[NARRATIVE #1 on November 13, 2025]

On Thursday, November 13th, 2025, at approximately 2330 hours, I Ofc. Perry #149 was dispatched to [200 BLOCK] 3rd Avenue, Winder, Ga 30680, in reference to a Juvenile Complaint. I traveled CODE 1 in my marked patrol vehicle #428 to the location listed above.

Upon arrival, I met Mr. Calix Crawford, Ms. [WITNESS #1], and Ms. [VICTIM #1]. I began speaking with Calix, who advised me that when his mother, [VICTIM #1], came home from work on this same day, she walked inside the house, turned off the television set, and took Calix’s cellphone away from him.

This upset Calix because he stated that his cellphone calms him down. Calix then grabbed his aunt, [VICTIM #1]’s, bag out of her hand and would not return it to her. Calix then said he snatched his cellphone out of his mother’s hand, and [VICTIM #1] was able to get her bag back after he dropped it.

Calix told me that he then began running northbound on 3rd Avenue to get away from the residence because “he did not want to go back to jail.” Calix then decided to return home, and that is where I met him on the front porch.

I then told Calix that I would be placing him under arrest for Disorderly Conduct and placed him in properly fitted double locked handcuffs. Calix immediately became distraught and began screaming and acting deranged. I escorted Calix to the front of my patrol vehicle, where I searched his person for any drugs, weapons, or means of escape, and none were found.

Calix was then placed in the backseat of my patrol vehicle, and a lap and shoulder belt was secured across his person. When I shut the door, Calix began acting enraged and began smashing his head on the plastic panel that separates the front seat from the back seat. I advised Calix to stop, and Calix said that he was not going to stop and threatened to harm himself. Calix continued to hit his head on the plastic barrier, and Winder Units escorted him back out of the vehicle.

Calix was still acting enraged at the back of my patrol vehicle and began hitting his head again. Attempts were made to keep Calix from hitting his head, and he was escorted to the ground, sitting on his rear end. Winder units held Calix still until Cpl. Wolf #112 returned from the Winder Police Department with the wrap.

Upon arrival, Calix was placed inside the WRAP for his protection as well as ours. Calix fought with us the entire time we were attempting to put him in the WRAP. Calix was then placed in the back seat of my patrol vehicle, with both lap and shoulder belts secured across his person to keep him safe. Due to Calix’s behavior, I escorted him CODE 3 to 652 Barrow Park Drive, Winder, Ga 30680 (Barrow County Detention Center).

Upon arrival, custody of Calix and his belongings was relinquished to the Barrow County Intake Deputies. I completed all intake forms and then returned to service with no further issues.

A WPD Use of Force Report will be attached to this report.

Warrants to be taken and attached to this report.

[NARRATIVE #2 on November 13, 2025]

On November 13th, 2025, at about 2330 hours, I heard a call dispatched to [200 BLOCK] 3rd Avenue, Winder, Ga, in reference to a Juvenile Complaint. I responded CODE 1 (non emergency) in my marked patrol vehicle #527 to the location listed above.

Upon arrival, Cpl. Wolf, Officer Perry, and Officer Dutcher was already on scene. They were interviewing the parties involved in the dispute. It was determined through the investigation that Calix Crawford (17 Y.O.A.) had gotten mad and became physical with parties on scene after his mother took his cell phone from him. Officer Perry determined he had probable cause to make an arrest on Mr. Crawford.

I stood by while Officer Perry placed handcuffs on Mr. Crawford in the rear where he checked the cuffs for proper fit and double locked them. Mr. Crawford became very emotional crying and carrying on. Officer Perry walked Mr. Crawford to the front of his patrol vehicle where he searched Mr. Crawford for weapons/contraband with negative results.

Mr. Crawford was secured in the rear seat of Officer Perry’s patrol vehicle with a lap and shoulder belt. Once secured Officer Perry closed the door. Mr. Crawford began slamming his head against the screen. We walked back to the patrol vehicle and opened the door. Mr. Crawford became very angry and began saying he would kill himself if it would get him away from us. Based on Mr. Crawford’s actions as well as the statements he was making I sent Cpl. Wolf to the police department to get the “WRAP”. I asked Mr. Crawford if he was finished hitting his head and he stated he wasn’t. Mr. Crawford hit his head again on the screen.

We removed Mr. Crawford from the rear seat so he could not harm himself. We stood Mr. Crawford up against the rear of Officer Perry’s patrol vehicle where he hit his head on the back glass of Officer Perry’s patrol vehicle. At that point we sat Mr. Crawford down in the grass.

Cpl. Wolf arrived back with the “WRAP” and Mr. Crawford was eventually secured in the “WRAP” correctly after fighting with us (kicking at us and biting the straps of the “WRAP”). Mr. Crawford then began telling us to shoot him with our guns and kill him.

Once secured, Mr. Crawford was carried to the rear seat of Officer Perry’s patrol vehicle where after a struggle we finally got him seatbelted in the rear seat. I explained to Mr. Crawford when he calmed down he could get out of the “WRAP”.

Officer Perry transported Mr. Crawford to the Barrow County Jail code 3 (emergency) due to him still being able to hit his head on the screen. NOTE: Mr. Crawford was not able to hit his head with enough force to cause any harm due to being secured in the “WRAP”.

Once at the Barrow County Jail Mr. Crawford was released to the jail staff where he became belligerent with them and had to stay in the “WRAP” for a while after we returned to service.

A WINDER POLICE DEPARTMENT USE OF FORCE form was completed and attached to this report.

[End of Narrative]

[NARRATIVE #3 on November 13, 2025]

While on scene, Calix began to become aggressive after being taken into custody. Calix was placed in the rear of Ofc. Perry’s patrol car. While Calix was in the backseat, he began to beat his head up against the glass and kick his feet. At this time, Sgt. Yarbrough advised me to go get the WRAP from the Police Department.

I then responded CODE 3 to the office to retrieve the WRAP and arrived back on scene with units. The WRAP was then applied properly and Calix was seatbelted in the rear seat and escorted to the jail. I also responded to the jail with Ofc. Perry and observed jail staff process Calix into the jail.
