On November 1, 2025, at approximately 1521 hours, I was dispatched to the intersection of Harvey Lokeys Road and Lokeys Lane in reference to a motor vehicle with injuries. I responded to the area “code 3.” (Emergency lights and emergency siren)

Upon arriving on the scene, I met with [REDACTED]. [REDACTED] stated that she was driving a white Mazda CX-5, Georgia tag [REDACTED], east on Harvey Lokey Road. While at the intersection, a black passenger car turned left onto Lokeys Lane. I observed a black Dodge Challenger stopped on Lokeys Lane. She informed me that it was the vehicle. I collected the Juveniles’ information in the vehicle and then drove down to the vehicle parked in the roadway.

I observed a black Dodge Challenger bearing a Georgia tag [REDACTED] parked in the roadway. The vehicle was registered to Antavia Roach. Antavia was showing an active arrest warrant out of Oconee County Sheriff’s office. Antavia’s driver’s license was suspended for a no insurance Conviction on 05/05/2025. The rear bumper was ripped from the driver’s side, and the passenger side door had significant damage. I observed that the passenger-side air bag was deployed and that the vehicle was unoccupied. I checked the initial area and did not observe anyone. I checked the houses directly in front of the vehicle for security footage, but the motion was not close enough to trigger the cameras.

While standing at the driver’s window, I observed the odor of Marijuana coming from the inside of the vehicle. I observed loose tobacco all over the vehicle. I was able to determine that the odor coming from the vehicle was Marijuana based on my encounters while being assigned to the Barrow County Sheriff’s office Uniform Patrol Division. I conducted a search for the vehicle and observed a pink cell phone on the driver’s side dashboard. I observed handbags, female perfume, and black female sandals under the dashboard near the brake and gas pedal. In a cheetah print bag, I located 2.1 grams of Marijuana in a small plastic wrapper. The bag was on the passenger floorboard, with a purse.

The cell phone and Marijuana were collected and placed into my secure patrol vehicle. I requested the next list of Tow trucks. Clinton’s towing was assigned and dispatched to the location. A male stated that at 1521 hours, a subject was observed running wearing a dark top and gray sweatpants towards Lokeys Circle. In the footage, it is unclear who the suspect was.

I asked Sgt Bradley to check Lokeys Circle again. While checking the area, Deputy L. Bradley advised that a passenger car was approaching me, and the passenger was slumped down in the seat. The vehicle pulled behind me, and I observed Antavia was in the passenger seat. I approached the passenger side and allowed her to step out. I asked what happened, and she would not say anything. She then said she was scared. I informed her that she was under arrest for hit-and-run. Antavia said that she was not gone. I informed her I had been on scene for about 40 minutes looking for her. Antavia was placed into handcuffs behind her back. The handcuffs were checked for proper fit, then double-locked. Antavia was placed in the backseat of my patrol vehicle. [REDACTED]’s Antavia’s significant other asked if she needed him to get her property. A cell phone, purse, and bag from the car were turned over to [REDACTED] per Antavia’s request.

Antavia was transported to the Barrow County Detention Center. Antavia was read her Miranda Warning and verbally stated that she understood and would like to speak with me. Antavia asked how she was at fault when she was hit. I informed her that she turned in front of the vehicle that was driving. I then asked why she had left, and she said she was scared. I asked if she had been in a crash before. She said that a trash truck ran her off the roadway. She said that last time she stayed on scene and called 911.

Antavia was turned over to the booking staff. I will be obtaining arrest warrants for OCGA Hit and Run. Driving with a suspended license, Possession of marijuana less than 1 oz, Failure to yield while turning left.

The marijuana was turned into a secure evidence locker at the Sheriff’s office. The marijuana weighed 2.1 grams in the wrapper. The backseat of my patrol vehicle was checked before and after transporting Antavia, and on both searches, no contraband was located.

On November 2, at about 0920, I turned over four arrest warrants to Officer Kyte with the Barrow County Detention Center.
