On Friday, February 13, 2026, at approximately 2249 hours, I responded Code 3, emergency lights and sirens, to a physical Domestic Dispute at [700 BLOCK] Hwy 211 NW lot [REDACTED], where parties could be heard actively arguing, and threats of assault with a knife were being alleged.

Upon arrival, I met [VICTIM #1], the caller, who stated that she and her boyfriend, Andrew Wilson, had been arguing, and things got out of control and physical. She said Andrew had been drinking, and that while they were arguing, he called her a “retarded b*tch” as he was pacing around the house yelling at her. She then threw an empty plastic cup in his direction, but said it did not hit him. She said this enraged him, and he physically charged at her. She said they then began to fight, moving from the living room into the bedroom, and she was scratching, biting, and striking him, trying to defend herself. She said he grabbed her by the throat, using both of his hands, and began to squeeze, causing her to see stars and her vision to black out.

I then observed that she had what appeared to be a deep scratch from a fingernail on her left forearm, and broken blood vessels on her neck that are consistent with those I have witnessed on victims of strangulation in the past. I then requested a medical unit to come and check her due to the possibility of severe injuries to her neck and throat. I also noticed during our conversation that her voice appeared to be growing hoarse. Med 5 then arrived on scene, and [VICTIM #1] was examined for serious injuries, but she refused their offer of transportation to the hospital. While I was interviewing her, Andrew was escorted outside by other responding Deputies, and I then went to speak with him.

Andrew refused to comment on the situation involving [VICTIM #1], only stating he thought he had broken the pinky finger of his left hand, and he had been bitten on his left calf. He then showed me his hand, and I saw his left pinky finger appeared to be swollen. He also showed me his left calf, which appeared to have a bite mark consistent with a human bite. Based on the physical injuries [VICTIM #1] had, as well as her statements, I placed Andrew under arrest.

I handcuffed him behind his back, checked the cuffs for fit, and double locked them. I then searched him, incident to arrest, and found nothing of note. He was then secured in the rear seat of my patrol vehicle, and the seatbelt was affixed around him. I then transported him to NEGMC Barrow for his injuries to be treated. The injured pinky finger was x-rayed, and it was determined it was dislocated. The finger was then set back in place by the ER staff. Andrew refused to allow the ER staff to treat the bite wound on his leg, stating the herbs he is taking could have a bad interaction with any medication they would prescribe.

While in the hospital, Andrew made many comments about what “she” had done to him, but each time would catch himself and change his sentence to be broader. He also stated that he had video proof he had done nothing wrong, but when questioned about it, he said he would not show anyone because he did not want [VICTIM #1] to go to jail. I also observed in the hospital lighting that he had multiple scratches on his face.

I then transported him from the hospital to the Barrow County Detention Center, where his custody was transferred to the Deputies on shift there. I inspected the rear seat of my patrol vehicle both before and after transport, with nothing found.

Warrants for the arrest of Andrew Wilson were secured for the following offenses:

Violation of OCGA 16-5-21(i) Aggravated Assault Family Violence, in that Andrew Wilson did intentionally place his hands around the neck and throat of his girlfriend who lives with him, [VICTIM #1], and began to squeeze, causing her to see stars and her vision to turn black.

Violation of OCGA 16-5-32.1(f)(2)(A) Battery Family Violence, in that Andrew Wilson did cause visible bodily harm to his girlfriend, [VICTIM #1], by scratching her arm during a physical altercation in their home, and leaving marks on her throat when he strangled her with his hands.

[VICTIM #1] was given a Family Violence Pamphlet, and I explained the information it contains. No written statements were made.
