NARRATIVE #1

On October 23, 2021,I was dispatched to Rat Kinney Road at Wagon Wheel Trail for a naked person in the roadway. I responded Code 3.

I arrived at approximately 0143 hours and located a man sitting naked on the side of Rat Kinney Road. I identified him as Herman Dunagan.

I asked him what he was doing he stated he was sitting there because he watched a car drive off the road. I asked him why he was naked he stated he had clothes on and pinched himself at the waist and stated that his shorts were crinkled up.

I advised him he did not have shorts on. Sgt Bradley called for a Med unit to come check Herman out. The Med unit advised he was in good health. Sgt Bradley made contact at [2000 BLOCK] Rat Kinney Road with Herman’s brother [REDACTED] who stated Herman had been drinking grape Vodka all day and showed Sgt Bradley and empty handle of the Vodka.

While Sgt Bradley was at Herman’s house Herman kept talking to a woman that was not there, it appeared to possibly be his wife. I requested Sgt Bradley bring him some clothes to put on. I had Dispatch run Herman through GCIC and Dispatch advised me that Herman was a Sex Offender.

Upon Sgt Bradley’s arrival with clothes I advised Herman that he would be arrested for Public Indecency and Pedestrian Under The Influence based on my training knowledge and experiance with Hermans Glased eyes, slurred speach and confusion of his location led me to believe he was under the influane of alcohol.

I secured him in double locked handcuffs behind his back that were checked for proper fit. Prior to securing him in the back seat of my patrol car a search of his person was conducted for weapons or contraband and nothing was found.

I then transported him to the Barrow County Detention Center where I turned him over to the deputies on duty. Prior to exiting the Detention Center a search of the back seat of my patrol car was conducted for weapons or contraband and nothing was found.

NARRATIVE #2

On October 23, 2021, at 0133 hours, Deputy Powell and I responded “Code 3” to the area of Rat Kinney Road and Wagon Wheel Trial in reference to a naked man sitting in the road.

Upon arriving I saw a middle-aged male sitting in the ditch. The male appeared to be nude. He was sitting up and holding his knees. Once I would made contact with the male, I confirmed he was nude except for one sock that he had on his left foot.

He identified himself as Herman Dunagan. I conducted a GCIC/NCIC check on Herman and discovered he is a registered sex offender in Barrow County. I found that his address was [2000 BLOCK] Rat Kinney Road. I asked EMS to be en route to check on Herman.

I continued to speak to Herman. At times he did not make sense but was able to confirm his address and advised that he had high blood pressure. He advised he lived alone since his father and uncle died. I asked him why he was naked. He advised he was not naked because he had shorts on.

I went to the above address to make contact with someone. I made contact with [REDACTED]. [REDACTED] advised that he got home around 1600-1630 hours on 10/22/2021. He advised he saw Herman drinking wine. He advised that Herman is an alcoholic. I asked him to get clothes for Herman. He asked I go with him to a camper in the back yard. She advised this is where Herman lives.

Once at the trailer [REDACTED] showed me a big, empty bottle of grape McCormick’s vodka. I asked if this was the bottle of wine he was talking about. He advised it was. He gave me clothes for Herman. He also advised that Herman has high blood pressure and some other minor offenses. I gave [REDACTED] the Detention Center information.

I returned to the scene. I gave Deputy Powell the clothes. Herman was unable to dress himself and needed myself and EMS to help dress him. Deputy Powell secured his wrists in handcuffs, advising him he was under arrest. Deputy Powell and I escorted him to Deputy Powell’s patrol car and secured him in the back seat.
