[NARRATIVE #1 on August 25, 2025]

On 08/25/2025 at approximately 0030 hours, I, Ofc. Dutcher #141 was dispatched to [300 BLOCK] Addison Dr, Winder, GA. 30680 in reference to a Disturbance call. I traveled Code 1 in my marked patrol vehicle #381.

Upon Arrival, I Ofc. Dutcher, along with Ofc. Gibbs attempted to knock on the front door several times, with people audibly making noise inside, but refused to answer the door. After several attempts, I was finally able to get a male to answer the door and speak with us. At this moment, I observed several males that appeared to be bleeding from multiple locations on their bodies, and Ofc. Melniciuc immediately notified Central Dispatch to have a med unit en route. After removing the males from the house, Ofc. Melniciuc, Sgt. Wolfe and I began to clear the house of all persons. While clearing the house, we came upon a door leading to a bedroom that was closed and locked, and we could audibly hear movement on the other side. After several attempts of knocking and attempting to make contact, Ofc. Melniciuc forced entry to the room where we found multiple adults and one juvenile male in the room. See Ofc. While clearing the rest of the house, we cleared another room on the opposite side of the residence that contained more males and another Juvenile Male. After escorting all persons out of the residence, I observed multiple locations in the living room that were covered in copious amounts of what appeared to be blood, as well as multiple open alcoholic containers scattered around the entirety of the house.

After clearing the residence, I began to speak with [REDACTED BY AGENCY], who had what appeared to be blood covering most of his face and upper body, and discovered that everybody in the house spoke Spanish. I contacted Language Line for translation. [REDACTED BY AGENCY] stated that he was in the living room when he heard Lucas Choc Xol and Domingo Coc Coc begin to get irate and loud in the opposite room. When they came into the living room and began physically assaulting [REDACTED BY AGENCY] was unaware of why Lucas and Domingo were acting the way that they were, and attempted to defend himself [REDACTED BY AGENCY] also stated that during the altercation, he had bitten someone, but was unaware of who. [REDACTED BY AGENCY] stated that they were all drinking and told Lucas and Domingo to calm down and that they could just relax and continue drinking, but the two continued to hit [REDACTED BY AGENCY] repeatedly.

About this time, Med 9 had arrived on scene and began assessing the individuals and treating those who needed it. Medic [WITNESS #1], who spoke Spanish, began talking to [REDACTED BY AGENCY] and asking about his injuries; however, [REDACTED BY AGENCY] denied medical services. About this time, while utilizing Language Line, I asked the interpreter to “hang on” while I was assessing the situation, which led to the interpreter hanging up and ending the phone call with me. [WITNESS #1] then continued the translation for the remainder of the investigation. I asked [REDACTED BY AGENCY] why Lucas and Domingo began to assault him, and he said that he did not know the exact reason, but that it was over money. I then asked [REDACTED BY AGENCY] if there were any children present during the altercation, and [REDACTED BY AGENCY] stated that his nephew, [REDACTED BY AGENCY], was in the living room and witnessed the altercation. Later in the investigation, [REDACTED BY AGENCY] was asked what he saw, and [REDACTED BY AGENCY] stated that he witnessed the fight occur. [REDACTED BY AGENCY] ultimately claimed that Lucas and Domingo began arguing, and [REDACTED BY AGENCY] inserted himself to break up the fight in an attempt to get everybody to get along.

I then went to speak with Domingo, who stated that he, along with Lucas, was in Lucas’s room and left to go to the living room. Domingo then stated that things began to get heated between [REDACTED] and Lucas after they went to the living room. While speaking with Domingo, I could smell a very strong odor of alcoholic beverages. Domingo had also admitted that all 3 parties were consuming alcoholic beverages prior to the altercation. Domingo then stated Lucas was upset over money and went to the living room to confront [REDACTED BY AGENCY] about it. Domingo then stated that things got heated and turned into a physical altercation. Domingo then said that he attempted to intervene, where he sustained a bite to his finger, along with getting punched in the mouth. I then collected Domingo’s information and continued over to Lucas to investigate the matter further.

While speaking with Lucas, I could also determine that he was also intoxicated. Lucas stated that he and Domingo were in Lucas’s room talking about money and saving money for his father in Guatemala when [REDACTED] approached their room and began talking to them about the money. Lucas then claimed that they attempted to move [REDACTED BY AGENCY] and shut the door, and proceeded to close it in an attempt to keep [REDACTED BY AGENCY] out. While this altercation was happening, Lucas claimed that “somebody got bit”. Lucas also showed that he sustained a bite on his finger. Lucas claimed that the physical altercation happened in his bedroom and not in the living room, as the other two had stated. Lucas then claimed that he had shoved [REDACTED BY AGENCY] to the ground to “figure out what was happening,” which led to Domingo calling 911. Lucas then stated that during the altercation, [REDACTED BY AGENCY] had told Lucas, “I want you dead”. However, I then returned to Domingo and asked him if he had heard any threats being made during the altercation, and Domingo stated that there was a lot of yelling, but he did not hear any threats being made.

While going back into the house to verify if anybody else had seen the altercation, [WITNESS #1] was told by [REDACTED BY AGENCY] that [REDACTED BY AGENCY] had never gone into Lucas’s room, but that Lucas and Domingo had left their room, started the fight. Left the living room and continued back to the bedroom, where they left for the living room again and continued the fight. [WITNESS #1] was also told that there was another older male in the house who had witnessed the altercation but was not a part of it. While trying to contact the older male, I made contact with another male [WITNESS #2] who stated that he did not witness the altercation but could hear it from his bedroom. Mr. [WITNESS #2] stated that he heard the altercation and left his bedroom and proceeded to the living room, where he noticed there was blood everywhere. He then stated that he observed Lucas grab something metal from the drawer next to him. He then stated that Lucas did not use the item as a weapon but eventually put it back in the drawer. Upon investigation of the drawer, a metal spatula, along with several spoons, were in the drawer, all contained blood on them. At this moment, the older male came out of the bedroom, who identified himself as [WITNESS #3].

[WITNESS #3] stated that [REDACTED BY AGENCY] was sitting in the living room drinking alone when Lucas and Domingo exited their bedroom and went to the living room and began beating [REDACTED BY AGENCY]. [WITNESS #3] then stated that Lucas and Domingo ran back to their bedroom, only to return to the living room and push [REDACTED BY AGENCY] down to continue beating him. [WITNESS #3] then stated that during the second round of the altercation, [REDACTED BY AGENCY] bit Lucas, which made Lucas mad and led him to grab the metal item from the drawer. Lucas and Domingo then exited the house and called 911. [WITNESS #3] also confirmed that [REDACTED BY AGENCY], the juvenile, was present during the time of the altercation.

At this time, with the physical evidence of the blood and marks of the fight, along with two 3rd party testimonies that stated Lucas and Domingo had gone out of their way to start the fight and physically assault [REDACTED BY AGENCY], I decided to place Lucas and Domingo under arrest. I traveled back outside to where Lucas and Domingo were waiting and placed Domingo in handcuffs, double-locked them, and checked for proper fit. I thoroughly searched Domingo, ensuring he had no weapons, contraband, or means of escape, which yielded negative findings. I then escorted Domingo to my marked patrol vehicle, where the backseat was also cleared of any weapons, contraband, or means of escape with negative findings. I placed Domingo in the rear passenger seat of the vehicle, securing his seatbelt for safety. Ofc. Gibbs had placed Lucas in handcuffs, ensuring the same steps as I, and placed him in the rear seat of my marked patrol vehicle. See Ofc. Gibbs’ supplemental report for more information.

Central Dispatch was then informed that I had two males in custody, as I provided my starting mileage before proceeding to [REDACTED BY AGENCY] medical attention on Lucas and Domingo. At [REDACTED BY AGENCY], Lucas and Domingo were treated for their injuries and cleared for transport to Barrow County Detention Center. Lucas sustained a [REDACTED BY AGENCY] as well as a[REDACTED BY AGENCY] from being bitten. There were no stitches on the laceration due to it being a human bite. Domingo sustained one stitch on his lower lip. Sgt. Wolfe and Ofc. Melniciuc then transported Domingo and Lucas to BCDC.

Warrants have been obtained for Lucas for Simple Assault, Family Violence, Battery Family Violence, Cruelty to Children in the 3rd, and Disorderly Conduct.

[NARRATIVE #2 on August 25, 2025]

On August 25, 2025, at approximately 0057 hours, I, Officer Gibbs, was dispatched to a domestic disturbance located at [300 BLOCK] Addison Dr, Winder, GA 30680.

Upon arrival, I knocked on the door. After several Officers knocked on the door. Two males, later identified as Lucas Choc Xol and Domingo Coc Coc, responded. I stood by with Lucas and Domingo while other officers entered the residence.

The medical unit arrived on scene and walked Lucas and Domingo to the ambulance. I then entered the residence with my assigned duty firearm drawn. I held position while other Officers cleared the residence.

I then went outside and stood with [REDACTED]. I then went to the ambulance where Lucas and Domingo were being treated. I stood with Lucas and Domingo.

Due to the language barrier, I used Google Translate to communicate with Lucas and Domingo. I asked Lucas to explain the incident that had occurred. Lucas advised that his brother, [REDACTED BY AGENCY], had come into the bedroom and had begun fighting them. Lucas advised that during the fight, someone stepped on his toe. Lucas explained that [REDACTED BY AGENCY] was upset but was unsure why. Lucas stated that he did not start the argument with [REDACTED BY AGENCY]

Domingo stated that [REDACTED BY AGENCY] fought him and Lucas.

Once Officer Dutcher’s investigation was complete, I assisted in placing Lucas under arrest. I placed handcuffs around his wrists, ensuring they were double-locked and checked for proper fit. I then conducted a search incident to arrest for weapons, contraband, and means of escape with negative results. I then placed Lucas in the back of Officer Dutcher’s marked patrol vehicle 381 and placed a seatbelt on him for safety.

I then left the scene with no further incident.

Officer Dutcher notified me that he needed more information from [REDACTED BY AGENCY] and his JUVENILE nephew. I then went back to the address stated above and obtained the necessary information.

[NARRATIVE #3 on August 25, 2025]

On August 25, 2025, at approximately 0514 hours, I, Ofc Melniciuc, was dispatched to [REDACTED BY AGENCY] in reference to a prisoner transport.

Domingo Coc Coc was cleared of all injuries by the [REDACTED BY AGENCY] doctor.

I then placed Domingo into custody. I then did a search incident to arrest and check for any weapons, illegal contraband, or means of escape. Nothing was found at the time of the search. I then secured Domingo in the back seat of my marked patrol vehicle.

I drove my marked patrol vehicle, code 1, to Barrow County Jail, where Domingo was turned over to BCDC Staff.

The back seat of my patrol vehicle was searched before and after the transport of Domingo, but nothing was discovered. My body camera was activated during the arrest and transport of Domingo.

[NARRATIVE #4 on August 25, 2025]

On 08/25/2025 at 0515 hours, I (Sgt. Wolfe) was at the [REDACTED BY AGENCY] Winder, GA, watching Ofc. Dutcher’s prisoners from his domestic dispute as they received medical treatment.

Medical staff at the ER medically cleared Lucas Choc Xol. I then placed him in handcuffs behind his back. They were double locked and checked for proper spacing. I then escorted him to my patrol car, where he was placed in the back seat and seat belted in.

I then transported him to the Barrow County Jail without incident.
