On 10/21/25 at approximately 2253 hours, Winder PD Units were dispatched to the area of [REDACTED BY AGENCY] Winder GA 30680 in reference to suspicious activity. Dispatched advised they received an anonymous call in reference to 5-6 people arguing and yelling in the roadway. Dispatch did advise it was verbal only. I responded CODE 1 to the scene.

Once on scene, I observed Ofc. Bruce speaking with 6 people outside. I then approached the group of people and asked who all knew what was going on. I then had two individuals, a male and female raise their hands telling me they would speak to me. The male and female were then identified as Mr. [WITNESS #1] and [REDACTED BY AGENCY]

While speaking with [WITNESS #1] and [REDACTED BY AGENCY], I immediately observed [WITNESS #1] would not allow [REDACTED BY AGENCY] to speak. Every time I would ask a question, [WITNESS #1] would began talking and not allow [REDACTED BY AGENCY] to speak her side of the story. [WITNESS #1] advised during this incident, his brother, Isaiah Adams arrived to his house this date to confront him on not coming to church with their family anymore. [WITNESS #1] also advised Isaiah was upset in reference to an altercation that took place the previous date between him and [REDACTED BY AGENCY]

I then asked [WITNESS #1] to start from the beginning and advise me what took place. [WITNESS #1] stated on 10/20/2025, he and [REDACTED BY AGENCY] were at their residence at [REDACTED BY AGENCY]. [WITNESS #1] stated he found out [REDACTED BY AGENCY] had been texting another male. [WITNESS #1] stated him and [REDACTED BY AGENCY] then began to argue inside the residence. At this time, I did observe what appeared to be a fresh, red, mark on [REDACTED BY AGENCY] upper lip. I then asked [WITNESS #1] and [REDACTED BY AGENCY] if anything became physical between the two of them during the argument. [WITNESS #1] then admitted to me that he put his hands on [REDACTED BY AGENCY] in an non aggressive manner.

I further spoke with [WITNESS #1] and [REDACTED BY AGENCY] about the incident and the reason law enforcement was contacted this evening. [WITNESS #1] once again stated Isaiah showed up unannounced to their home and began to yell at him from outside the apartment. [WITNESS #1] stated Isaiah was yelling at him loud enough to where nearby neighbors began to exit their home. [WITNESS #1] did advise Isaiah got into his face in an provoking manner during this incident. [WITNESS #1] did not state any threats Isaiah made or physical contact. [WITNESS #1] further advised Isaiah was constantly yelling at him and [REDACTED BY AGENCY] over not coming to church with them anymore.

After speaking with [REDACTED BY AGENCY], she also advised Isaiah showed up unannounced and began to yell at both of them for no longer attending church [REDACTED BY AGENCY] also advised Isaiah became very loud and would not stop yelling and screaming.

At this time during this investigation, I placed Isaiah under arrest for Disorderly Conduct. Isaiah was placed in handcuffs, behind his back, checked for proper fit and the handcuffs were double locked. Ofc. Perry then searched Isaiah incident to arrest, looking for weapons, contraband and means of escape. None were located. Ofc. Perry then placed Isaiah in the rear seat of his patrol vehicle and secured him in using the seatbelt.

Ofc. Perry then transported Isaiah to the Barrow County Jail where he was jailed on the following citation:

WC83045- Disorderly Conduct.

Isaiah was provided a copy of this citation and all personal belongings were handed to jail staff.
