[NARRATIVE #1 on September 5, 2025]

On September 5, 2025 at approximately 1625 hours I went to The Market at 1861 Highway 211 NE to meet with [VICTIM #1] and [REDACTED] in reference to a domestic violence situation [VICTIM #1] had been involved in earlier in the day. The situation had taken place at [400 BLOCK] Bowman Mill Road NE.

I had previously gone to the residence at approximately 1525 hours on this date at [REDACTED]’s request, but I was not able to access the property due to a gate being closed and locked at the end of the driveway. While I was there, I called [REDACTED] and tried to determine if the situation seemed urgent enough to justify me going around the gate. He stated [VICTIM #1] had come to work as she was supposed to, but told him, her boyfriend was abusing her and threatening to kill her.

I asked him if she had missed a recent shift and he stated she had not. His biggest concern was that she was not answering the phone when anyone called her. I informed him that alone would not justify me going around the gate. He stated he understood and that he would go to the residence himself to check on her. He also stated he knew he had her permission to go around the gate because he had done so multiple times in the past. I informed him if he found anything out of the ordinary to call back so we could respond.

Shortly after I got off the phone with [REDACTED], he called me back. He stated he had gone to the residence and made contact with [VICTIM #1]. He informed me she was fine, but her boyfriend had answered the door. He said the boyfriend went and got her and when she came outside, she whispered to him, “Call the police”. I informed him I would respond to the scene, but he texted me a short time later and informed me he was at The Market and [VICTIM #1] was with him.

[VICTIM #1] first showed me a bruise on the back of her left leg. She stated the bruise had been caused by a gun barrel being pushed into her leg. I asked her to explain what had happened and she stated she had been held against her will by her boyfriend since she had gotten home from work at approximately 0730 hours. She identified her boyfriend as Anthony Conner. She stated they had lived at the residence together for close to a year, but recently she had been trying to break up with him and get him to leave the residence. She stated on September 4th he began threatening to kill her and kill himself. At one point he shot a hole through the wall of the residence in an attempt to kill himself. She stated he was using a rifle and was going to put it to his head, but the gun went off before he got it in position.

She was able to leave the residence by telling Anthony she had to go to work early, and someone was coming to get her. [VICTIM #1] stated while she was working Anthony messaged her and told her he was leaving the residence. She went home at approximately 0730 hours, and it appeared Anthony was gone. She laid down to get some sleep and after approximately 30 minutes Anthony came into her room holding the rifle. He discharged a round into the wall above her head and informed he she was going to die and that he was going to kill her. She stated she attempted to use her cell phone to call someone to come get her, but Anthony took her phone from her. After a short time, he gave her the phone back, but she was not able to do anything with it because he stayed in the room with the rifle pointed at her.

[VICTIM #1] stated she spent the majority of the day begging Anthony not to kill her and that he spent the day trying to work up the courage to kill her. She stated the bruise happened when Anthony pushed the rifle barrel into her leg as she laid on the bed in the fetal position.

As [VICTIM #1] was telling me what happened, Anthony messaged her and told her he was no longer at the residence and that he left on his bicycle. The message also stated, “Sorry for everything”. Due to the severity of the crimes Anthony was alleged of committing, I, along with multiple deputies, went to the area of Highway 211 NE and Bowman Mill Road to attempt to locate him. We were unsuccessful in locating him, so we went to the residence. [REDACTED] and [VICTIM #1] met us there and [VICTIM #1] gave us permission to search the whole property for Anthony. She even gave me the keys in case the residence was locked. We searched the property but did not locate Anthony. [VICTIM #1] then came into the residence and walked me through what had happened.

[VICTIM #1] stated the whole incident had taken place in her bedroom. She walked into the bedroom with me and pointed out a hole in the wall above her bed. The hole appeared to be the size of a .22 caliber bullet. It was a couple of feet above the headboard where [VICTIM #1] stated she had been laying. She stated she spent most of the day in bed and Anthony spent most of the day sitting in a chair beside the door. As he sat there, he kept the rifle pointed at [VICTIM #1] in the bed.

She stated at one time she got up and told Anthony she needed to do some laundry. He told her, with the gun pointed at her, she was not going anywhere so she got back in bed. She stated while she laid in bed, in the fetal position, Anthony stood over her and pushed the rifle barrel into her leg. She stated the rifle was a lever action, but she did not know any other details of it. She begged Anthony to put the gun down and he finally sat it down between the bed and a nightstand. He then climbed into the bed with her and “bear hugged” her for several hours. They had been in this position when [REDACTED] arrived at the residence to check on her.

In [VICTIM #1]’s room I observed a black CO2 powered BB pistol. I asked [VICTIM #1] about it and she stated Anthony had been holding it and the rifle at one point, but he broke the grip on it so he sat it down where it was still sitting.

I took photographs of [VICTIM #1]’s room. I also took a picture of the bruise on her leg. While doing this I observed another mark farther up. It appeared to be redness and a slight abrasion. I asked [VICTIM #1] about it and she stated she thought she felt another spot where Anthony had pressed the rifle into her leg, but she did not see it because it was under her shorts. I photographed both spots.

While I was finishing up with [VICTIM #1], Anthony continued texting her. He told her he was going to get some help for his problems and that he would be a different person the next time she saw him. He also mentioned not wanting to go to jail.

I provided [VICTIM #1] a family violence pamphlet and informed her what steps would be taken in the case.

Investigations was contacted and made aware of the situation. The rifle used during the incident was not recovered.

I have applied for and been issued warrants against Anthony Conner for Aggravated Assault, False Imprisonment, Terroristic Threats (felony), and Battery, all under Georgia’s family violence act. Detention Officer Kyte received the warrants. I confirmed this over the radio, the telephone, and had her send me a picture of all four warrants with the jail’s warrant log.

Aggravated Assault for discharging a firearm at [VICTIM #1] with the intention of killing her
False Imprisonment for holding [VICTIM #1] against her will, at gun point, for the majority of a day
Terroristic Threats for threatening to kill [VICTIM #1] and discharging a rifle in her direction while she begged for her life
Battery for causing visible bruising to the leg of [VICTIM #1] by pushing a rifle barrel into it.

[NARRATIVE #2 on September 6, 2025]

On September 6, 2025 at approximately 1030 hours I requested Anthony’s criminal history from the Barrow County Detention Center. It did not appear he was a convicted felon. I also applied for and was issued a warrant for Possession of a firearm or knife during the commission of a crime for being in possession of a lever-action .22 caliber rifle while committing multiple crimes against [VICTIM #1]. I delivered the warrant to Detention Officer Kyte at the detention center.

[NARRATIVE #3 on September 6, 2025]

On September 6 at approximately 1500 hours [VICTIM #1] sent me screen shots of messages Anthony had sent her since the incident occurred. The messages included “sorry please let’s keep things between you and I please” and “When I get my car I’m going to trun myself into a mintull house to get me some help”. [VICTIM #1] also sent me a sound clip from a voicemail she was able to leave a friend of her’s during the incident. The voicemail captured a male voice say “You better think” and a female voice say “I can’t think”. The female voice was full of emotion and seemed to be in distress.

[VICTIM #1] had previously reported to me that during the incident Anthony tried to get her to tell him the password to her phone but she was not able to think of it due to fear. She also told me she was able to call a friend without Anthony realizing and she left the line open when the friend’s voicemail answered just so someone would hear and have a record of something if Anthony did kill her. I told [VICTIM #1] to keep this sound clip on her phone because I did not know how to transfer it off my phone for evidence purposes.

On September 7, 2025 I took [VICTIM #1] a victim statement form. I returned later after she had completed it and picked it up. It will be forwarded to Investigations.

[NARRATIVE #5 on September 19, 2025]

On 9-19-25 I Deputy C. Williams arrived at Banks Co So to transport Anthony Conner on Warrants for court and is being transported to the Barrow Co Jail. He was searched, restraint devices were checked for proper fit, leg irons and handcuffs both were double locked. He was placed in my Patrol vehicle and seat belted in.

We arrived at Barrow Co SO without incident and he was turned over to Jail Staff. Patrol Vehicle was searched before and after transporting contraband and none was found. A warrant was served.
