On 11/26/2025 at approximately 0735 hours, I was dispatched to the Coin Laundry located at 138 West May Street Suite D Winder, GA. Dispatch stated the caller said there were two males fighting. I responded CODE 3 (emergency lights and sirens) in my marked patrol vehicle.

While in route, dispatch stated the male who was being hit was sitting on top of the male hitting him. They had stopped fighting. Upon arriving, I did observe one male lying on his stomach and another male on top of him. Two bystanders were standing beside them. I was immediately told that the male lying down was the aggressor. The male on top got off, and I placed the male on the ground in handcuffs behind his back. I checked the handcuffs for proper fit and double locked them.

Both males had cuts. I asked if they needed medical attention. Both stated they did not. I sat the male in handcuffs on the bench. Sgt. Hill arrived shortly after, and she stood by him. He was later identified as Mark Anthony Anderson. The other male was identified as [VICTIM #1].

[VICTIM #1] stated he saw Mark sitting down at the bench. [VICTIM #1] stated he backed his truck into a parking spot. He said he was there to do laundry when they opened (0800 hours). [VICTIM #1] said Mark walked up to his driver’s window and started telling him to move. [VICTIM #1] said Mark was upset that he had parked there. [VICTIM #1] stated that Mark suddenly punched him on the face with his left fist. [VICTIM #1] stated Mark tried punching him a 2nd time, but he opened his door to push him away. [VICTIM #1] stated they tussled to the ground, where he was able to hold him down until law enforcement arrived. [VICTIM #1] did not want to press charges against Mark.

[VICTIM #1] had cuts on his right knuckles. Mark had minor cuts on his face. They were photographed and attached to this report.

The two bystanders were identified as [WITNESS #1] and [WITNESS #2]. They witnessed the incident and testified to [VICTIM #1]’s statement.

I placed Mark under arrest for disorderly conduct. A medical unit arrived on scene to treat Mark. No transportation was needed for medical attention. I searched Mark incident to arrest for contraband, weapons, and means of escape. Nothing was found. I secured Mark in the backseat of my patrol vehicle with a seatbelt. I transported Mark to the Barrow County Detention Center and turned him over to the staff.

I issued Mark a citation. I explained to Mark his court date, time, and place. I provided him with a copy of his citation:

I checked the backseat of my patrol vehicle before and after transportation. Nothing was found.

I was wearing my assigned body camera. The dashboard camera of patrol vehicle 528 was activated during transportation.
