[NARRATIVE #1 on September 18, 2025]
On September 18th, 2025, at approximately 0922 hours, I responded code one, routine response, to the intersection of Highway 82 and Jones Road, regarding a domestic dispute. The caller, Jason Portillo, told dispatch his father struck him.
I located Jason at [2200 BLOCK] Highway 82. Jason told me he was with his father down the street, [2200 BLOCK] Highway 82, working, when his dad, [WITNESS #1], punched him in the face once. I looked at Jason’s face and did not notice any swelling, redness, or bruising. Jason showed me scars on his hand and legs, which were clearly old. Jason told me his father left and did not know where he went.
I spoke with Jason’s mother, [WITNESS #2], on the phone. [WITNESS #2] told me Jason is a liar, and has done this before. [WITNESS #2] said Jason is on probation in Gwinnett County and probably did not want to go back to work with his dad. [WITNESS #2] told me she could not pick Jason up, as she was currently in Norcross.
I then again asked Jason where the incident occurred. Jason now told me he was hit at his dad’s house in Jasper County. I told Jason we were waiting for his mom or dad to pick him up, as he was still required to obey his parents’ rules. [WITNESS #2] got in contact with [WITNESS #1], who arrived on the scene.
I met with [WITNESS #1] and Jason’s stepbrother. [WITNESS #1] said nothing physical ever occurred. [WITNESS #1] said they were working, and Jason just walked away. So, when they were done, they told Jason to come with them, but he would not. [WITNESS #1] said Jason has an issue with working and was looking for a way out of it. I asked [WITNESS #1] if he struck Jason. [WITNESS #1] told me he did not. [WITNESS #1] approached Jason and asked him if he had told law enforcement that he had hit him. Jason responded by saying, “My bad,” and admitted to lying to me.
I placed Jason into handcuffs behind his back, which were checked for correct fit, and double locked. I told him he was under arrest for making a false report of a crime. I searched Jason’s person incident to arrest; no contraband was located. I transported Jason to the Barrow County Detention Center, where he was turned over to staff without issue.
On the way to the detention center, Jason told me he did not know that making a false report of a crime was against the law, and that his friend did it in Gwinnett County, and did not get arrested.
Probable cause developed during this investigation supported the issuance of the following warrant against Jason Portillo.
OCGA 16-10-26: Jason Portillo did commit the offense of false report of a crime. While working construction with his father at [2200 BLOCK] Highway 82, Jason left, called 911, and told dispatch his father had struck him. Jason told deputies on scene that his father struck him with a closed fist. Jason had no visible marks, and when his father arrived on the scene with another witness, he admitted he lied to law enforcement because he no longer wanted to work.

[NARRATIVE #2 on September 18, 2025]
On 09/18/2025 at approximately 0922 hours, I assisted Deputy Catapano during a domestic dispute investigation.
During this encounter, multiple parties began communicating in Spanish. At one point of the exchange, Jason’s father confronted Jason by asking him to show law enforcement the marks he alleged to prove someone was abusing.
During this exchange, Jason told his father that he had told law enforcement that he was hit because he wanted to leave. I asked Jason if his father hit him, and he shook his head side to side, saying “no”.
I asked Jason if he had lied to the other Deputy about being hit by his father. He looked down and said something along the lines of “yes, that was my bad.” he also noted that he just said that because he wanted to leave.
