Officer’s Narrative:

On 09/13/2025 at approximately 2322 hours, I responded to [200 BLOCK] Tanners Bridge Dr, Bethlehem, GA 30620, in reference to a welfare check. The caller, [WITNESS #1], advised she had not heard from her mother-in-law, [VICTIM #1], since approximately 2:00 PM and she was not answering the phone. [WITNESS #1] stated that [VICTIM #1] was diabetic and had not been feeling well. She also advised that her brother-in-law, Dexter Armour, also lives at the residence but that Dexter and [VICTIM #1] do not have a healthy relationship.
Upon arrival, I observed a gray sedan, registered to [VICTIM #1], parked in the driveway. I also noted that there were no interior or exterior lights illuminated at the residence. I approached the screened in front porch and discovered that the door to the porch was locked. I then proceeded to side of the porch near the front door and began knocking on the exterior of the residence next to a window.
Due to all the windows being covered, I was unable to observe anything inside the residence. At that time, I heard a female’s voice ask who is it. I stated sheriff’s office and asked if she was [VICTIM #1]. She stated yes and advised that she was unable to come to the door as she could not get up. I asked if she needed help and [VICTIM #1] stated yes, she was in pain and could not get up. At that time, I notified dispatch and requested a med unit.
While continuing to speak to [VICTIM #1] through a window, I asked if there was anyone else inside the residence and she stated yes. [VICTIM #1] then stated what sounded like “go to the side door” so I proceeded to walk around the residence to locate another door. At the rear of the residence, I located two doors; however, both doors had furniture or other various items directly in front of them. Due to this, I began walking around the residence, knocking on the exterior of the home in an attempt to get someone to answer the door. After knocking several times and receiving no response, I returned to my patrol vehicle and moved it closer to the residence. I then activated my siren a few times in attempt to get the attention of someone inside the residence. However, I still received no response visual or verbal response indicating that there was another person inside the residence.
A short time later, Lt. Hansen and Sgt. Johnson arrived on scene. Lt. Hansen spoke with [VICTIM #1] through the window before proceeding to the front porch where he was able to unlatch the screen door to the front porch. Lt. Hansen then continued speaking with [VICTIM #1] through the front door and was advised that there was possibly a key to the residence somewhere on the front porch. We began searching but were unable to locate any key. During this time, Med 3 arrived on scene. Due to being unable to find a key, I contacted [WITNESS #1] via telephone to ask her if she knew where a key was located. [WITNESS #1] stated she did not know but advised us to enter the residence by any means necessary. I informed her that we may have to kick the front door open and she stated that it was fine and for us to do whatever we needed to get inside the house.
After hanging up with [WITNESS #1], I proceeded to the rear of the residence to inform Lt. Hansen of my conversation with [WITNESS #1]. At that time, I observed Med 3 personnel, [REDACTED], using a screwdriver to pry open a window. Due to a metal pole being located in front of the window, none of the deputies on scene would be able to fit. We advised [REDACTED] of this and he stated he would enter the residence and attempt to open a door for us. After [REDACTED] entered the window, I proceeded to the front of the residence in case he opened the front door. As I reached the front porch, I heard Lt. Hansen and Sgt. Johnson yelling to get inside and to kick the door in.
I began kicking the front door but after 4-5 kicks, I was unable to get the door open. Due to the exigent circumstances, I asked Sgt. Johnson to try and kick the door open. After approximately two kicks, he was able to successfully breach the front door open. At that time, I drew my service weapon and began to proceed toward the interior of the home. However, I immediately observed a large naked black male standing a few feet inside the residence. The male, later identified as Dexter Armour, had a look commonly known as a 1000-yard stare, on his face. Based on my knowledge and experience, I recognized this look as someone with altered mental states or narcotics induced psychosis. Dexter then charged the front door, ignoring verbal commands to stop. As Dexter barreled through the front door, he pushed Sgt. Johnson out of the doorway. At this time, I holstered my service weapon and began to reach for my TASER.
However, after pushing Sgt. Johnson, Dexter turned and continued to charge at me. Before I was able to unholster my TASER, Dexter slammed into me, shoving me backward into the wall/door frame of the screen porch. I was then able to roll out of the doorway of the porch but Dexter followed me. While attempting to create distance between Dexter and myself, I unholstered my TASER 7 and discharged it in probe mode. Dexter fell to his knees but continued to try and charge toward me as full neuromuscular incapacitation was not obtained. I then discharged my TASER 7 in probe mode a second time, which again did not provide full neuromuscular incapacitation. However, I was able to move to the right and create distance between Dexter and myself.
I then observed Dexter return to his feet as he proceeded to charge toward Sgt. Johnson and Lt. Hansen. During this time, I heard multiple “pops” of a TASER being discharged in probe mode. Dexter then appeared to become very tense and fall to the ground, indicating that full neuromuscular incapacitation had been obtained. Lt. Hansen then yelled for someone to cuff Dexter so I retrieved myhandcuffs and began to cuff Dexter behind his back. I was able to get his left hand secured in handcuffs but requested a second set of handcuffs due to being unable to secure his right hand. Sgt. Johnson then assisted with securing Dexter’s right hand with a second set of handcuffs. During this time, Dexter continued to resist by thrashing and flailing his legs at deputies. Therefore, Lt. Hansen re-energized the TASER 7 and once the cycle was complete, Dexter began to comply and respond to questions.
Lt. Hansen and Sgt. Johnson then entered the residence while I remained outside with Dexter. During this time, Dexter was yelling about him fighting demons and the devil. Dexter also made comments about his mother, [VICTIM #1], being a demon. Lt. Hansen returned outside a short time later and advised that [VICTIM #1] had been physically assaulted. He stated that [VICTIM #1] was observed to have a [REDACTED BY AGENCY]. Lt. Hansen also advised that there was a broken flat screen television and various other personal items broken inside the residence. Soon after, [VICTIM #1] was carried out to the stretcher and upon seeing [VICTIM #1], Dexter began manically laughing. Med 3 personnel then advised that [VICTIM #1]’s [REDACTED BY AGENCY], and her [REDACTED BY AGENCY]. They advised that she would be transported to Piedmont-ARMC for further treatment.
Lt. Hansen then removed several probes from Dexter before being checked by medical personnel. They stated that they believed Dexter was suffering from either narcotic induced psychosis, altered mental state or both as his pulse rate was approximately 140 beats per minute. Due to Dexter being naked, Lt. Hansen retrieved some shorts from inside the residence and assisted Dexter with putting the shorts on. Dexter was then secured in the rear seat of my patrol vehicle.
I then transported Dexter to NGMC– Barrow for medical clearance and evaluation. After giving Dexter IV fluids, hospital staff provided medical clearance and released him. Dexter was then transported to the Barrow County Detention Center where he was released to jail staff. I searched the back seat of my patrol vehicle for contraband before and after transport with negative results. Sgt. Johnson later spoke to medical staff at Piedmont-ARMC who advised [VICTIM #1] had a [REDACTED BY AGENCY] and several other [REDACTED BY AGENCY]. They also stated that due to her being deprived of her of [REDACTED BY AGENCY] used to treat her [REDACTED BY AGENCY], her [REDACTED BY AGENCY] and [REDACTED BY AGENCY]. They advised that she was being admitted into ICU and if they were not able to get the [REDACTED BY AGENCY] under control, she may die.
CID was notified via telephone and Investigator Harmon responded to Piedmont-ARMC to speak with [VICTIM #1].
Due to [VICTIM #1]’s current medical condition and quickly being transported to the hospital, I was unable to speak with her regarding the value of damaged property. Therefore, property value is an approximate estimation.
The following warrants were obtained: OCGA 16-5-24(d)– Aggravated Battery against person 65 years of age or older; OCGA 16-5-21(i)– Aggravated Assault (Family Violence); OCGA 16-5-41(a)– False Imprisonment; OCGA 16-7-23– Criminal Damage to Property 2nd Degree; and OCGA 16-10-24– Willful Obstruction of Law Enforcement x3.
