On 04/23/2026 at approximately 0019 hours, Dispatch advised a BOLO reference a light blue Honda Passport, being driven by an Amanda Crane subject, who was intoxicated, and left [200 BLOCK] Highfield Lane, Winder, Ga. Dispatch advised that the vehicle turned left onto Atlanta Hwy- heading toward Dacula.
I began traveling eastbound on E. May Street toward Monroe Hwy. When I approached 93 E. May Street, I observed a light blue Honda Passport traveling westbound on E. May Street. I made a U-turn and caught up to the vehicle near N. Jackson Street. The vehicle continued toward the intersection of N. Broad Street. The vehicle was in the straight through lane on E. May Street to go across N. Broad Street, when the vehicle suddenly jerked into the turning lane at the last minute, and then put on its turn signal, and abruptly stopped at the light, as it had just turned red.
I got behind the vehicle and ran the vehicle through GCIC. The vehicle returned to Amanda Crane. Once the light turned green, the vehicle began to slowly accelerate, turning onto S. Broad Street. The vehicle continued to travel at a very slow rate of speed, approximately 10+ MPH under the speed limit. Based on the BOLO, the violations of failure to signal, and the improper lane change violations, I activated my emergency equipment.
The vehicle turned into the turning lane and slowly pulled into the Truist Bank parking lot at 43 S. Broad Street. I walked up and made contact with the driver, who turned out to be Amanda Crane. I observed the strong odor of an alcoholic beverage emitting from inside the vehicle. Ms. Crane had slurred speech when she spoke, and I observed she had watery, bloodshot eyes. I asked Ms. Crane how much she had to drink this evening, and she stated two beers. I asked Ms. Crane why she had pulled into the bank parking lot, and she stated she saw my lights. I advised her that I did not have my lights activated when she entered the turn lane. Ms. Crane seemed confused by this question.
I already advised dispatch to send another officer to my location. Ofc. Pierce arrived on scene, and I went back up to ask Ms. Crane to step out and walk back to my vehicle. I began asking her about where she was coming from. Ms. Crane stated that she was having issues with her husband at her house, and she left and was trying to get to a friend’s house. Ms. Crane stated that she had just taken a shower, and left the house wearing her pajamas/robe on, no bras or underwear, and that she just left.
I asked her again how much she had to drink, and she stated two beers. I asked if they were normal-sized beers, and she stated yes. I advised her that while standing speaking with her, I observed the strong odor of an alcoholic beverage emitting from her person, and from her breath. Ms. Crane then stated that she works at a bar, Mike’s in Auburn, and that she had just gotten off work. Ms. Crane stated that she had her work clothes in the vehicle, and tried saying that is why it smells inside her vehicle. I again advised her that I could smell it on her person, and breath when she spoke. I asked her on a scale from 0 to 10, with 0 being stone cold sober, and 10 being completely wasted drunk, where she felt she stood. Ms. Crane stated a 1 1/2 or a 2.
Ms. Crane agreed to participate in field sobriety evaluations. Ms. Crane did not wear glasses or contacts. Ms. Crane did advise that she had issues with her right hip, which causes her pain/issues.
I began with the Horizontal Gaze Nystagmus test (HGN). Ms. Crane had equal tracking, equal pupil size, and did not have resting nystagmus. During the test, I did observe a lack of smooth pursuit in both eyes. I did observe nystagmus in both eyes at maximum deviation, and I did observe nystagmus in both eyes on the onset prior to 45 degrees. I also observed vertical Nystagmus.
I attempted to begin the walk-and-turn test, but Ms. Crane advised again of her hip issues and that she could not put much weight on it. The walk, turn, and the one-legged stand were not done due to the ailments Ms. Crane claimed.
I then explained the modified Romberg test. During this test, Ms. Crane was swaying heavily left to right and back and forth. Ms. Crane estimated the passage of 30 seconds in approximately 20 seconds.
I asked Ms. Crane if she would be willing to blow into a portable breathalyzer. Ms. Crane agreed to it. While trying to complete this, Ms. Crane was not blowing properly, and as instructed to do so. I was unable to get a reading on the portable breathalyzer due to this.
I advised Ms. Crane that she was under arrest for DUI. I went to grab hold of her, and Ms. Crane pulled away and tried taking steps toward her vehicle. I grabbed hold of her and pushed her up against my patrol car’s front bumper. Ms. Crane’s right arm had to be pulled from in front of her, and I was able to place her into handcuffs behind her back. They were double locked and checked for proper spacing.
Ms. Crane was searched incident to arrest for weapons, contraband, and means of escape. Ms. Crane’s mood instantly changed, and she began telling us to call [REDACTED], referencing the Barrow County Sheriff. Ms. Crane was placed into the back seat and began arguing, asking why she was being arrested. Ms. Crane was secured with a seat belt.
I asked Ms. Crane how old she was, and she stated she wasn’t going to tell me. I confirmed on her license that she was over 21 years old. I then read the Georgia Implied Consent for suspects 21 and over. I asked Ms. Crane if she would submit to the state-administered test of her breath. Ms. Crane agreed to the state-administered chemical test of her breath.
I advised dispatch to start the next list towing company, and All Around Towing removed the vehicle from the scene. Ofc. B. Harris completed an impound report.
I then transported Ms. Crane to the Barrow County Jail, where she was searched by Barrow County Sheriff Deputies.
I had been with Ms. Crane throughout the duration of the stop, transport, and while at the jail; she had not ingested anything or thrown up, and it had been a period longer than 20 minutes.
I administered a breath test using the Intoxilyzer 9000 (S/N 90-000602) on 04/23/2026 at 0058 hours; the time of the arrest was 0038 hours on April 23, 2026. Ms. Crane provided me with two breath samples, the first returning with 0.170g/210L and the second returning with 0.169g/210L.
The Measured Breath Alcohol Content (BrAC) was 0.169 +/- 0.008).
My permit number to operate the Intoxilyzer 9000 is 958273 and expires 01/04/2030. A copy of the test was placed in the GBI DOFS logbook and given to Ms. Crane. A copy of the test was also attached to this report.
I completed a DDS1205 form, explained and served Ms. Crane with the yellow copy of the DDS1205 form. I issued Ms. Crane the following citations:

#WC002305 obstruction
The back seat of my patrol car was checked before and after Ms. Crane was placed inside.
Before leaving the jail, I was sent a message by dispatch advising that the husband of Ms. Crane, [WITNESS #1], had called in and wanted to speak with me. I spoke with Mr. [WITNESS #1] over the phone. Mr. [WITNESS #1] wanted to know where Ms. Crane was and how long it would be until he could get her out. Mr. [WITNESS #1] stated he was the one who called regarding Ms. Crane, as he felt like he needed to do the right thing, not only for her safety, but also for the safety of others on the road. Mr. [WITNESS #1] stated that Ms. Crane had arrived home drunk from her job at Mike’s Margaritas in Auburn. Ms. Crane stated that she became aggravated and then left the house. Mr. [WITNESS #1] asked about her charges, and I relayed what she was going to be charged with, and advised them that he could contact BCSO for further information about bond information and timeline of how long they would keep her.
