Officer’s Narrative:

On March 22nd, 2026, at approximately 3:21 AM, I, Ofc Pierce, was dispatched to 9 Stafford St, Winder, GA 30680 (Jameson Inn) for the report of a dispute. I responded to the scene CODE 1 in marked patrol unit 441 to meet with the parties involved.
While en route to the scene, CAD notes indicated that the caller was in room [REDACTED] and reported that a male subject was being “loud and aggressive” with a woman and children inside the neighboring room, [REDACTED]. A short while later, a second caller from room [REDACTED] reported to dispatch that a shirtless male was coming in and out of room [REDACTED], yelling, which caused the kids in the room to scream.
Upon arriving on the scene, the male, later identified as Mr. Akeenie Alsobrooks, was found in the parking lot of the hotel, shirtless, along with his juvenile daughter. Upon making verbal contact with Mr. Alsobrooks, Mr. Alsobrooks turned away from the officers and appeared as though he was going to flee, but turned back around as the officers approached him.
After reaching Mr. Alsobrooks, I then asked him what was going on. Mr. Alsobrooks did not directly answer my questions and became increasingly belligerent and non-compliant, using profanity toward officers. During this time, I observed Mr. Alsobrooks to be intoxicated, as he was slurring his words and unsteady on his feet. Mr. Alsobrooks was also noted to have a strong odor of an alcoholic beverage emanating from his person, as well as bloodshot, glassy eyes.
At this point, I found sufficient probable cause to charge Mr. Alsobrook with the following offenses:
- City Ordinance 16-11-41 (public intoxication) (WC92061)
- City Ordinance 16-10 (disturbing the peace) (W092062)
- City Ordinance 16-11 (disorderly conduct) (WC92063)
(it was later determined by additional officers on the scene who spoke to the callers that Mr. Alsobrooks could be heard throwing things around inside the room, which ultimately struck the walls of the neighboring units, further disturbing the peace)
Mr. Alsobrooks was then advised that he was being placed under arrest and was placed in properly fitted, double-locked cuffs behind his back. During this time, Mr. Alsobrooks willingly went to the ground (dead weight) and was cuffed while in a prone position. Mr. Alsobrooks was then assisted to a standing position and led back to my patrol vehicle, where he was searched for weapons, contraband, or means of escape, with none having been located. The rear seat of my patrol vehicle was also searched for weapons, contraband, or means of escape, with none having been located. While Mr. Alsobrooks was at my passenger-side rear door, he again went “dead weight” and was physically assisted into the rear seat, where he was seat-belted in for transportation.
Mr. Alsobrooks was then transported to the BCDC, where he and his personal property were turned over to BCDC staff without incident. Copies of the citations issued to Mr. Alsobrooks were also turned over to BCDC staff to be placed into Mr. Alsobrooks’ jail property. Prior to departing the BCDC, I completed the required booking paperwork and an arrest booking report. The rear seat of my patrol vehicle was also searched for weapons, contraband, or means of escape, with none having been located. While searching the rear seat of my patrol vehicle, I noted the rear seat to still have the odor of an alcoholic beverage emanating from it despite Mr. Alsobrooks having been removed from the vehicle for quite some time.
