On 04/12/2026 while on routine patrol in my marked patrol vehicle, I responded (non-emergency) to a Hit and Run at University Pkwy and Patrick Mill Rd. in Barrow County, GA.

While en route to the call, the caller Ms. [VICTIM #1] was advising she had been involved in an accident just west of Kilcrease Rd. on University Pkwy. [VICTIM #1] stated she was struck by another vehicle and it continued trying to flee from the collision. [VICTIM #1] followed the vehicle until it came to a stop on University Pkwy at Patrick Mill Rd. [VICTIM #1] was able to provide a vehicle description and tag number. The vehicle was said to be a silver in color Honda, bearing a GA tag of [REDACTED]. I ran this through GCIC on my in car computer while en route. The registered owner of the silver vehicle, Ms. Jonathan Collins, was showing to have a possible warrant out of Cobb County, GA. The details of the charges on the warrant were for multiple violations but one in particular was hit and run.

I responded to the scene and made contact with the caller, asking what happened. [VICTIM #1] stated that while in the left lane (fast lane), she witnessed another vehicle come flying up and stated it looked to be in her lane. It was about that time the other vehicle sideswiped [VICTIM #1] in the same direction. [VICTIM #1] advised the vehicle then tried to flee by ultimately stopped here.

FTO Sgt. Smith spoke with the driver of the at fault vehicle, who turned out to be the registered owner (wanted person), Mr. Jonathan Collins. The information regarding the accident was collected by FTO Sgt. Smith who later advised that Mr. Collins admitted to striking the vehicle. FTO Sgt. Smith then detained Mr. Collins in handcuffs behind his back, checked for fit and double locked them. Mr. Collins was seated in the back seat of the patrol vehicle, while waiting for the confirmation of the warrant. This was confirmed a short time later and Mr. Collins was advised

I took many pictures of the accident, and had to call next list wreckers for both. The front driver tire was obliterated and rim bent, on Mr. Collins vehicle. This confirmed that he not only damaged the vehicle in a wreck, but could not continue his attempt to flee. The vehicles were both picked up by wreckers. [VICTIM #1] was provided a courtesy ride to a nearby gas station, along with a business card. Inside the arm rest was a black in color BB pistol, which looked so real, having the markings for a Glock, that FTO Sgt. Smith did not believe

I explained to Mr. Collins that he would receive citations for the hit and run and failure to miain, being at fault in the accident. When the roadway was clear, I buckled Mr. Collins in, and transported him to the Barrow County Jail. Mr. Collins was turned over to jail staff for his outstanding warrant and two charges (on citations) for the accident being; Hit and Run and Failure to Maintain Lane.
