On November 13, 2025, at approximately 1630, I, Lieutenant Silcox, was returning from retrieving vehicles from a business, when I conducted a traffic stop on a green Chevrolet Silverado for a violation of no registration. The stop occurred in the parking lot of The Cook Out at 46 W May Street, Winder, Ga.
I initiated contact with the driver and began explaining the reason for the stop. Approximately 15 minutes into the traffic stop, I observed a male later identified as Gregory Rene Cormier, [REDACTED], exit the rear entrance of the business and begin walking toward my location. At that time, I had no reason to believe Cormier had any involvement with the traffic stop. As he continued to approach, he raised his voice and yelled, “Hey! You need to get the f*** off this property! You’re interfering with my business and blocking the entrance!”
Cormier was approximately 8-10 feet away when he began shouting. His tone was loud, hostile, and aggressive, and his body language was tense, with an elevated voice. He continued approaching until he was approximately 4-5 feet from where I was positioned off to the rear of the stopped vehicle.
I immediately advised Cormier to step back and not interfere with the traffic stop. I also told him not to approach and that he needed to walk away from me while I was conducting a traffic stop. Cormier ignored my commands and yelled, “I don’t give a damn what you’re doing! Get the hell off my property because you are blocking the entrance.” He continued using profanity and directed several personally insulting remarks toward me, including calling me a “pu*sy and a coward,” in a manner intended to provoke a confrontation.
While yelling, Cormier repeatedly cussed and used vulgar language. His continued approach caused me to divert my attention away from the traffic stop, creating a safety hazard and interfering with my ability to safely and lawfully conduct the stop. I again ordered Cormier to back away and not interfere. He disregarded these repeated lawful commands.
Due to his escalating aggression, close proximity to the stop, and refusal to comply, I moved to position myself between Cormier and the stopped driver in an attempt to maintain a safe environment. Cormier continued yelling over me, stating, “You’re not doing sh*t here! Leave now! He then walked away to re-enter the restaurant and I quickly followed behind him to place him under arrest. He did have some distance ahead and when he entered the restaurant, he locked the door behind him. He then walked to the front entrance and locked the door preventing me from entering.
I walked back to finish my traffic stop and let the driver leave from the scene. Once the driver was released from the scene I returned to the front of the restaurant to find Cormier. After searching the restroom and a closet, he could not be located. I asked several other workers for Cormier’s location, which they would not disclose. After several attempts to request Cormier to come up front, I walked back into the kitchen and located him cooking food. I ordered him to step away from the cooktop and he told me I cannot be in the kitchen. I reached for his right hand and he pulled away. I grabbed him again by the right arm and secured him in handcuffs. I informed Cormier he was under arrest. When I moved to detain him, he initially turned away and tensed his arms but ultimately complied after further verbal direction. I secured him in handcuffs, double-locked and checked for proper fit. He was searched incident to arrest with no weapons found.
Based on Cormier’s actions—his approach toward an active traffic stop, refusal of lawful commands, aggressive demeanor, and repeated use of abusive and opprobrious language directed at me without provocation—I determined that he was knowingly and willfully hindering my lawful duties. His conduct also met the elements of disorderly conduct under O.C.G.A. 16-11-39(a)(3), specifically using abusive language directed at another person in their presence, which could provoke an immediate breach of the peace.
Cormier was transported to Barrow County Detention Center and charged with:
Obstruction of an Officer (O.C.G.A. 16-10-24(a)) – for knowingly and willfully hindering and interfering with an active traffic stop by refusing lawful commands and causing a safety disruption.
Disorderly Conduct (O.C.G.A. 16-11-39(a)(3)) – for using abusive and opprobrious language toward me without provocation, in a manner likely to incite a breach of the peace.
