On October 28, 2025, at approximately 0114 hours, I, Ofc Melniciuc, was dispatched to 233 N Broad St, Winder, Ga 30680(Shell Gas Station), in reference to a Dispute. The caller stated a white male, later identified as Harold Aylebury Fryer, had threatened him and that Harold was outside pumping gas. I traveled to the location code 3.
Upon arrival, I walked up with Sgt Wolfe to Harold, who was outside his white Kia Soul FL Tag [REDACTED]. Sgt Wolfe then patted Harold for weapons. None were discovered. Ofc Pierce then stood by with Harold while I began speaking to all parties involved.
I then went over and made contact with [WITNESS #1]. I asked [WITNESS #1] what had happened and who had called. He stated it was an incident between his clerk, later identified as [VICTIM #1], and Harold. I later gathered more information about the incident from [WITNESS #1]. [WITNESS #1] explained that he walked to his car when his worker, [VICTIM #1], called him from inside the store and advised him that he was scared because Harold was threatening to kill him and hurt him. [WITNESS #1] then stated that he got into his car, pulled up closer to the gas station’s entrance, and went inside to confront Harold.
[WITNESS #1] stated he told Harold to go, which Harold told him he was getting gas and leaving, but his clerk, [VICTIM #1], was being an as*hole. [WITNESS #1] then said he told Harold to leave the store. [WITNESS #1] then said he left, got back into his car, and waited for Harold to pay for his gas and leave. [WITNESS #1] then stated that [VICTIM #1] then called him again and stated that Harold was continuing to harass and threaten him. [WITNESS #1] then stated that he went inside the store, told Harold to leave once more, and that Harold left his car to pump gas.
After speaking to [WITNESS #1], I spoke to [VICTIM #1]. I asked [VICTIM #1] what had happened. [VICTIM #1] began explaining that he had exited the gas station to get some air because it was hot inside. [VICTIM #1] then stated that while he was outside, Harold approached him and began telling him that someone was leaving, to which [VICTIM #1] told Harold it was his manager leaving. [VICTIM #1] then stated he went back inside, and Harold began shouting at him, telling him he remembered him from last time and also threatening him, to which [VICTIM #1] stated he had no knowledge of having seen Harold before. I then asked [VICTIM #1] if Harold was causing a disturbance, to which he replied, “Yes.”
[VICTIM #1] then added that he called his manager when that happened and told him he was not feeling safe. [VICTIM #1] then stated that his manager, [WITNESS #1], arrived quickly. [VICTIM #1] also added that Harold told him he had killed a lot of people and that he would kill him. I asked [VICTIM #1] if he was afraid that Harold was going to hurt him, to which he stated no, and that he thought Harold was mentally unstable. I then asked [VICTIM #1] if he would like to press charges, to which he stated no and that he would like to have Harold criminally trespassed.
After speaking to [VICTIM #1], I went over to Harold and placed him into custody for disorderly conduct and disturbing the peace. I then placed Harold in properly fitted handcuffs, double locking to ensure they didn’t tighten further. I then did a search incident to arrest and check for any weapons, illegal contraband, or means of escape. Nothing was found at the time of the search. I then secured Harold in the back seat of my marked patrol vehicle with a seatbelt.
A tow wrecker was then called to tow the vehicle. B.L. Burnett arrived and towed the vehicle. An impound form was completed and will be attached to this case report.
I drove my marked patrol vehicle, code 1, to Barrow County Jail, where Harold was turned over to BCDC Staff.
The back seat of my patrol vehicle was searched before and after the transport of Harold, but nothing was discovered.
My body camera was activated during the arrest and transport of Harold.
Harold was advised that he was criminally trespassed from 233 N Broad St, Winder, GA 30680.
Harold was issued two citations for disorderly conduct (WC002542) and disturbing the peace (WC002541).
