BARROW COUNTY, Ga. – A Bethlehem man is facing additional charges after a second run-in with law enforcement within a seven-month period for similar offenses. On October 7, 2024, 25-year-old Christian Stephen Fleming was charged with felony enticing a child for indecent purposes and two counts of grooming a minor for crimes involving two male children ages 11 and 16.
The victims’ mother explained to the Barrow County Sheriff’s deputy that Fleming, their neighbor, had left sexually explicit letters addressed to her sons on her teenage son’s vehicle. She said the suspect had left letters on other vehicles on the street belonging to families with young children.
She said Fleming had been told to stay away and stop harassing her sons, but he continued to walk “up and down their street staring at their house.” She explained that today’s letters were the most sexual they had received, containing messages including how he wished to “f*ck them, lay naked with them, take showers together and dry each other off, hold hands, take bubble baths, smack their a*ses, strip them naked on their beds, and give them massages.”
The letters discussed how Fleming “loves” the boys and wants to “play video games with each other naked.” The deputy interviewed Fleming at his home, who admitted to leaving the letters for the children, whom he knew were minors.
Fleming told the deputy that he “won’t do [it] again.” The deputy noted that the suspect “knowingly and intentionally engage[d] in a pattern of [this] conduct.”
The deputy handcuffed and transported him to the Barrow County Detention Center, and the letters were submitted into evidence.
During a separate incident months prior, on March 3, 2024, a deputy charged Fleming with misdemeanor solicitation of sodomy for an incident at the Loganville Highway Belk store in Bethlehem involving a 17-year-old victim. The witness told the deputy that her son had informed her that a man had propositioned him in the restroom.
An investigation revealed that Fleming had passed notes underneath the stalls asking for the victim’s phone number and requesting to “suck [his] d*ck.” Upon reading the alarming message, the boy threw the note on the floor and exited the restroom immediately.
The shift manager explained that a male employee approached the suspect in the restroom and told him to leave the store, which he complied. When deputies located Fleming at the intersection of Carl-Bethlehem Road and Loganville Highway, they searched his person and backpack and discovered multiple notes requesting and offering sexual favors.
Fleming told a deputy that he had passed a note requesting a phone number under the stall but did not know who or how old the person was. He said the person provided a phone number, so he responded with a second note asking to perform oral sex on the stranger.
He said the person threw down the note and left the restroom. The deputy asked the victim about writing down a phone number, and he admitted that he thought it was a prank and provided the person with a fake phone number.
The deputy noted probable cause when Fleming had asked the victim to “put his sex organ into [his] mouth.” Upon investigating the suspect’s background, the deputy uncovered several previous calls regarding “sexual misconduct involving juveniles.”
The police report indicated a pattern of sexual misconduct involving juveniles. This investigation remains active and ongoing.

On the date of March 3, 2024, I responded to the area of 916 Loganville Highway (Barrow Crossing) about a complaint of sexual misconduct. I responded to the area “Code 1”.
The caller, [WITNESS #1], had stated that a black male wearing all black with a black backpack had offered sexual services to her [SON]. Once in the area I first searched for the male. I was unable to locate anyone matching the description in the area, so I went to meet with Ms. [WITNESS #1]. I met with Ms. [WITNESS #1] and her son [REDACTED BY AGENCY] Mr. [REDACTED BY AGENCY] told me that he was sitting in the bathroom of the Belk store that is located at 916 Loganville Highway when the person in the stall next to him passed Mr. [REDACTED BY AGENCY] a note. Mr. [REDACTED BY AGENCY] stated that the note asked for a phone number.
Mr. [REDACTED BY AGENCY] said he wrote “no” on the note and returned it to the person. The person then sent a second note that asked, “Can I suck your di*k?”. Mr. [REDACTED BY AGENCY] stated that he threw the note down and left the bathroom. Mr. [REDACTED BY AGENCY] told his mother, and they told the Belk employees about what had happened. The shift manager, [REDACTED], had a male employee go inside the bathroom and tell the male to leave the store. The male left the store and was observed by Mr. [REDACTED BY AGENCY] and Ms. [WITNESS #1] walking around HomeGoods looking at them.
Ms. [WITNESS #1] showed me a video of the offender walking towards the Michaels store. It was a black male wearing black clothes carrying a black backpack with an umbrella stuffed in the side. At that time deputies located a male matching that description at the intersection of Carl-Bethlehem Road and Loganville Highway. The male was identified as Christian Fleming. Deputy Catapano obtained consent to search Mr. Fleming’s person and property where multiple notes requesting sexual favors and offering sexual favors were located. Mr. Fleming was detained at this time. Deputy Catapano drove Mr. Fleming to the Belk store for further questioning.
I met with Ms. [REDACTED], the shift manager, who allowed me inside the Belk bathroom to search for a note or any other evidence. None was located. Once Mr. Fleming was brought to the Belk store I searched through the notes located on his person for one that matched the description provided. I found a note requesting a phone number but did not have a response on it. At this time I read Mr. Fleming his Miranda Rights and he agreed to speak with me without an attorney present.
I asked Mr. Fleming what had happened inside the Belk bathroom. Mr. Fleming stated that he was sitting inside the bathroom stall when he saw someone enter the stall next to him. Mr. Fleming stated he didn’t know how old the person was, but he wrote them a note asking for their number. Mr. Fleming stated that the person responded to the note by writing a number down. Once Mr. Fleming had received the note with the number on it, Mr. Fleming wrote a note on a second piece of paper. Mr. Fleming stated that what he had written on the note was “Can I suck your di*k?”.
Mr. Fleming then stated that the person in the stall next to him threw the note down and left the bathroom. Mr. Fleming then stated he was approached by store employees who asked him to leave, which he did. Mr. Fleming stated that he didn’t know who was in the stall next to him and didn’t mean to follow them.
I then went and spoke with Mr. [REDACTED BY AGENCY] again. When asked how he responded to the note asking for a phone number Mr. [REDACTED BY AGENCY] told me that he had thought that the person in the stall was just playing a prank or trying to be funny, so Mr. [REDACTED BY AGENCY] wrote a fake number down. Mr. [REDACTED BY AGENCY] stated that the number was made up and he didn’t know what he had written down.
I was able to locate a note in Mr. Fleming’s property that asked for a phone number and had a phone number written in response. Mr. Fleming stated that the note he had written was on his person and was collected by deputies. However, Mr. Fleming had multiple notes on his person that were written requesting sexual favors as well as offering them. These notes were collected and entered into evidence.
I developed probable cause that Christian Fleming had violated O.C.G.A. 16-6-15(a) (solicitation of sodomy) due to Mr. Fleming stating that he requested Mr. [REDACTED BY AGENCY] submit to the act of sodomy by writing a note requesting Mr. [REDACTED BY AGENCY] put his sex organ into Mr. Fleming’s mouth. I will be taking a warrant against Mr. Fleming for violation of O.C.G.A. 16-6-15(a).
While investigating Mr. Fleming’s background, previous calls were found where Mr. Fleming was the suspect of sexual misconduct involving juveniles. Please reference case #’s 2022-00013093 and 2021-00018296. These cases are included in this report to report a pattern of sexual misconduct involving juveniles.

On Monday 10/07/2024 at approximately 1729 I was dispatched to [600 BLOCK] Saddle Ridge Rd. for a harassment call.
I spoke to the complainant, [REDACTED BY AGENCY] and she stated she received some letters from her sixteen year old son that were left at his vehicle. She stated that they were addressed to her sixteen year old son and her eleven year old son. The letters were from a Christian Fleming who lives on the same street. [REDACTED BY AGENCY] stated that she was aware of Christian because he has been leaving letters on other vehicles on the street who also have young juvenile children. She stated that the letters have not been as sexually explicit as the ones she got today. [REDACTED BY AGENCY] stated that they have told Christian to stay away and to stop harassing her two children with letters and walking up and down their street staring at their house.
The letters today were very sexually explicit on what Christian wanted to do to each of the children. It would say how he wanted to fu*k them, lay naked with them, take showers together and dry each other off, hold hands, take bubble baths, smack their as*es, strip them naked on their beds and give them massages, saying he loves them and wants to say sexual comments towards them and look at them in a sexual way, and play video games with each other naked, and so on and so on.
I spoke with Christian Fleming at his house, [600 BLOCK] Saddle Ridge Rd. Christian admitted leaving the letters at the house, [600 BLOCK] Saddle Ridge Rd. He admitted he wrote the letters I showed him, and he said he won’t do again. Christian admitted he addressed the letters to the sixteen year old and the eleven year old and that he knew of their ages to be sixteen or younger.
I placed Christian in a pair of double locked handcuffs behind his back that were checked for proper fit. He was checked for any weapons and contraband and none were located. I placed him in the back of my patrol car and transported him to the Barrow County Detention Center. Christian was turned over to the detention staff where he will be booked in.
I took out warrants for the following:
16-12-100.5(b) Grooming of a Minor for knowingly and intentionally engages in a pattern of conduct or communication through written letters left at victims vehicle for an eleven year old male
16-12-100.5(b) Grooming of a Minor for knowingly and intentionally engages in a pattern of conduct or communication through written letters left at victims vehicle for a sixteen year old male.
16-6-5 Enticing a Child for indecent purposes by soliciting in front of [600 BLOCK] Saddle Ridge Rd and leaving sexual detailed letters at their vehicles for the minors to find and read
The letters were placed into evidence. Case card with case number left with the complainant.
