Officer’s Narrative:

On 09/06/2025 at approximately 2142 hours, I, Ofc. Dutcher responded to a disorderly conduct call at 372 Exchange Blvd, Bethlehem, GA, 30620 (Friends Bar and Grill). I traveled Code 3 in my marked patrol vehicle #381.

Upon arrival, I was informed by Central Dispatch that there was a male in the building who was previously let go early in the day, who was yelling and cursing and in the process of throwing items around the restaurant. Sgt. Wolfe was first on scene and made contact with the manager of the restaurant, who stated that the subject (Jacques Noel) was no longer in the building but had left in a newer black Chevrolet Malibu with an unknown direction of travel.

I then immediately patrolled the area in search of the vehicle with negative findings. After being unable to locate the vehicle, I arrived at Friends and began speaking with a male [WITNESS #1] about the incident. [WITNESS #1] stated that Jacques had been let go from his position at Friends earlier in the day for unknown reasons, but said he was not happy and caused a scene in the restaurant. [WITNESS #1] then stated that approximately 15 minutes before Law Enforcement’s arrival, Jacques had entered the building again through the back door, filming himself on his cellphone while he became irate and walked around the kitchen yelling and cursing and acting disorderly.

[WITNESS #1] said that he confronted Jacques and attempted to calm the situation with negative results. [WITNESS #1] then said that Jacques left the kitchen and entered the dining area before getting into verbal arguments with people. [WITNESS #1] remained in the kitchen but stated that he heard Jacques yelling and arguing, and many loud sounds that appeared to be items being thrown around. [WITNESS #1] then said that Jacques re-entered the kitchen by kicking the door, leaving a visible dent and bending the door at the bottom. Jacques then proceeded to knock several items off a metal rack along with a substantial-sized container of seasoning, spilling it onto the floor. [WITNESS #1] said that Jacques then got into a vehicle with his girlfriend [REDACTED] and left the scene.

I then made contact with [WITNESS #2], the acting manager, who verified everything [WITNESS #1] had stated, but said she observed Jacques in the dining area of the restaurant. [WITNESS #2] stated that Jacques had come into the dining area of the restaurant while video recording himself, and proceeded to engage in several arguments with other people dining at the restaurant. [WITNESS #2] said that she, along with another guest [WITNESS #3], was escorting Jacques out of the back door when they observed him knock the items off the shelf and throw the seasoning on the ground. I then proceeded to speak with one of the guests, [VICTIM #1], who stated that Jacques had entered the dining area visibly and audibly irate and yelling when he got behind [VICTIM #1]’s chair and proceeded to argue with him.

[VICTIM #1] advised Jacques that he needed to leave the restaurant because there were kids around, and they did not need to see this. Jacques then began yelling at [VICTIM #1] more when [WITNESS #3] and [WITNESS #2] began escorting him out of the building. [VICTIM #1] then stated that while Jacques was being escorted out, he yelled at [VICTIM #1], “I’m going to kill you”. I asked several others in the building if they had heard Jacques say those words, and [WITNESS #2] and [WITNESS #3] both claimed that they, in fact, did hear Jacques say that. [VICTIM #1] then stated that he did wish to press charges on Jacques.

While I was inside speaking with everybody about the incident, I was informed by [WITNESS #2] and [WITNESS #3] that the owner of Friends [REDACTED] had received a video message from Jacques showing him entering the building from the rear, speaking with [WITNESS #1], and proceeding back out to the Chevy Malibu with [REDACTED] sitting in the passenger seat. I then collected everyone’s information and provided [WITNESS #2] and [VICTIM #1] with business cards and a case number, and explained that a report would be completed.

After ensuring all employees left the building safely, I went back into service as other calls for service were coming out. While on another call with Sgt. Wolfe and Ofc. Melniciuc at approximately 0008 hours, I was informed by Lt. Page that she had located Jacques and [REDACTED] at [200 BLOCK] 2nd St, Apt [REDACTED], Winder GA. 30680. Lt. Page then detained Jacques by placing him in handcuffs, double-locking them, and checking for proper fitness.

I traveled Code 1 in my marked patrol vehicle. Upon arrival, I observed Lt. Page with Jacques at the front of her marked patrol vehicle. I then took custody of Jacques, leaving him in the same handcuffs that were originally placed on him. I escorted Jacques to my patrol vehicle, where I thoroughly searched him for any weapons, contraband, or means of escape with negative findings. I then placed Jacques in the rear passenger seat of my vehicle and buckled his seatbelt for safety.

Jacques then asked if he could gather a few phone numbers from his phone and leave his phone with [REDACTED], which I allowed. I then retrieved his phone and allowed him to gather the information that he needed, and I promptly returned the phone to [REDACTED]. I then notified Central Dispatch that I had one male in custody and provided my starting mileage before proceeding to the Barrow County Detention Center. While traveling to BCDC, Jacques informed me that he purchased two hotel rooms, one at the Holiday Inn and one at the Jameson Inn, so we could not find him at his house.

Upon arrival at BCDC, I relinquished custody of Jacques and his property to Barrow County Sheriff’s Office Correctional Officers. I then cleared the backseat of patrol vehicle #381 of any weapons, contraband, or means of escape with negative findings. Due to Jacques’s acting in a disorderly manner, kicking and damaging the door leading to the kitchen, and threatening to kill [VICTIM #1], I have procured warrants against Jacques for Disorderly Conduct, Damage to Property in the 2nd degree, and Terroristic Threats. I also spoke with [WITNESS #2], the acting manager, and [WITNESS #3], and asked them how much they thought it would cost to replace or repair the door that was kicked and damaged, as well as the seasoning that was thrown on the floor, and they estimated that the door would cost roughly 1000$ and the seasoning was approximately 20$.
