Franks’ arm and attempted to bite him. Allred came approximately 4 to 5 inches away from Deputy Franks’ arm. Detention Officer [REDACTED] was successful in placing Allred’s left arm into the restraint.
