On 01/09/2022 at approximately 1927 hours I responded code 1 to [60 BLOCK] Alexander Street Winder, GA 30680 in reference to an assault that was no longer in progress.

Upon arrival I met with [VICTIM #1]. [VICTIM #1] stated his neighbor/friend, Jammie “Tommy” Fowler, grabbed him by the neck during an argument. [VICTIM #1] stated he did not require medical attention. [VICTIM #1] also advised him and Tommy had been drinking alcohol while watching a football game. [VICTIM #1] continued that he and Tommy made a bet on who would win the game and [VICTIM #1] lost. [VICTIM #1] explained he and Tommy started to argue over the $15 bet when Tommy grabbed [VICTIM #1]’s neck. I looked at [VICTIM #1]’s neck and observed no signs of his neck being injured or touched. [VICTIM #1] explained Tommy grabbed him by one hand around his neck and he wanted to press charges. [VICTIM #1] did have a what appeared to be a blood blister on the right side of his neck that did not look fresh or a mark from the result of being grabbed at the neck.

I then spoke with Tommy at his residence of [60 BLOCK] Alexander Street Winder, GA 30680. Tommy stated he and [VICTIM #1] made a $15 bet over a football game. Tommy continued that he and [VICTIM #1] had been drinking and [VICTIM #1] did not want to pay the bet he lost. Tommy explained he and [VICTIM #1] did get into a verbal argument that turned into them pushing each other, but that was it. Tommy had a ring doorbell camera that viewed onto the driveway area and he allowed us to view it. The video showed Tommy and [VICTIM #1] yelling and cussing at each other. The video continued showing [VICTIM #1] exit the residence through the driveway door while yelling and cussing at Tommy. Tommy was then seen exiting the residence through the same door and grabbed [VICTIM #1] by the shoulders while pushing him back against a vehicle. I did not observe Tommy grab [VICTIM #1] by the neck only the shoulders at any time.

I advised Tommy he was under arrest and handcuffed him behind the back. I checked the handcuffs for proper fit and double locked them. Due to Tommy having broad shoulders, he was secured in double handcuffs. Tommy was searched for weapons and contraband, none were found. Due to Tommy having shoulder and back issues as well as his height, he was unable to safely and properly sit in the back seat. I handcuffed Tommy in the front so he could safely be secured in the back seat of my marked patrol vehicle. Tommy was properly secured in a seatbelt. I transported Tommy to the Barrow County Detention Center and turned him over to the staff.. I checked the back seat of my marked patrol vehicle for contraband before and after transport, none were found.

Note: Tommy’s wife is disabled and needs constant care. A friend came over to care for Tommy’s wife until he was released from the detention center.

Warrant was obtained against Tommy for the Following:

Simple Battery 2022-0120MW

Jammie “Tommy” Fowler did intentionally make physical contact of an insulting and provoking nature with the person of [VICTIM #1] by grabbing [VICTIM #1] by the shoulders and pushing him against a vehicle during a verbal argument.

Victim notification was completed and turned into the Detention Center.

Body camera 163 was worn.
