[NARRATIVE #1 on September 28, 2025]

On September 28, 2025, at 0250 hours, dispatch received a call from [WITNESS #1] in reference to witnessing a hit and run in the area of University Pkwy near Hog Mountain Rd. [WITNESS #1] stated a black Chrysler 300 had struck the rear of another passenger vehicle and continued westbound on University Pkwy. The initial call came out as a BOLO.

I quickly located the vehicle on the westbound side of University Pkwy just before Hog Mountain Rd. The vehicle was a 2023 Chevrolet Malibu, Florida tag [REDACTED]. The driver was identified as [VICTIM #1]. The Malibu had damage to the driver’s side rear. Based on the pattern of damage, I concluded the Chrysler should have damage to the front passenger side, as a glancing blow type pattern. I gave this updated BOLO to deputies who were on the west side of the county. Deputy Cannon S-155 was at University Pkwy at Loganville Hwy and quickly spotted the Chrysler passing him. Deputy Cannon was able to catch up to the Chrysler 300, Georgia tag [REDACTED]. While behind the Chrysler, Deputy Cannon witnessed it leave its lane and straddle the white dash marks before returning to its lane.

Deputy Cannon initiated a traffic stop on the Chrysler at University Pkwy at Carl-Bethlehem Rd. The Chrysler stopped, and Deputy Cannon identified the driver as Dontre Hall. GCIC indicated that Dontre had a class CP license, and there were no other occupants inside the Chrysler.

The Chrysler had a strong odor commonly associated with marijuana coming from the vehicle. A probable cause search of the vehicle was conducted, and nothing of interest was located. Dontre admitted to smoking marijuana just prior to driving. Deputy Thurman S-176 was called to the scene to conduct field sobriety, including ARIDE. See Deputy Thurman’s case supplemental for full details of the DUI investigation.

Deputy Thurman determined that Dontre was under the influence of drugs and placed Dontre under arrest for DUI. Dontre was read Georgia implied consent directly from an implied consent card. Dontre agreed to the state’s requested blood test.

Deputy Cannon transported Dontre to [REDACTED BY AGENCY], where I was present as well, where the blood draw was conducted by nurse [REDACTED]. A GBI blood kit was completed. After completing the blood draw, Deputy Cannon transported Dontre to the Barrow County Jail and turned Dontre over to jail staff on citations.

A vehicle impound was completed. Photos of both vehicles have been attached to this report. Dontre completed a consent-to-treat form at the hospital; a photo of the form has been attached to this report. I have placed the GBI blood kit into evidence.

Dontre was cited for,
Hit and run (OCGA 40-6-270) citation number MCE025220, for leaving the scene of an accident without making contact with [VICTIM #1].

Driving without a valid license (OCGA 40-5-20) citation number MCE025221, GCIC revealed Dontre only had a CP license without someone else in the vehicle with a valid license.

Failure to maintain lane (OCGA 40-6-48) citation number MCE025222, Deputy Cannon observed Dontre fail to maintain lane by straddling the center white dashes.

DUI drug less safe (OCGA 40-6-391(a)(2) citation number MCE025223. Dontre admitted to consuming marijuana just prior to driving, along with the observed driving behavior.

[NARRATIVE #2 on September 28, 2025]

On September 28, 2025, at approximately 0249 hours, a BOLO was given via radio regarding a Hit and Run that occurred at University Parkway and Hog Mountain Road involving a blue or black Chrysler 300 that had the scene of a Hit and Run.

At approximately 0259 hours, I was asked to assist with a traffic stop at University Parkway and Carl-Bethlehem Road involving said vehicle mentioned above. When I arrived on scene, I observed the vehicle had front-end damage. Deputy Cannon’s reason for the stop was Failure to Maintain Lane due to the vehicle crossing the center single-dash markings in the middle of the roadway.

Initial contact with driver:

I approached the front of Deputy Cannon’s patrol vehicle and began speaking to the driver, later identified as Mr. Dontre Hall. As I was speaking with Mr. Hall, he fumbled with his words and wouldn’t make eye contact with me while speaking. He kept referring to his mother, who was on the phone, about whether he should talk. He was also making unnatural movements and was fidgety.

Based on the general demeanor of Mr. Hall, I asked him if he had been drinking or had smoked something to make these unnatural movements. Mr. Hall admitted to having smoked some marijuana prior to operating the vehicle, but was unsure of how much.

I asked Mr. Hall if he’d be willing to participate in voluntary field sobriety exercises, and he agreed. I asked him if he was taking any medication, and he stated no. He stated that he did not have any medical conditions that would prohibit his from completing the exercises. I asked Mr. Hall if he was wearing contacts, and he stated no.

Field Sobriety Evaluations:

The evaluation was performed on University Parkway Westbound. The evaluation surface was a flat and smooth paved concrete area with no defective areas noted or claimed. The lighting conditions consisted of my flashlight and patrol vehicle lights. Thise was no rain or substantial wind noted, and the ambient air temperature was approximately 64°F.

Horizontal Gaze Nystagmus (explained and observed):

Due to Mr. Hall being taller than me, I asked him to have a seat on the push bumper of Deputy Cannon’s patrol vehicle for this exercise. Once seated, I asked Mr. Hall to look forward and not to move his head. I told Mr. Hall to follow my stimulus (finger) with his eyes only. I asked Mr. Hall if he understood, and he stated that he did.

Mr. Hall’s eyes displayed equal tracking and equal pupil size. I then checked for lack of smooth pursuit, distinct and sustained nystagmus at maximum deviation, and an angle of onset of nystagmus prior to forty-five degrees in both eyes. I observed the following 3 clues:

  1. Lack of smooth pursuit was observed in the left eye, then the right eye.
  2. Distinct and sustained nystagmus at maximum deviation was observed in the left eye, then the right eye.
  3. An angle of onset of 40 degrees was observed in the left eye, then the right eye.
    Mr. Hall’s eyes appeared to be watery throughout this exercise.

Lack Of Convergence (explained and observed):

I told Mr. Hall to stay in that position and told him that I was going to circle his face with my stimulus, I told Mr. Hall to follow the stimulus with both eyes. I told him that I would bring it towards his nose, and he was to follow it with both eyes. I told Mr. Hall that if he needed to cross his eyes, that was okay. I asked Mr. Hall if he understood, and he stated that he did. I checked for lack of convergence and observed it. Neither eye would come to the center.

Romberg Balance Test (explained and observed):

I told Mr. Hall to stand for this exercise. Mr. Hall was instructed to place his feet together and his hands at his sides. I told Mr. Hall to stay in that position while I explained what he needed to do. I explained to Mr. Hall that when instructed, he was to lean his head back and close his eyes. Once I told him to begin, he was to tell me when he thought 30 seconds had passed. I told Mr. Hall that when he thought 30 seconds had passed, he was to open his eyes and say stop. I asked Mr. Hall if he understood, and he stated that he did. I instructed Mr. Hall to lean his head back, close his eyes, and begin.

Mr. Hall estimated 30 seconds in 37.4 actual seconds. I observed eyelid tremors along with body swaying of approximately 2 inches.

Walk And Turn (explained and demonstrated):

I showed Mr. Hall a straight line and instructed him to place his left foot on it. I then told Mr. Hall to place his right foot in front of it, heel-to-toe. I instructed Mr. Hall to keep his hands at his sides and demonstrated it. I told Mr. Hall to stand in that position while I demonstrated the nine-step walk and turn evaluation and not to begin until told to do so. I asked if he understood, and he stated that he did.

I demonstrated to Mr. Hall how he was to take nine heel-to-toe steps remaining on the line. I explained that on the ninth step, he was to keep his front foot on the line and turn around with a series of small steps with the rear foot. I explained that he was then to return, taking nine heel-to-toe steps. I explained that he was to look at his feet, count his steps aloud, and keep his hands at his sides. I explained that once he began, he was not to stop until finished. I asked Mr. Hall if he understood, and he stated that he did.

Brenda displayed the following 3 clues:

Instruction phase

  1. Could not keep balance during instructions.

Walking Phase

  1. Missed “heel to toe” steps by more than one-half inch on every step
  2. Used arms to balance by raising arms over six inches from sides.

One Leg Stand (explained and demonstrated):

I told Mr. Hall to stand with his feet together and his hands at his sides, and he complied. I told Mr. Hall that I was going to demonstrate the one-leg stand evaluation. I told Mr. Hall not to begin until told to do so. I asked if he understood, and he stated that he did.

I demonstrated how he was to lift a foot of his choice approximately six inches off the ground with his toes pointed out. I explained that he was to keep both legs straight and keep his hands at his sides. I told Mr. Hall he was to look at the raised foot and count aloud in the following manner: 1001, 1002, 1003, etc., until told to stop. I asked Mr. Hall if he understood, and he stated that he did.

Mr. Hall raised his left leg and displayed the following 3 clues:

  1. Put foot down.
  2. Used arms to balance.
  3. Swayed.

Arrest:

Based on my observations, the general demeanor of Mr. Hall, and the totality of the circumstances, I believe Mr. Hall was operating a motor vehicle under the influence of drugs less safe. It was explained to Mr. Hall that he was under arrest for driving under the influence.

I immediately read him the Georgia Implied Consent Notice for suspects over the age of 21. Mr. Hall agreed to submit to a chemical test of his blood under the Georgia Implied Consent Law.

Mr. Hall was secured in handcuffs; the handcuffs were checked for fit and double-locked. Deputy Cannon patted down Mr. Hall incident to arrest, and nothing was located on his person. Mr. Hall was placed in the back seat of Deputy Cannon’s patrol vehicle to be transported to [REDACTED BY AGENCY].

Mr. Hall was then transported to the Barrow County Detention Center by Deputy Cannon and relinquished into the custody of the jail staff without incident.

Mr. Dontre Hall was taken into custody and cited for the following offenses for Sgt. Bond:

[NARRATIVE #3 on September 28, 2025]

On September 28, 2025, while sitting at the westbound on ramp to University Parkway from Loganville Highway, I was keeping a look out for a dark colored Chrysler 300 bearing a Georgia tag number [REDACTED] that had been sent out as a BOLO (Be On Look Out) for a hit and run last seen traveling westbound on University Parkway at Hog Mountain Road.

I noticed a vehicle coming up behind me that had its passenger side head light out. Once this vehicle passed me, I also noticed that it was a dark colored Chrysler 300. I then got behind the vehicle and confirmed that the damage on the front passenger side was consistent with the hit and run that had just occurred. I then observed this vehicle failing to maintain its lane as it was swerving from the center of its lane to the center of the roadway.

At this time, I initiated a traffic stop at the intersection of University Parkway and Carl-Bethlehem Road for failure to maintain lane. Upon approach from the passenger side of the vehicle, the odor of marijuana, a very distinctive smell, was coming from the vehicle, I asked the driver for his license, at which point he so. Now identified as Dontre Hall, was observed to be slow in reaction and responsive to questioning.

Dontre was then asked to step out of the vehicle. Dontre stated that he was just tired, while on the phone with his mother. It was noticed that Dontre was driving on a class CP license, also known as a learner’s permit, without an adult over the age of 21 in the vehicle with him. Dontre was also asked when was the last time he had smoked, to which he had little to no response.

Dontre was then asked by Dep. Thurman if he would submit to field sobriety testing, to which he complied and said yes. See Dep. Thurman case report (2025-00061337). After field sobriety testing was completed, it was asked of Dontre if he would submit to a blood draw, to which he agreed to.

Dontre was then informed that he was under arrest at this time and was placed in handcuffs in a standing position. The handcuffs were checked for proper fit and double locked. Dontre was then transported to [REDACTED BY AGENCY], where blood was drawn. Afterwards, Dontre was then transported to the Barrow County Detention Center where he was then turned over to the detention staff.

Probable cause for the traffic stop was obtained when Dontre Hall failed to maintain his lane of travel. Before the start of my shift and after the transport of Dontre Hall, the back seat of my patrol vehicle was checked and cleared for any contraband.
