On September 16th, 2025, at approximately 2339 hours, I (Deputy Wright S122) responded code one to a domestic dispute at [80 BLOCK] Ross Rd. The text of the call stated that a male subject on scene had hit a female. Upon my arrival, I made contact with the victim, [VICTIM #1], and the complainant, [WITNESS #1]. Deputy Bazinet S169 spoke with the male subject, Connor Bruce.

I spoke with [VICTIM #1] and asked her to explain what happened. [VICTIM #1] stated she had gotten into an argument with her boyfriend, Connor. [VICTIM #1] stated that Connor asked her to sweep up in the house. She said Connor then began to complain to her about how she was sweeping, so she went outside and told him that he could sweep up instead. This led to a verbal argument, and [VICTIM #1] stated that she walked outside to separate herself from Connor. [VICTIM #1] said that Connor eventually came outside and continued to argue with her. [VICTIM #1] stated that she told Connor not to touch her, and then alleged that he grabbed hold of her and pushed her against the wall.

[VICTIM #1] said that she began to push Connor off of her because he would not let her go, and that is when Connor threw her onto the ground. While speaking with [VICTIM #1], [WITNESS #1] showed me a video that she recorded of Connor and [VICTIM #1] during the argument. In the short video, Connor can be seen mounted on top of [VICTIM #1] with two hands around her throat, choking [VICTIM #1]. I asked [VICTIM #1] what happened once she was thrown to the ground, and she said that Connor had gotten on top of her, grabbed her head, and slammed it into the ground multiple times. She stated that Connor then used two hands to choke her. [VICTIM #1] told me that Connor choked her to the point where she began to gag, and she was not able to speak.

[VICTIM #1] was treated on scene by MED 1. She declined to be transported to the hospital by the MED unit. While speaking with [VICTIM #1], I did not see any visible injuries to her head or neck; however, I did see a small bloody cut ot her left elbow from Connor throwing her onto the ground. I took a photograph of her elbow and have attached it to this report.

I briefly spoke with [WITNESS #1] about what occurred. She stated she saw Connor throw [VICTIM #1] onto the ground and recorded the video of Connor choking [VICTIM #1]. [WITNESS #1] said this is not the first time her brother, Connor, had been physical with [VICTIM #1]. While on scene with [WITNESS #1], she sent me the video of the incident via email.

I spoke with Deputy Bazinet, who talked to Connor. Deputy Bazinet told me that Connor stated he had gotten into an argument with [VICTIM #1] over cleaning. Connor said he went outside and attempted to hug [VICTIM #1], but she began kicking him and pushing him, causing them both to fall to the ground. While on the ground, Connor admitted to Deputy Bazinet that he slammed [VICTIM #1]’s head into the ground. Connor also had small cuts to his knuckles, which were consistent with him slamming [VICTIM #1]’s head into the ground, causing his knuckles to drag across the concrete. Photographs were taken of [VICTIM #1]’s knuckles and attached to this report.

After review of the video footage of Connor mounted on top of [VICTIM #1], choking her with two hands following a dispute, and the visible injury to her elbow from throwing [VICTIM #1] to the ground. I developed probable cause to place Connor under arrest for Aggravated Assault (Strangulation) and Family Violence Battery.

I advised Connor that he was under arrest and placed him in handcuffs behind his back (double locked and checked for fit). He was then searched inident to arrest and secured in the rear of my patrol car with a seatbelt. I then transported Connor to the Barrow County Detention Center, where he was released to the jail staff. Shortly after leaving the jail, Deputy Bazinet notified me that after Connor and [VICTIM #1]’s physical altercation was broken up, Connor began grabbing [VICTIM #1]’s belongings and throwing them outside. During this time, Connor smashed a gray iPad ($200) and a white keyboard ($20), destroying both of them. A photo of these items was attached to this report. Because Connor intentionally damaged the iPad and keyboard during a domestic dispute with the intent to intimidate [VICTIM #1], I also discovered probable cause to place Connor under arrest for Criminal Trespass Family Violence.

I later applied for warrants against Connor for Aggravated Assault (Strangulation), Battery Family Violence, and Criminal Trespass. I later took the video provided by [WITNESS #1] and burned it onto a disc and submitted it into evidence at the Sheriff’s Office. [VICTIM #1] was provided with a case card and family violence brochure.
