On 01/24/26 at approximately 1300 hours, I was dispatched to the area of 263 E May St, Winder GA in reference to a suspicious person. Dispatch advised white male was inside the business at the above location, making sexual comments towards an employee. The description for the male was blue jeans and white jacket. I responded CODE 1 to the area.
Once in the area, I observed a white male matching the description provided. I recognized this male from Winder PD case numbers 2026-3697 and 2026-3709. Winder PD officers responded to two separate incidents involving this male talking to females. On the above case numbers, the male was identified as Mr. Gary Powell. Gary was asking females for “ten minutes of their time” and stated “I’ll give you 400 dollars for some fun.” Gary was trespassed from both locations in those cases.
As I approached Gary, I immediately made the decision to place him under arrest for disturbing the peace. This would be the third call on Gary within five hours. Gary was missing his right arm. Therefore, Gary was handcuffed with his left arm and the his belt loop on his blue jeans, behind his back. The handcuffs were checked for proper fit and double locked. I then searched Gary incident to arrest, looking for weapons, contraband and means of escape. None were located. I then secured Gary in the rear seat of my patrol vehicle with the seatbelt.
I then met with Ms. [VICTIM #1] at 263 E May St, Winder GA 30680. [VICTIM #1] advised she is a nurse at Winder Health Care. [VICTIM #1] stated Gary was there visiting his mother. [VICTIM #1] then stated Gary asked her to meet him in the bathroom. [VICTIM #1] advised Gary offered her 400 dollars to “eat her a*s.” [VICTIM #1] stated she felt extremely uncomfortable and Gary was then asked to leave the property.
I then transported Gary to the Barrow County Detention Center where he was jailed on the following warrants:
