On 09/21/2025 at approximately 1930 hours, I, Ofc. Dutcher #141 was dispatched to a hit and run call at E Athens St and Park Ave. I traveled Code 1 in my marked Patrol Vehicle #398.

Upon my arrival, I met with Ms. [VICTIM #1], who stated that she got rear-ended at the intersection of E Athens St and Park Ave by a blue-looking truck, and the truck had fled the scene. I asked her if everyone was okay and if there were any injuries, and she stated that everyone was fine. I then asked her to start from the beginning and tell me exactly what happened, and she stated that her, her husband [VICTIM #2] and her daughter [REDACTED BY AGENCY] had just left McDonald’s and went westbound on W May St and turned north on N Center St. She said they went westbound on W Athens St crossing over N Broad and came to a stop at W Athens St and N Jackson St.

[VICTIM #1] then stated that they observed a white male with a beard driving a Chevy truck traveling northbound on N Jackson St. She then said the truck almost ran the stop sign but came to a halt. [VICTIM #1] then traveled through the intersection and came to a stop at the intersection of E Athens St and Park Ave. The truck then turned right, following [VICTIM #1], and failed to stop and collided with the rear end of [VICTIM #1]’s vehicle. The truck then reversed from [VICTIM #1]’s vehicle and proceeded forward, crossing into the other lane parallel with [VICTIM #1], and began yelling and screaming at her.

At this moment, [VICTIM #2] exited the vehicle and yelled towards the truck that there was a kid in the vehicle, to which the driver of the truck yelled some words at [VICTIM #2] that [VICTIM #2] could not understand. The driver of the truck then sped off, fleeing the scene, continuing eastbound on East Athens St. [VICTIM #1] then told me that she was able to see the plate and stated it was [REDACTED] or [REDACTED]. I asked [VICTIM #1] if she could tell me exactly what sort of truck it was, and she stated that she did not know, but she thought it was a “Blueish Chevy Truck”.

I then spoke with [VICTIM #2] about the incident and asked him to tell me what happened. He stated the same information as [VICTIM #1], but said that when the truck went to pass them, the driver of the truck presented a handgun to him. I asked [VICTIM #2] if the man had pointed the handgun at him, and he said no, but he waved it around while he was yelling at [VICTIM #2]. I asked [VICTIM #2] to describe the vehicle to me, and he also stated that it appeared to be a blue Chevy truck. He also stated that the license plate was either [REDACTED] or [REDACTED], but was not sure which one it was.

There were also multiple witnesses on scene who stated that they observed the accident and wanted to stay on scene to talk to Law Enforcement. There was a group of 3 boys named [WITNESS #1], [WITNESS #2], and [WITNESS #3] who were standing on Park Ave and observed the collision. I asked them what they had seen, and they stated watched the truck rear-end [VICTIM #1]’s Chevy CAMARO and then proceed to yell out the window and leave the scene. I then asked them if they had seen a gun at any point during the incident, and they stated that they did not see a gun, but they had seen a lot of movement and could not tell what the driver was doing. I asked if they had any other identifying features of the vehicle, and they said they did not.

There was also another male named [WITNESS #4] who stayed on scene and stated he observed the hit and run. [WITNESS #4] stated the same information that the truck rear-ended the CAMARO, yelled at [VICTIM #2], and then fled the scene. I asked if he saw the driver or had any information that could help identify the vehicle, and he said the driver of the truck was a white male with a beard. He stated that he did not know anything other than that, but wanted to do the right thing and stay on scene to tell Law Enforcement what happened. I then collected all of the witnesses’ information and thanked them for staying. I then told all of the witnesses that they were free to go.

I then spoke with [VICTIM #1] again and asked her if she had observed the driver of the truck brandish a handgun during the incident, and she stated that she did not see him have a gun, but she could not see into the vehicle very well. I then collected all of the information for the occupants and driver of [VICTIM #1]’s vehicle. I then attempted to run the license plates [REDACTED] and [REDACTED] through FLOCK cameras in an attempt to locate the vehicle. Tag [REDACTED] returns to a 2018 Gray GMC Sierra 1500 out of Elberton that was inside Winder City Limits between the hours of 12:31 PM and 04:19 PM. I was unable to determine if that was the vehicle involved in the altercation.

While I was processing everybody’s information, [VICTIM #1] approached me and provided me with a phone number to an Ofc. Howard from Norcross PD, who was off duty at the time, stated that he, too, had seen the accident. I then advised [VICTIM #1] that I would contact him during my investigation. After collecting all of the necessary information, I provided [VICTIM #1] with a business card and a case number and explained that a report would be completed.

After [VICTIM #1] and her family left the scene, I contacted Ofc. Howard, Via telephone and asked him to tell me about the incident. He stated that the truck did rear end the silver CAMARO and proceeded to yell out of the window before driving off. I asked him if he had seen a firearm being brandished during the incident, and he stated that he could not see a firearm in the driver’s possession; however, it did look like the driver grabbed something that Ofc. Howard could not positively identify. Ofc. Howard then advised me that he had a short video of the altercation, which showed the truck backing away from the CAMARO before speeding off down E May St. Ofc. Howard then provided me with the video, which is attached to this report.

[VICTIM #1] sustained minor visible functional damage (Scratches) to the rear bumper area under the license plate of her vehicle. It is unclear what damages were sustained to the offender’s vehicle.

The persons on scene described the suspect vehicle as possibly a Chevy Silverado with GA TAG #[REDACTED] or [REDACTED] and possibly Blue in color. They were unable to positively ID the exact make and model of the offender’s vehicle.

I have not taken any charges for the brandishing of the firearm due to not having a third party being able to positively identify the act.
