[NARRATIVE #1 on November 19, 2025]

On 11/19/2025 at approximately 1915 hours, I responded to University Pkwy at Hog Mountain Rd. in Statham, Ga 30666 in reference to a hit and run.

Upon arrival I made contact with [VICTIM #1]. [VICTIM #1] stated that she was traveling west on University Pkwy when I vehicle that was behind her started to “tailgate” her. She told me she wasn’t going to speed just because someone wanted her to go faster. [VICTIM #1] stated that the driver behind her, later identified as Luis Arbona, turned his bright lights on, abruptly changed lanes into the right hand lane, then aggressively changed lanes back to the left, trying to fit into a gap between her vehicle and a vehicle that was in front of Luis.

[VICTIM #1] stated that when Luis aggressively changed lanes, the rear of his truck hit the front of her vehicle. After Luis collided with [VICTIM #1], he left the scene and failed to stop to exchange information or wait for Law Enforcement.

[VICTIM #1] was able to provide the license plate number of Luis’ truck to the Dispatch Operator. Deputy Kinney was able to give Deputies information from FLOCK cameras as to the whereabouts of the vehicle. Deputy Sanson was able to locate the vehicle and conducted a traffic stop on it. Upon investigation, the damage to the rear driver side of Luis’ truck was indicative of the manner of the accident described by [VICTIM #1] as well as concurrent with the damages suffered by [VICTIM #1]’s vehicle. [VICTIM #1]’s vehicle has scratches on the front passenger side and there was a distinct mark on her vehicle caused by the “step side” style bumper used by Chevrolet on their trucks.

I read Luis Miranda and he agreed to answer questions I had. Luis explained that he was traveling on University Pkwy and while he was on University Pkwy, he was behind a vehicle pulling a trailer. He stated that the trailer suddenly braked and it caused him to brake and swerve into another lane abruptly. He stated he did not feel any collision. He also stated there was another car to his left, but that vehicle was far enough back where he wouldn’t have hit it.

Due to the location of the damages on both vehicles, the description of the accident that supports the damage location, the information provided of the license plate information belonging to the vehicle which has damages supporting the accident, and the statements from both drivers, I asked Deputy Sanson to place Luis under arrest for Reckless Driving and Hit and Run. Deputy Sanson placed Luis under arrest and transported him to the Barrow County Detention Staff where he was turned of to Detention Staff.

CITATION # 137747: Luis was cited for Reckless Driving due to the aggressive changing of lanes showing no regard for the safety of other drivers around him.

CITATION # 137748: Luis was also cited for Hit and Run due to being involved in a motor vehicle accident and not staying at the scene to exchange information with he other driver or waiting for Law Enforcement.

[NARRATIVE #2 on November 19, 2025]

On this date, November 19, 2025, at approximately 2007 hours, I performed a Traffic Stop at [1300 BLOCK] Atlanta Hwy on a brown Chevy Silverado with GA tag# [REDACTED] in reference to a Hit and Run.

Dispatch informed Deputy Hill of a Hit and Run that occurred on University Pkwy and Hog Mountain Rd. I was on my way to an accident when Deputy Kinney informed me that the suspect vehicle was heading towards Auburn and possible getting onto Atlanta Hwy. I turned around and got onto Atlanta Hwy to see if I could find the vehicle. Deputy Kinney informed me that the suspect vehicle hit a FLOCK camera at the Atlanta Hwy and Carl Midway Church Rd intersection and is traveling West towards me.

Shortly after the vehicle matching the description passed me near County Line Auburn Rd. I was able to perform a U-turn and confirmed the vehicle with the license plate above. I informed dispatch I was going to initiate a traffic stop with the BOLO vehicle and we turned into the Marathon City Market at [1300 BLOCK] Atlanta Hwy. Prior to my contact with the driver I observed damage on the truck’s driver side rear near the bumper. This damage was conclusive with the victim’s testimony provided to dispatch.

Approaching the driver’s side window, I observed it was only occupied by the registered owner, Luis Arbona, and asked him to step out of the vehicle. I asked him if he had any weapons on him, he said no but a knife a visible from his pocket and was removed and placed into his truck. I had Luis step in front of my vehicle and was informed of the reason for the stop and pointed to the damage. He was surprised and said he had no idea he hit anything. Looking at the damage, I could see a black and white transfer from the rear fender near the wheel well and more scratching down towards the bumper.

I returned to my car after Auburn PD officers arrived to assist. I called Deputy Hill who was talking with the victim. He informed me that the damage matches the victim’s car and he was going to have charges for Hit and Run and Reckless Driving. Returning to Luis, I told him to place his hands behind his back. He offered up some resistance but eventually complied. Luis was handcuffed behind the back, which was checked for fit and double locked. He was searched incident to arrest. No firearms, contraband or means of escape were found. He was placed in the rear of my patrol car and secured with a seat belt. He stated he was mere minutes away from his house. I gave him the opportunity to call his daughter to come collect the vehicle.

Once it was determined that someone was on the way to come pick up the truck I escorted Luis to the Barrow County Detention Center. Deputy Hill read him Miranda and asked him questions after Luis agreed to speak with him. Luis was then released to deputies without incident. A search of my patrol car was performed before and after transport.
