On Monday, November 3, 2025, at 1817 hours, I responded Code 1 to Hwy 211 NW and Freeman Johnson Rd for a hit and run accident. While enroute to the call, I learned from dispatch notes that the suspect vehicle was a blue Volkswagen.
Upon arrival, I met with Ms. Samantha Bills, the driver of a 2014 Mini Cooper Countryman that was involved in the incident. She stated that she was stopped on Freeman Johnson Rd and that a white pickup was slowly turning right from Hwy 211 NW on to Freeman Johnson Rd. She stated that she did not see any traffic behind the pickup and began to turn left to travel north on Hwy 211 NW. When she began her turn, she was struck by a vehicle. She stated that she pulled into the entrance for Signature Park, but the other vehicle did not stop. Bills complained about hitting her head and abdominal pain.
I requested medical personnel to respond and evaluate Bills. I then spoke with Ms. [WITNESS #1]. She was a witness to the incident. She stated that she was behind the other vehicle traveling south on Hwy 211 NW. She had a dashcam that captured the incident.
I then watched the dashcam video. I observed the suspect vehicle, a blue or silver passenger car, traveling in front of [WITNESS #1]. The suspect vehicle was behind a pickup truck. I saw Bills’ Mini Cooper stopped at the stop sign on Freeman Johnson Rd. As the pickup truck turned right on to Freeman Johnson, Bills turned left to go north on Hwy 211 NW. When the suspect vehicle’s path was clear, it accelerated while the Mini Cooper was executing the left turn. The suspect vehicle struck the Mini Cooper’s driver’s side rear tire while in the southbound lane. After impact, the suspect vehicle continued traveling south on Hwy 211 NW.
Bills declined medical transport and towing service due to the minimal damage sustained. I cited Bills for failure to yield while turning left and provided her with a case card.
On November 4, 2025, I received a copy of the dashcam video of the incident. Using the video, I was able to read the last two digits of the license plate as “[REDACTED]”. I was also able determine the time stamp (offset by one hour due to daylight savings time) of the incident. I then utilized Flock to search for Volkswagens that were traveling south on Hwy 211 NW. At 1816, a silver Volkswagen passed the southbound facing Flock camera at Hwy 211 NW and Old Hog Mountain Rd bearing license plate [REDACTED].
Using GCIC, I was able to look up the registered owner’s (RO), Mr. Gerald Shedd, information and went to his residence. Though he was not home, a resident of the house was able to contact him via telephone at his work. I spoke with Mr. Shedd about why I was there and the information that led me to his home. Mr. Shedd confirmed that he had been in an accident the previous evening. He stated that he was angry about the accident and did not want to deal with it. He reasoned that since he was not at fault and the value of his vehicle, it was not worth the aggravation.
I informed Mr. Shedd that I would be taking a warrant for his arrest and advised him to turn himself in.
