[NARRATIVE #1]
On November 23, 2021 at approximately 1958 hours I was patrolling the area of Kilcrease Road and Brown Bridge Road when I observed a dark in color older model Honda Accord stop at the intersection. The vehicle turned left onto Kilcrease Road and passed my location. I observed it continue down the roadway. I could see the three occupants moving around the passenger compartment, I observed the vehicle fail to maintain lane.
I exited my position and accelerated my patrol vehicle to get behind the vehicle. I was able to observe another failure to maintain lane and the vehicles tag was not illuminated. I notified Barrow County Dispatch of the displayed Georgia tag of [REDACTED]. I activated my emergency lights and the Honda pulled to the right hand side of the road at the intersection of Kilcrease Road and Goldenrod Lane.
Exiting my vehicle, I approached on the drivers’ side of the Honda. I observed the backseat passenger shift her body so that she was facing her window, keeping me from seeing her face. The front seat passenger slid down in his seat and began to fidget with his hands. The male driver was asked to produce his driver’s license as he retrieved his wallet his hands were shaking violently. I requested another unit and began to advise the driver why I had stopped him. At this time, I smelled the odor of burnt marijuana coming from the vehicle. I received the driver’s identification, he was identified as Anthony Shaw and the male passenger provided the name Gaige Cayton the backseat passenger was identified as Juvenile 1 by name and date of birth. Sgt. Jordan arrived on scene a few moments later to assist.
I advised the driver to step out of the vehicle as I advised him that I would be searching the vehicle. He stated that there was marijuana under his seat. I began my search at the driver’s door. I located a black zippered container under the front seat, inside the bag I located several bags of marijuana with California markings. I then searched the center console where I located multiple used syringes. I moved to the drivers side backseat and located a black book bag. Inside the book bag was a pill bottle with the label removed. Inside the bottle I located multiple pills known to be [REDACTED BY AGENCY]. I then discovered two more [REDACTED BY AGENCY] pills located in a used band aid container. The bag also contained papers with Anthony’s name on them.
I then continued my search of the back seat when I discovered a fake mountain dew can. I unscrewed the can and located more marijuana. Before I moved out of the backseat I noticed the vehicle had a built in eye glass case above the rearview window. I opened it and located a clear plastic baggie with a crystal like substance known to be methamphetamine. At this time I returned to the driver and secured him in handcuffs advising him that he was under arrest for the multiple narcotics charges. Sgt. Jordan then escorted the male to his patrol car where he was search and placed into the backseat of his patrol car.
Due to no one being able to drive the vehicle from the scene I requested next list wrecker, I was advised Mikes towing would be coming to retrieve the vehicle. I made Juvenile 1 contact her parents and they advised they would come and pick her and Clayton up. While waiting the tow truck showed up and took the Honda. Juvenile 1’s mother, [REDACTED] arrived and transported the couple from the scene.
While returning to the Barrow County Sheriffs Office to secure the evidence collect Sgt. Jordan advised me that while at the jail a small bag of methamphetamine located in the coin pocket of Anthony. I met up with Sgt. Jordan at the Barrow County Sheriffs Office where I collected the bag of methamphetamine from him. At this time I began to bag the collected narcotics into individual evidence bags. During this time I removed the fake can from its sleeve revealing a clear plastic baggie with a powder substance inside as well as a small cotton ball. A field test of the contents showed a positive test result for heroin.
Prior to the end of my shift all evidence collected was placed into the evidence lockers at the Barrow County Sheriffs Office.
Prior to the end of my tour of duty I secured the following warrants against Anthony Shaw.
Anthony Shaw did commit the offence of Possession of a controlled substance SCH 2 when he knowingly and willfully had in his possession two clear plastic baggies with a crystal like substance known to be methamphetamine.
Anthony Shaw did commit the offence of Possession of a controlled substance SCH 1 when he knowingly and willfully had in his possession a clear plastic baggies with a powder substance known to be heroin.
Anthony Shaw did commit the offence of Possession of a controlled substance SCH 4 when he knowingly and willfully had in his possession multiple [REDACTED BY AGENCY] pills.
Anthony Shaw did commit the offence of Possession of and use of drug related objects when he knowingly and willfully used multiple needles for injection of narcotics and multiple metal grinders for the breaking up and eventual use/ingestion of marijuana.
Anthony Shaw did commit the offence of Possession of marijuana less than when he knowingly and willfully had in his passion multiple containers of a green leafy substance known to be marijuana.
Anthony Shaw did commit the offence of failure to maintain lane when he knowingly and willfully operated a Honda Accord on the roadways of this state, Kilcrease Road. While on the roadway the vehicle was observed crossing the yellow line twice.
Anthony Shaw did commit the offence of tag lights required when he knowingly and willfully operated a Honda Accord on the roadways of this state, Kilcrease Road. While on the roadway the vehicle was observed with no working tag lights.

[NARRATIVE #2]
While separating the collected evidence I removed the fake can from its metal sleeve, during this time I exposed myself to a hidden open bag of heroin. While pulling the can away from the sleeve I caused the pressure to expel a fine powder cloud into my face. I did not feel the effects for approximately ten to fifteen minutes.
I was dispatched to an accident call, during this drive I started to realize that I was not myself. I started to feel intoxicated, blurring vison, cotton mouth and my skin was flush. As soon as I cleared the call, I notified Lt. Hansen and advised him I was exposed and was going to the nearest fire station.
Lt. Hansen arrived at station 3 with me and I was seen by the staff inside. I was given Narcan to combat the exposer. I then waited thirty minutes and went to Northeast Georgia Medical center to be observed and to complete a mandatory drug screen.
All paper work was completed and turned in prior to the end of my shift.
[NARRATIVE #3]
On Tuesday November 23rd, 2021, at approximately 10:10 p.m. Deputy J. Stephens K9-1 was at the Barrow County Sheriff’s Office Uniform Patrol Division parking lot preparing to put seized illegal narcotics into evidence in the rear trunk area of his marked patrol vehicle.
Deputy Stephens was checking a fake Mountain Dew can in a metal can holder with a false compartment used for concealing contraband. Deputy Stephens pulled the can out of the holder and noticed a clear plastic bag containing a small white object with a white powder residue. As Deputy Stephens was pulling the can it created a vacuum affect and some of the powder residue went airborne into his face. Deputy Stephens removed the plastic bag from the bottom of the can and showed me the unknown white object. Deputy Stephens then cut the small white foreign object to conduct a field test for heroin and more small particles were released into the air. Deputy Stephens field tested the piece, which showed positive for heroin. Deputy Stephens then placed the clear plastic bag into an evidence bag.
I then left and responded to a call for service. After my call for service, I responded to Barrow County Emergency Services Station 3 to meet with Deputy Stephens and Lieutenant Hansen S-22 in reference to Deputy Stephens possibly having an exposure reaction.
Upon arrival paramedics were assessing Deputy Stephens vitals. Deputy Stephens was administered NARCAN by paramedics and they continued monitoring his vitals. Deputy Stephens advised he was feeling better and was seen by medical professionals at Northeast Georgia Barrow.
