On 9/4/2025 I responded Code 1 non-emergency to [1700 BLOCK] Jeremy Dr in reference to a Hit and Run.

Upon arrival I met with a [VICTIM #1] subject. Ms. [VICTIM #1] stated that around 1845 hours, she was stopped, awaiting the traffic signal at University Pkwy/Carl-Bethlehem Rd to turn so that she could continue traveling southbound on Carl-Bethlehem. She stated while awaiting the light, a white Nissan Rogue attempted to go around her into the gore to access the left turning lane early. She stated while doing so, the Nissan struck the left rear of her vehicle, leaving minor scuff damage to her bumper.

She stated the vehicle did not stop and continued into the turning lane. As traffic moved, Ms. [VICTIM #1] was able to get behind the vehicle, where she secured a picture of the Georgia license plate [REDACTED] displayed on the rear of the vehicle. Performing a GCIC/NCIC inquiry of the plate returned to a 2018 White Nissan Rogue, returning to an Orvel Flack subject at the address of [1300 BLOCK] Loganville Highway. After identifying the vehicle, I provided Ms. [VICTIM #1] with a case card and instruction on how to obtain a copy of the report.

A short while after leaving the scene, another Deputy informed me that my suspect vehicle had been spotted on Flock traveling westbound on University Parkway at the intersection of Craft Rd. Traveling down University Parkway at the time, I parked within the median of University Pkwy/Smith Cemetery Rd and waited for the vehicle to pass me.

A few moments later, I spotted the vehicle, to which I got behind it. After taking a left onto Harrison Mill Rd, I activated my emergency lights and siren, initiating a traffic stop on the vehicle. Upon approaching the driver’s side window, I made contact with a female who identified herself as Courtney Dove. I asked Ms. Dove to step out of her vehicle and have a seat on the front bumper of my patrol vehicle.

I asked Ms. Dove where she was coming from, to which she stated she had been back and forth between Statham and her house all day. As more units arrived, I walked over to observe the damage on the front right of Ms. Dove’s vehicle. There I observed minor scuff damage, consistent with the damage done to Ms. [VICTIM #1]’s vehicle. When asked about it, Ms. Dove stated the damage had been there for at least three years and occurred from another accident.

I was able to remove some smaller scuffs within the damage by simply rubbing my finger against it, indicating that the damage was fresh. I then asked Ms. Dove if she had been within the area of University Parkway/Carl-Bethlehem Rd at any point today, to which she stated she had not been. Flock shows her vehicle traveling eastbound at Carl-Bethlehem Rd/W Winder Bypass at 1836 hours, just minutes before Ms. [VICTIM #1] stated the accident occurred.

The direction of travel indicated by the camera shows her traveling towards the area where the collision occurred. I then asked Ms. Dove if she was the only person who had driven the car today, to which she stated the vehicle was in her father-in-law’s name, however, it was her vehicle, and she was the only one who drives it.

At that time, I notified Ms. Dove that she was being placed under arrest. I placed Ms. Dove in proper-fit, double locked handcuffs to the rear of her person and escorted her to the rear of my patrol vehicle. A search incident to arrest was conducted yielding negative results for contraband. I placed Ms. Dove in the rear seat of my patrol vehicle where I transported her to the Barrow County Detention Center and turned her over to staff there without incident.

Ms. Dove received two citations, CIT #139896 for violating OCGA 40-6-270 Hit and Run. Ms. Dove received this citation because she was involved in a motor vehicle accident and did not stay at the scene or make any attempt to contact local law enforcement. The second citation received was CIT #139897 for violating OCGA 40-6-50 Driving in the Gore. Ms. Dove received this citation as she attempted to go around Ms. [VICTIM #1] and travel through the gore into the left-hand turning lane to get onto University Parkway.
