On 11/16/2025 at I (Sgt. Wolfe) was on routine patrol on N. 5th. Ave, Winder, GA, when I observed a silver Volkswagen vehicle running, with its lights on, in the parking lot of Pine Hills Park located at 451 N. 5th Ave, Winder, GA. The park was closed, and there were no other vehicles around. (I had previously seen the vehicle in the parking lot while en route to another call).
I pulled into the parking lot and observed that the windows of the vehicle (NJ TAG#[REDACTED]) were completely fogged over. I walked up to the vehicle and observed a black male, later identified as Kingaaron Monero, and a female, later identified [REDACTED BY AGENCY], in the back seat of the vehicle. Both were naked from the waist down with their genitals exposed. I made contact with them and told both of them to get dressed. I waited as the pair put on their underwear and their pants.
I advised Mr. Monero to step out. I asked for his driver’s license, and he stated that this was a parked vehicle and claimed he did not have it on him. Mr. Monero stated something about waiting for his grandma or dad to pick him up, and it did not make sense as to why they were there. He then denied they were having sex. I asked how old he was, and he stated 18. I asked [REDACTED BY AGENCY] how old she was, and she stated [REDACTED BY AGENCY]. I advised her to contact her parents or guardian. [REDACTED BY AGENCY] advised Cpl. Perrin is not to tell her grandmother that she was out here having sex.
I advised Mr. Monero to stand in front of my patrol car while I ran the pair’s information through GCIC. Mr. Monero had a hard time listening and had to be told at least twice to stay in front of my car. Mr. Monero then started walking to the bumper of my patrol car and collapsed. Cpl. Perrin and I assisted him back to his feet. Mr. Monero had to be assisted to his feet.
I then placed him in handcuffs behind his back. They were double-locked and checked for proper spacing. I advised dispatch to send a medic to my location to evaluate Mr. Monero. I began walking him toward the back of my car, and Mr. Monero went dead weight and fell to the ground again. Mr. Monero had to be lifted back up and was placed in my patrol car. Mr. Monero stated he was nervous and was having a panic attack. Mr. Monero was secured with a seat belt.
[REDACTED BY AGENCY] grandmother, [REDACTED BY AGENCY], arrived on the scene. [REDACTED BY AGENCY] was informed what had occurred, and she was furious, wanting to know who the boy was. I explained to her that he was going to go to jail and that her granddaughter, [REDACTED BY AGENCY] was going to get charged with it as well through the Department of Juvenile Justice. [REDACTED BY AGENCY] advised that she wanted Mr. Monero trespassed from her house at [REDACTED BY AGENCY], and he was advised. [REDACTED BY AGENCY] then took [REDACTED BY AGENCY] back home.
Northeast Georgia Medical Center medic 5 arrived on scene and evaluated Mr. Monero and advised his vitals were good, and he refused to be transported to the hospital. Mr. Monero was searched incident to arrest for weapons, contraband, and means of escape. Nothing was located.
I contacted Mr. Monero’s father and asked him if he could retrieve Mr. Monero’s vehicle, to which he stated it was not his vehicle. Dispatch was advised to start the next list towing company, and Brown and Brown Towing arrived on scene to remove the vehicle. An impound report was completed.
I transported Mr. Monero to the Barrow County Jail without incident, where he was issued citation#WC002175 public indenency.
I completed a Juvenile Complaint for [REDACTED BY AGENCY] as well for the same charge.
The back seat of my patrol car was checked before and after Mr. Monero was placed inside.
