[NARRATIVE #1 on August 31, 2025]
On August 31, 2025, I Officer Dorsey was dispatched to [30 BLOCK] Tidewater Dr regarding a domestic dispute. Dispatch advised one of the parties was threatening the caller, and there was unknown if guns were involved.
Upon arrival I observed a white male with a black ball cap, gray jacket and red shorts walking towards me. The subject then begins running back to the scene where he got into a guy’s face. I pulled out my department issued taser (Taser 7), (S/N X4000KTEE). I gave the guy verbal command to come to me. The guy backed off from the victim and then went back into the victim’s face in an aggressive manner. The victim “stated you better get this psychopath.” I gave the subject verbal commands to go stand in front of my patrol vehicle the subject compiled. While walking to my car the subject yelled out how the victim left the child in a hot vehicle. I advised the subject that he would be detained until further notice.
Upon speaking to Mr. [VICTIM #1] (victim). [VICTIM #1] stated that he texted his ex-wife Mrs. [WITNESS #1] and asked If he can get their kid. [VICTIM #1] said Mrs. [WITNESS #1] advised that he could come to their home and get their child. [VICTIM #1] stated there is a court order advising Labor Day weekend he was supposed to get the child. [VICTIM #1] stated upon arriving at [30 BLOCK] Tidewater Dr he got out of the vehicle and stood at the back of his truck. [VICTIM #1] advised Mrs. [WITNESS #1] boyfriend Mr. Messer came out of the home got in his face cursed at him and begin threatening him. [VICTIM #1] stated Messer also got into his mom and dad’s face. [VICTIM #1] said it all started from an incident that occurred on August 30, 2025, in Braselton. [VICTIM #1] stated Mrs. [WITNESS #1] accused him of leaving his child in a hot car while he went into the gas station.
Mr. and Mrs. [WITNESS #2] stated they brought their son ([VICTIM #1]) to the above address to get his child. Mrs. [WITNESS #2] stated Mrs. [WITNESS #1] came out of the residence and told [VICTIM #1] that he was not going to have their child since he left [REDACTED BY AGENCY] her in a hot car while he went into the store. Mrs. [WITNESS #2] said Messer came out of the house and got in [VICTIM #1] face pointing his finger in his face. Mrs. [WITNESS #2] said Messer came into her face, pointing his finger in her face. [WITNESS #3] told Messer that you will not point your finger in my wife’s face. Both parties stated Messer then came into [WITNESS #3] face pointing his finger in his face.
Upon speaking to Mrs. [WITNESS #1], she stated her, and [VICTIM #1] had a plan for Labor Day weekend according to court documents. [WITNESS #1] stated she met up with [VICTIM #1] yesterday at gas station and found that he had left their child in a hot car while he went into the gas station. Mrs. [WITNESS #1] stated they told [VICTIM #1] that he could get their child and that Messer wanted to talk to him. Mrs. [WITNESS #1] stated that when they arrived [VICTIM #1] got out of the truck and him ([VICTIM #1]), and his parents began yelling at everyone. Mrs. [WITNESS #1] showed me case card from the above incident that she filed with Braselton PD.
Messer was advised he was being taken into custody for disorderly conduct and simple assault. Messer was transported to Barrow County Detention Center and released to intake officials. Warrants will be taken out against the subject for the above offenses. Mrs. [WITNESS #1] stated the child will not go with [VICTIM #1] and will stay home with her. All parties left the scene. No physical contact or weapons were drawn in this incident.

[NARRATIVE #2 on August 31, 2025]
On August 31, 2025, I, Officer A. Massey (#511), along with Officer D. Dorsey (#512), were dispatched to [30 BLOCK] Tidewater Dr. in reference to a domestic dispute. Prior to our arrival, dispatch notified us that the caller, later identified as [VICTIM #1], was at the address for a custody exchange to pick up his daughter; however, the mother of the child, later identified as [WITNESS #1], was not allowing him to do so. Dispatch further advised that [VICTIM #1] stated an individual, later identified as Evan Messer, was getting in his face and threatening him. Due to the altercation being in progress, I responded with lights and sirens.
Before my arrival, Officer Dorsey advised over the radio that he had an individual at Taser point. At that time, I was approximately one minute away from the scene.
Upon my arrival, Officer Dorsey had Evan Messer at the front of his patrol vehicle and was placing him in handcuffs. Officer Dorsey then asked me to speak with the other parties involved.
I proceeded to the front of the residence near the end of the driveway and made contact with [WITNESS #1], [VICTIM #1], and [VICTIM #1]’s parents, later identified as [WITNESS #3] and [WITNESS #2]. All parties advised that [VICTIM #1] and his parents were at the residence to pick up [VICTIM #1]’s daughter, of whom [WITNESS #1] is the mother.
[WITNESS #1] stated that the day prior, she witnessed [VICTIM #1] leave their daughter in a hot car at a gas station. When I asked which gas station, she did not provide an answer. [WITNESS #1] then asked if she could check on her children inside the residence. I advised her that she could not at that time. [WITNESS #1] also stated that [VICTIM #1] had been yelling at her, and that her boyfriend, Evan Messer, had attempted to protect her.
When I spoke with [VICTIM #1] and his parents, they stated that Evan had become hostile toward them and had threatened [VICTIM #1].
Officer Dorsey obtained additional information and determined that probable cause existed for an arrest.
