Officer’s Narrative:

On March 4, 2026, at approximately 1910 hours, I, Officer Jacob Harris, was conducting a routine patrol on E Midland Avenue, Winder, GA, 30680, in my marked patrol unit #523 when I observed a 2013 black Volkswagen Beetle (SC TAG# [REDACTED]) make an illegal left turn onto W Midland Avenue from North Broad Street. I activated my blue lights and sirens to conduct a traffic stop. The driver of the vehicle pulled over and stopped on the side of the road at West Midland Avenue and Woodlawn Avenue.

While approaching the vehicle, I observed a black juvenile child who appeared to be approximately [REDACTED BY AGENCY] years old, who was turned completely around, peeking over the back seat, looking at me, not in a child restraint. I was unable to identify the driver due to the vehicle speeding away from the traffic stop at a high rate of speed, “abnormal for the surrounding area”. I notified dispatch that I had one taking off from me. Sgt. Yarbrough asked what charges I had. I told him the charge was failure to obey a traffic control device. Sgt. Yarbrough advised me to discontinue.

I observed the vehicle run the stop sign at West Midland Avenue and Woodlawn Avenue and continue through the stop sign at Woodlawn Avenue and W Candler Street, without regard for his own or others’ safety, while the juvenile was unrestrained. The vehicle went into the opposite lane of travel on Woodlawn Avenue to pass a vehicle in a no-passing zone and failed to stop at the stop sign at Woodlawn Avenue and West Athens Street, where I lost visual of the vehicle. I told Dispatch that I was not pursuing the vehicle and that I was in service. Dispatch issued a BOLO per Sgt. Yarbrough for the vehicle that fled from my traffic stop. I informed Dispatch that the driver was a slender black male with a small child in the back seat who was unrestrained.

After further investigation, I met with Cpl. Morris at the Winder PD and look up the vehicle description and partial tag on Flock. We were able to find the vehicle on Flock and the tag number. I checked the vehicle registration details through GCIC and NCIC and confirmed Ms. [WITNESS #1] as the owner. I also searched for Ms. [WITNESS #1] in both databases. While reviewing the call history, I found her address to be [60 BLOCK] Seabrook Rd, Bethlehem, GA 30620. Additional inquiries revealed that a Mr. Jaylenn Corbett lives at the same address. Cpl. Morris W145 noted that the Winder Police Department performed a welfare check on Mr. Corbett, during which he was seen sitting in the vehicle. (see case number 2026-00007267) I ran Mr. Corbett through GCIC and NCIC, and it returned that he lived at the address with Ms. [WITNESS #1] and that his license was suspended (All) on November 1, 2025.

Approximately 1946 hours, Winder Police officers, assisted by the Barrow County Sheriff’s Office and the Auburn PD/K9, went to the residence at [60 BLOCK] Seabrook Rd to conduct a knock-and-talk to determine whether the vehicle was there and who was driving it. Upon arrival, we made contact with Mr. Corbett. Sgt. Yarbrough asked Mr. Corbett whether he was driving the VW Bug. Mr. Corbett stated that he was driving earlier to get a pizza. At that time, I asked Mr. Corbett to turn around and place his hands behind his back. Mr. Corbett complied with my commands. I placed Mr. Corbett’s wrists in handcuffs, double-locked them, and checked proper fit. I advised Mr. Corbett that he was being detained. I checked Mr. Corbett’s outer clothing using my hands for any weapons. Mr. Corbett didn’t have any weapons on his person.

Approximately 2007 hours, I read Mr. Corbett his Miranda Rights and asked him if he would like to talk to me without a lawyer present. Mr. Corbett stated that he would not like to talk to us without a lawyer present. Dispatch was notified that Miranda was read and refused.

I advised Mr. Corbett that he would be placed under arrest for fleeing and eluding, reckless driving, reckless conduct, and failure to obey a traffic control device. I walked Mr. Corbett to my marked patrol vehicle, and I searched him incident to arrest for weapons, contraband, and any means of escape. Mr. Corbett didn’t have any contraband on his person. I walked Mr. Corbett to the left of my marked patrol unit #523. I checked my back seat for contraband before placing Mr. Corbett inside and properly securing him with a seatbelt. I placed Mr. Corbett’s belongings in my passenger seat.

I approached Ms. [WITNESS #1], who was in the kitchen of her residence, standing with Officer Dutcher. I asked Ms. [WITNESS #1] about the identity of the individual operating the vehicle earlier. Ms. [WITNESS #1] responded that Mr. Corbett, who took their [REDACTED BY AGENCY]-year-old son, identified as Juvenile [REDACTED BY AGENCY], to get pizza. I asked Ms. [WITNESS #1] about the vehicle’s current location. She stated that it was parked in the garage. I requested permission to inspect the vehicle, to which Ms. [WITNESS #1] consented.

Upon entering the garage, I confirmed that the vehicle was a black Volkswagen Beetle. I then proceeded to the rear of the vehicle to verify that it matched the vehicle that had fled from the traffic stop, as identified by the South Carolina license plate number [REDACTED]. Additionally, I observed that the windshield was cracked across its entire width. Ms. [WITNESS #1] advised Sgt. Yarbrough that the crack has been there for a long time. I inquired whether I could observe the welfare of Juvenile [REDACTED BY AGENCY], who was in the vehicle at the time of the incident. Ms. [WITNESS #1] agreed and retrieved the child from his room. She returned with the juvenile, who appeared healthy and showed no signs of distress. I informed Ms. [WITNESS #1] that Mr. Corbett would be taken into custody for multiple traffic violations.

I left the scene en route to the Barrow County Detention Center. I released Mr. Corbett and his belongings to the staff without incident. After transport, I checked the rear of my patrol vehicle for contraband, but no contraband was found.

Upon completing my investigation, I confirm that Mr. Corbett was in physical possession of the vehicle during the time of the traffic stop. I established probable cause that Mr. Corbett failed to obey a traffic control device by turning left onto West Midland Avenue from North Broad Street, despite a sign prohibiting left turns. The windshield was cracked with a spiderweb pattern. He failed to maintain lanes when he moved into the other lane to pass a vehicle. His juvenile son was not in a child restraint. He committed cruelty to children in the second degree by putting Juvenile [REDACTED BY AGENCY] in danger through running stop signs and reckless driving behavior. He committed improper passing by passing a vehicle in a no-passing zone. He failed to stop at three stop signs: at West Midland Avenue and Woodlawn Avenue, at Woodlawn Avenue and West Candler Street, and at Woodlawn Avenue and West Athens Street. He committed misdemeanor obstruction by fleeing from the traffic stop. His license was suspended (All), and he was driving the vehicle at the time of the incident. Reckless conduct was taken because he placed juvenile [REDACTED BY AGENCY] in danger, while he was in the back seat of the vehicle, unrestrained, when he fled from the traffic stop. Reckless driving occurred because he drove without regard for his own safety and the safety of others, including the juvenile [REDACTED BY AGENCY]. He attempted to elude police by fleeing the traffic stop at a high rate of speed (abnormal for the surrounding area).

I procured 14 warrants on Mr. Corbett. The warrants are as follows.
