On September 23, 2025, I was dispatched to the Hillcrest Apartments, [400 BLOCK] Gainesville Hwy, Building [REDACTED], Winder, GA, 30680, in reference to a dispute call.
The caller, who was identified as Ms. [WITNESS #1], informed 911 dispatch that a white male was yelling and being vulgar to an elderly neighbor and was also attempting to fight people at the apartment complex. The caller also advised dispatch that the subject was acting erratically towards a pregnant woman. The caller stated the male’s Name was Chance. I responded code 1 (Urgency) to the scene. While enroute I was informed by other Winder units that the potential suspect was Chance Quarles. They advised that Mr. Quarles was combative and attempted to elude police during a previous domestic dispute call at this location.
Once at the scene, I got out on foot near Gainesville Hwy and walked towards the Hillcrest Apartment complex. As I approached the building, I could see a male subject standing outside a door in the [REDACTED] building. As I got closer, it appeared that the subject saw me approaching and quickly went inside apartment [REDACTED], closing the door. A Barrow County Deputy and I made our way toward apartment [REDACTED]. I could hear a male yelling inside, and I knocked on the door and announced myself as law enforcement. Eventually, a white male subject opened the door, and I was able to identify him as Chance Quarles. Given the nature of the call and prior knowledge of the prior domestic dispute, I detained Mr. Quarles in handcuffs. Mr. Quarles was frisked for weapons with negative results. I then secured my detainee in Officer Perry’s vehicle #428 while I continued my investigation.
I walked back over to apartment [REDACTED] to make contact with the subject I saw earlier. I was greeted by a younger black female and a black male. I asked them if they had heard or seen anyone arguing that evening. The female neighbor advised that she did not see anything, but stated that the tenants in [REDACTED] argued all the time.
Another neighbor at building [REDACTED] came over too and advised he had heard someone yelling loudly outside before we arrived. He stated that he heard someone arguing on the back porch area of building [REDACTED]. Next, my supervisor directed me to a witness who was present during the altercation. I later identified her as Ms. [WITNESS #2].
Ms. [WITNESS #2] advised me that as she arrived at the complex, she could hear someone shouting on a back porch at Building [REDACTED]. She overheard a male suspect threatening to beat up [VICTIM #1], and she also heard the suspect make the statement to [REDACTED BY AGENCY] that if her smoking habit didn’t kill her tonight, then he would.
Mr. [VICTIM #1] also showed me a short video of his altercation between him and Chance Quarles. In the video, you can hear Mr. Quarles say he would knock [VICTIM #1]’s teeth down his throat. [VICTIM #1] advised that he got into a verbal dispute with Mr. Quarles when he overheard him cursing and threatening to harm [VICTIM #2]. Mr. [VICTIM #1] stated that Quarles threatened to jump the porch rails and come down to the grass and fight [VICTIM #1]. [VICTIM #1] and other witnesses all volunteered to write statements about tonight’s incident.
I walked back to apartment [REDACTED] to speak to the significant other of Chance Quarles, Ms. [WITNESS #3]. Ms. [WITNESS #3] stated that before the incident occurred, she told Chance that she was going upstairs with their infant son to shower, but advised him to watch their daughter [REDACTED BY AGENCY]. She stated that after she got out of the shower, she heard Chance and [REDACTED BY AGENCY] arguing on the back porch. She also advised that [WITNESS #4], another witness, told [WITNESS #3] about the altercation outside. [WITNESS #4] told [WITNESS #3] that she and [VICTIM #1] were walking by the apartment building when they observed the two neighbors arguing and cursing at each other, so they intervened in an attempt to de-escalate the situation but ultimately called 911.
[WITNESS #3] then told Chance to come inside with [REDACTED BY AGENCY]. When [WITNESS #3] asked Chance what happened, he told her that their neighbor, [REDACTED BY AGENCY], was outside smoking a cigarette and when he got on the phone with his friend, she told him to shut the f**k up. From [WITNESS #3]’s point of view, she believed both subjects got into an argument over Chance talking loudly on his phone and the victim smoking a cigarette. However, she did attest that she overheard Chance and the victim arguing outside on the back porch.
Lastly, I spoke to Chance Quarles. Before asking him questions, I read him the Miranda Warning, and he agreed to answer my questions. Chance stated that he was outside with his daughter video-chatting on the phone with a friend. He stated that his neighbor, [REDACTED BY AGENCY], came out and told him he was talking too loudly. He advised that the two got into a verbal dispute, and soon after, a male neighbor [VICTIM #1] below him got involved.
He did give me specific details of what was said by either party but admitted that they were arguing outside on the back porch. Mr. Chance also informed me that he was aware of the video recording that Mr. [VICTIM #1] showed me. Mr. Chance claims he never threatened to shoot anybody, but he did not clear up the threat that he would kill [REDACTED BY AGENCY] if her cigarette smoking did not kill her first. He claimed that the victim got mad at him because he called her a b***h while he was on the phone with his friend.
I tried to restate everything he said and included words and phrases that other witnesses claimed they heard, but Chance would not go into detail on what he specifically said; he would only vaguely agree to the questions and word paraphrasing I stated. I asked him again if anybody had made threats while on the back porch. Mr. Quarles began stammering but claimed again that he didn’t make any threats to shoot anyone.
I also asked him if he threatened to beat anyone during the verbal dispute; however, he claimed he didn’t threaten anyone but recanted his earlier statement and claimed he didn’t recall making threats. He continued to remain vague, not directly telling what he said during the argument, nor what the other parties said. Due to his vague details of what happened, I had to rely on video evidence and statements given by witnesses at the scene.
Based on the evidence and testimonies provided, I found that Chance Quarles was the primary aggressor during this dispute. I would inform Mr. Quarles that he was under arrest. Mr. Quarles was searched incident to arrest for weapons, contraband, and any means of escape prior to escort. The search incident to arrest yielded negative results.
My arrestee was placed back in Ofc. Perry’s patrol vehicle #428 for transport per my request. Due to prior knowledge of domestic disputes involving Chance Quarles and the knowledge that Chance’s juvenile daughter was present while he behaved in a violent or tumultuous manner and committed a terroristic threat, I completed a CPS Intake Report and submitted the form to Georgia DFCS.
I procured warrants against Chance Thomas Quarles for the following charges:
Terroristic Threats (Felony) (Warrant # 2025-3124FW)
Disorderly Conduct (Warrant # 2025-3125MW)
Cruelty to Children – 3rd Degree (Warrant # 2025-3126MW)
