On September 13, 2025, at approximately 1244 hours, I (Ofc. Foster 513) and Ofc. Smith 515 were dispatched to the listed location in reference to a Domestic dispute involving a firearm and terroristic threats. Due to the nature of the call, Officers responded with emergency lights and sirens activated. Due regard was used.
Upon arrival, the victim, [REDACTED BY AGENCY] advised me that the suspect, later identified as Horace Highfield, was sitting in a lawn chair in the middle of the yard with a gun on his person. I pulled out my duty weapon and pointed it at Mr. Highfield while giving him commands to slowly raise his hands from his person. Mr. Highfield then suddenly reached for his firearm after stating it was below the chair where he sat. I then advised one more time to keep his hands raised and to not reach for the weapon. Mr. Highfield complied with all commands until being detained in handcuffs to the rear which were double locked and checked for proper fit. I then safely cleared the weapon, ran it through dispatch, and secured it in the trunk of my patrol car. He then spoke with Ofc. Smith in regards to the situation while I spoke with the witness and victim.
I then went to speak to [REDACTED BY AGENCY] and Ms. [WITNESS #1]. Both parties confirmed that Mr. Highfield walked out of the residence just a few moments prior with his firearm in his pocket. He then proceeded to look at Ms. [REDACTED BY AGENCY] and exclaim,”I am going to fu*king kill you.. I will blow your fu*king brains out and I will fu*king kill you.” [REDACTED BY AGENCY] said that Mr. Highfield then pulled the gun out of his pocket and pointed it directly at [REDACTED BY AGENCY] while in close proximity. [REDACTED BY AGENCY] filled out a witness statement form which is attached to the report. Ms. [WITNESS #1]’s statement was audio recorded.
I then spoke with Mr. Highfield. When I spoke to him, he had admitted to pulling a gun on [REDACTED BY AGENCY] and threatening to kill her. I advised him that he was under arrest for Aggravated Assault, Possession of a Firearm during the Commission of a Felony, Terroristic Threats and Acts, and Reckless Conduct. The firearm was logged into evidence and the property of Mr. Highfield was logged into Safekeeping. I then transported Mr. Highfield to the Barrow County Detention Center and transferred custody to the jailers on shift. I then returned to service without incident. Warrants to be taken on this date for the listed charges.
