Officer’s Narrative:

On October 5, 2021, at 1759 hours, I was dispatched to the area of Jeremy Drive and Manning Gin Road. Dispatch advised there was a vehicle stopped in the middle of the road with a female laying on the ground beside it. I responded to the area “code three.”

Upon arrival, I observed a Kia Borrego stopped in the middle of Jeremy Drive. Near the driver side rear tire, I observed a female, later identified as Jennifer Beckham, laying on her side in the roadway.

As I was trying to speak with the female, I could smell a strong odor of alcohol coming from her breath. Jennifer was laying on her side, crying and would not respond to me talking to her. Shortly after, EMS personnel arrived on scene and checked Jennifer. They advised that all her vitals and blood sugar were normal.

I assisted Jennifer to her feet and helped lean her against the rear of the vehicle. Jennifer was unable to stand on her own and had to use the vehicle to support her. I asked Jennifer where she was coming from, and she stated her “baby daddy’s house.” I asked her how much alcohol she had consumed, and she stated she had taken 3 shots. I asked her how she ended up in the roadway. Jennifer told me she had left the house and was driving home; she began to panic because she had been drinking and pulled over and got out of the vehicle.

While speaking with Jennifer, I observed that she had a heavily slurred speech. I asked Jennifer to participate in standardized field sobriety exercises to which she refused. I explained to her that she was under arrest for driving under the influence of alcohol. I immediately read her the Georgia implied consent notice for suspects over the age of 21 asking for a sample of her blood, to which she refuse.

Jennifer was placed into handcuffs behind her back, checked for proper fit and double locked in safety. Jennifer was searched incident to arrest and secured in the rear seat of my patrol vehicle.

I transported Jennifer to the Barrow County Detention Center and turned her over to the Booking Deputies without incident. Prior to and after transport a search of the rear seat of my patrol car was completed, checking for contraband with negative results. Jennifer’s vehicle was released to [REDACTED] at Jenifer’s request.
