Officer’s Narrative:

On September 14, 2025, at approximately 1720 hours, I was dispatched to [1400 BLOCK] Box Circle, Winder, GA, 30680 in reference to a Domestic Disturbance in progress. The caller advised 911 Dispatch that he had a weapon, and he was trying to keep two individuals out of his home. The male subject identified one of the individuals as Ms. Melissa Lockridge, and the other person at the scene was later identified as Mr. Daniel Vinson.

The caller disconnected the phone line as 911 dispatch was gathering more information. However, a second caller reiterated that the suspects were Melissa Lockridge and her “boyfriend”. The second caller stated that Melissa and her boyfriend had been riding a motorcycle around the neighborhood without helmets and were possibly drinking alcohol. She stated she observed the altercation and that the male caller had pulled a firearm on the other individuals. I responded Code 3 (Emergency Lights and Siren) to the scene.

Sgt. Hill was the first officer on the scene, and she made contact with the male caller, [VICTIM #1]. She advised responding officers to locate the suspects at [1400 BLOCK] Box Circle. Ofc. Harris and I relocated to the residence and made contact with Melissa and her boyfriend, Daniel Vinson. As I spoke to both subjects, I could smell the odor of alcohol. The smell was more noticeable on Melissa’s person as she talked to me. However, both subjects were able to talk to me clearly and concisely. They did not show immediate signs of severe intoxication. Both subjects advised me that they were riding a motorcycle earlier around the neighborhood when [VICTIM #1] attempted to wave them down. They advised that [VICTIM #1] was asking them to pull over and talk.

Ms. Lockridge stated that she convinced Mr. Vinson to keep driving back to her house. However, after arriving home, they decided to go back over to [VICTIM #1]’s house. Ms. Lockridge stated that they drove past his house initially but turned back around and parked on the opposite curb facing the [VICTIM #1]’s house. They stated that as soon as they exited the vehicle, [VICTIM #1] became hostile towards them and pulled out a firearm and aimed it at them. Mr. Vinson advised that he captured the incident on his phone. He showed me a still photo of [VICTIM #1] holding a firearm in his right hand. In the picture, [VICTIM #1] appeared to have the firearm aimed at the ground and not at the two suspects. I also noticed that the individuals were near the driveway, and it appeared as if Melissa was shouting at [VICTIM #1] in the photo. However, both suspects claimed they feared for their lives when [VICTIM #1] unholstered and chambered a bullet in his pistol.

I asked both subjects if they said or did anything to escalate the situation prior to [VICTIM #1] pulling out his firearm, and they stated no. I also asked them why they went over to [VICTIM #1]’s house to begin with. Ms. Lockridge claimed that [VICTIM #1] had invited them over to talk, but initially, when he wanted them to stop, they were still riding on the motorcycle, and she told Mr. Vinson to keep driving to their house so they could take her SUV instead.

Furthermore, Ms. Lockridge admitted during the incident that she confronted [VICTIM #1] about a comment he made towards her juvenile son. She stated that [VICTIM #1] was rude to her son and told him to “get the f**k out of his yard”. I asked for more context, and she stated that her son and [VICTIM #1]’s son often hung out in the neighborhood with other kids. She stated that her son was at the [VICTIM #1] hold playing with other kids when [VICTIM #1] yelled at her kid to get off his property. She stated it was one of the incidents that created conflict between the two parties. She also stated that [VICTIM #1] was attempting to romantically pursue her, but she declined his advances; she believed this was why he was being mean to her son. The two also advised me of another domestic disturbance that became physical between the parties; however, it was not reported to law enforcement, and they believed the conflict was resolved. Both Ms. Lockridge and Mr. Vinson agreed to write written statements about the incident that occurred today. As the couple wrote their statements, I relocated to [1400 BLOCK] Box Circle to speak to the initial caller.

[VICTIM #1] advised me that he briefly dated Melissa, and after their breakup, the two got into a heated argument. Since then, they have had multiple conflicts that were hostile. He did not specify what happened, but claimed the issues were resolved and not reported. I also asked [VICTIM #1] about the incident involving the suspect’s son, and he advised that he did tell her son to leave his house when he discovered him hanging out with his son. He explained that he told her son to leave because he knew there was a conflict going on between the parents, and he did not believe it was a good idea for the son to be at his house.

However, it was later confirmed that [VICTIM #1] apologized to the juvenile and the parents. As far as today, [VICTIM #1] stated he got upset that Mr. Vinson and Ms. Lockridge were riding their motorcycle dangerously through the neighborhood, and he was concerned for the safety of the kids playing outside. However, [VICTIM #1] did not have any video evidence available to show their driving behavior. He stated that he attempted to flag them down as they passed his house. He stated he asked them to stop and talk to him. [VICTIM #1] claimed he wanted to talk to them about how unsafe they were riding on the motorcycle, though the couple did not stop and rode back to Ms. Lockridge’s residence.

Later, while [VICTIM #1] was still outside, he stated that he observed Melissa and her boyfriend drive past his house slowly in their vehicle without stopping. Then, as they made it further down the roadway, they turned around and pulled back in front of his home on the opposite side of the road. [VICTIM #1] stated that when the couple got out of the vehicle, he asked Daniel Vinson if he was taunting him. [VICTIM #1] advised that both parties had exchanged words with each other. [VICTIM #1] did admit that he pulled out his firearm during the incident. However, he stated he did so in self-defense because of Mr. Vinson’s demeanor and aggression. He stated that as Mr. Vinson approached him in the driveway, his body language appeared as if he was going to attack [VICTIM #1]. I asked [VICTIM #1] to go into more detail on what Mr. Vinson did, though he only said that he approached him aggressively and was taunting him as if Mr. Vinson was going to start a physical fight against him. [VICTIM #1] also informed me that he started a phone recording as the couple’s vehicle stopped near the front of his driveway.

In the video, audio was captured of the interaction between all three parties. Based on how the phone was being held, I could not physically see the suspects’ actions, but based on where [VICTIM #1] was standing, they all appeared to be standing near the edge of his driveway, close to [VICTIM #1]’s parked vehicle. [VICTIM #1] can be heard saying, “Are you taunting me?” as the couple can be heard closing the doors on their SUV. Ms. Lockridge responded first by yelling at [VICTIM #1], saying that he told them to come over. [VICTIM #1] interjects and tells Ms. Lockridge that he was not talking to her but addressing Mr. Vinson.

Mr. Vinson and [VICTIM #1] began to exchange words, and [VICTIM #1] can be heard telling Mr. Vinson to “back the f**k up” and to not enter his driveway. Mr. Vinson can be heard saying, “Oh, you ‘gonna’ pull out a gun”. “Come on”, “Come Here”. Mr. Vinson seemed unfazed by the weapon and did appear to be taunting [VICTIM #1], wanting him to leave his driveway and walk onto the public road with him. I also could hear Ms. Lockridge shouting in the background; I could tell by the audio that she was within close proximity to [VICTIM #1] as well. Next, I could hear [VICTIM #1] appear to say, “I asked for a conversation, and you walked to me aggressively.” [VICTIM #1] can be heard again telling both Melissa and Vinson to leave. In response, both subjects continue to argue with [VICTIM #1] with Mr. Melissa antagonizing [VICTIM #1] saying, “this is public property, b***h”.

However, based on the angle of the camera shot and the proximity of their voices, it appeared as if they were still at the edge of [VICTIM #1]’s driveway, which is considered the curtilage of his property. Before the video ends, you can hear Ms. Lockridge shout out, “Do you think you can speak to my son….”. I believe the video recording ended as [VICTIM #1] dialed 911.

Based on the media evidence presented at the scene and the statements provided by all subjects, it appeared that both Daniel Vinson and Melissa Lockridge were the primary aggressors and antagonists during this incident. I relocated back to [1400 BLOCK] Box Circle to take my suspects into custody. I placed Daniel Vinson in handcuffs and escorted him to my patrol vehicle #423. Melissa Lockridge was placed in handcuffs and escorted to Ofc. Harris’s patrol vehicle for transport. Both subjects were arrested with their hands behind their backs. The handcuffs were double-locked and checked for proper fitment.

Ms. Lockridge was wearing a pullover shirt and a bikini suit during her incident to arrest. I did not perform a search of her outer garments, as it appeared she did not have any inanimate objects tucked in her bikini suit. I asked Ms. Lockridge if she had anything hidden on her person, such as a weapon or contraband, and she stated no. Mr. Vinson was searched incident to arrest by me for weapons, contraband, and any means of escape prior to escort. The search incident to arrest yielded negative results. Mr. Vinson was placed in the back seat of my patrol vehicle behind the front passenger’s seat. Mr. Vinson was buckled in. His belongings were secured in the front console area of my patrol vehicle.

Upon arrival at the Barrow County Detention Center, Mr. Vinson was turned over to the jail staff for booking. The rear seat of my patrol vehicle was searched for contraband prior to and after transport with negative results. Ofc. Harris arrived at the jail facility with Ms. Lockridge before me and turned over my female arrestee and her belongings to the jail staff without incident. An on-duty female jail deputy searched Ms. Lockridge for contraband when she entered the facility. The search yielded negative results. Both arrestees were advised of their pending charges. My Watch Guard body camera was worn and activated. The on-board camera in my patrol vehicle was activated during transport as well. Both arrestees were informed that they were barred from the residence of [1400 BLOCK] Box Circle by the homeowner, [VICTIM #1].

I procured warrants against Mr. Daniel Vinson for the following charges:

  1. Simple Assault Warrant# 2025-2996
  2. Criminal Trespass Warrant# 2025-2997

I procured warrants against Ms. Melissa Lockridge for the following:

  1. Criminal Trespass Warrant# 2025-2995
