On Sunday, 07/27/2025, at approximately 14:26, I, A. Maleski W150, responded code 3 to [REDACTED BY AGENCY], Winder, Georgia. 30680, regarding a welfare check. The caller stated a [REDACTED BY AGENCY] year-old female was crying in her sleep and not waking up.
I arrived at the scene and began walking towards the front door of the residence. I observed a young boy exiting the residence while carrying a young child. The young male stated that her heart rate was racing. I advised the young boy to place the child on the grass, and I began conducting a medical evaluation of the child. The female was identified as JUVENILE [REDACTED BY AGENCY]. I observed [REDACTED BY AGENCY] to be semi-conscious. [REDACTED BY AGENCY] was breathing and had a pulse. [REDACTED BY AGENCY] was crying and grinding her teeth. [REDACTED BY AGENCY] was cold to the touch and stiff. [REDACTED BY AGENCY] eyes were closed at this point.
I began to do a sternum rub with negative responses from [REDACTED BY AGENCY] At this point, Cpl. Wolf advised me to administer NARCAN. I administer my department issued NARCAN nasal spray (4ML) into [REDACTED BY AGENCY] right nostril. [REDACTED BY AGENCY] continued to cry and eventually stopped while we were checking her. [REDACTED BY AGENCY] then began to have a faint pulse and she stop breathing. At this point, Cpl. Wolf administered a second dose of NARCAN. I observed [REDACTED BY AGENCY] came back into consciousness and began to cry. Mother, who was later identified as Shirley, Brittany was on scene and did not have any emotions. Shirley appeared to be impaired. At this point, Med 9 with Northeast Georgia arrived and took over the scene regarding rendering aid to [REDACTED BY AGENCY]. Med 9 advised me they would be transporting [REDACTED BY AGENCY] to the hospital.
I made contact with [REDACTED BY AGENCY] mother who identified herself as Shirley, Brittany. I asked Shirley if [REDACTED BY AGENCY] took anything. Shirley stated that she did not know. I began questioning Shirley when she disclosed this information to me. Shirley stated she made contact with her daughter today at approximately 10:00 am. Shirley stated her daughter was in the room with other children. Shirley spoke her daughter and she seemed okay at that time. Shirley stated she went to her room and left her child. Shirley stated her ex-boyfriend, son JUVENILE [REDACTED BY AGENCY] (the subject who carried [REDACTED BY AGENCY] outside upon my arrival), knocked on her door and advised her regarding [REDACTED BY AGENCY] conditions.
Cpl. Wolf contacted Lt. Page and advised her about this incident. Cpl. Wolf also contacted Det. Manthe, who responded to the scene. See Det. Manthe’s supplementary report about the incident. The Georgia Department of Human Services Division of Family (DFCS) was contacted, and they responded to the scene.
Shirley gave us consent to search her vehicle (Ga Tag [REDACTED]). I located a yellow bag containing toothbrushes and toothpaste in the rear seat near a child booster seat. I also located a multicolored baggy with “THC” labeling on it inside the yellow bag.
Det. Manthe advised me he had enough probable cause to make an arrest. Det. Manthe advised me to transport Shirley to Barrow County Detention Center.
I transported Shirley to Barrow County Detention Center. I relinquished custody of Shirley to Barrow County Intake Deputies without incident. The back seat of my patrol vehicle, #443, was checked before and after transporting Shirley.
