On November 18, 2025, Deputy Antwune McCurry with the Barrow County Sheriff’s Office was dispatched to [500 BLOCK] Saddle Ridge Drive regarding an animal complaint. While enroute I was notified by Barrow County E-911 that the female caller was irate, screaming and continuously giving them a contradicting story on what transpired later informing me that some sort of dispute was occurring.
Upon my arrival to the residence the female caller wasn’t on scene and had left the residence. I then spoke to the other parties across the street who were involved at the address of [500 BLOCK] Saddle Ridge Drive. The other party identified herself as [VICTIM #1]. While speaking with [VICTIM #1] she stated that she let her two small dogs into their fenced in back yard and they managed to escape and run into their front yard and begin barking at the neighbors across the street. As [VICTIM #1] was attempting to capture the dogs her neighbor begins pointing her finger, yelling, and screaming vulgar words to her about the dogs.
At this point [VICTIM #1] became extremely apologetic to the neighbor and she was continuously being rude, cursing, swinging arms in an aggressive manner, antagonizing [VICTIM #1] in a tumultuous way attempting to provoke violence with her, later pulling up her shirt and begin fondling her breast disturbing the peace in the community as she screamed profanity, and opprobrious words with several kids nearby while threatening to commit a act of violence acting belligerent.
As I was gathering [VICTIM #1]’ statement, she was able to provide me with partial video footage of the incident that transpired which confirmed her verbal statement.
I then spoke with [VICTIM #1]’s mother who identified herself to be [WITNESS #1]. She stated that this has been and ongoing dispute between the two neighbors and she’s unsure on way there is an issue but re occurring events have occurred prior to this date, and the female neighbors continues to have a problem with them and act out. She went on to state that she believes the female is consuming some sort of illegal drugs or narcotics.
The female then returned to the residence. I identified her as Cassie Lynn Downey. During this encounter Cassie was very excited, breathing heavily, and stimulated. She then stated that this dispute stemmed from her juvenile daughter making a false accusation that she had been bitten by the two small dogs but however was a false statement. She then admitted that she became irate, and aggressive toward [VICTIM #1], giving the explanation that she overreacted based on the false accusation her juvenile daughter made.
I was able to physically speak with the juvenile in the rear of the vehicle who confirmed the animal didn’t bite her. As the conversation ensued Cassie admitted her wrongdoing in the incident and began offering to apologize for the acts committed.
I returned across the street and continued speaking with [VICTIM #1] and [WITNESS #1] collecting video footage for evidence.
Once all information gathered on scene based on my training and experience, physical and testimonial evidence, and Cassie admission I had probable cause to place her under arrest.
I then placed Cassie under arrest for the criminal offense Disorderly Conduct, and Public Indecency. I cuffed her in the rear. I doubled locked cuffs and fitted for tightness. She was then searched incident to arrest and secured in the rear of my patrol vehicle. Scene was cleared and I transported Cassie to the Barrow County Detention Center. Once at the detention center she was released to staff for processing.
I secured Criminal warrants for the offenses: 1) Disorderly Conduct O.C.G.A- 16-11-39, 2) O.C.G.A- 16-6-8 (A)(B) Public Indecency.
