On 11/30/2025 at approximately 1200hrs, officers were dispatched to [10 BLOCK] Third Street in reference to a lady screaming outside. Upon my arrival Officer Pittman was speaking with a female later identified as [VICTIM #1]. She stated to officer Pittman that a man had strangled her by the throat. Officer Pittman and I than began to speak with a male later identified as Michael Howard.
Officer Pittman asked him how Mrs. [VICTIM #1] got those red marks on her face and neck. He stated that he did not touch her and that it was all verbal. We asked him to describe what led to the argument in which he stated that they were both in the living room arguing. He later stated that he was in the living room and that she was in the kitchen when she kicked the door and approached him by yelling in his face.
Due to his stories changing we advised him that he was being detained. He was handcuffed behind his back, checked for fit and double locked for safety and placed in the rear of my patrol unit. I then spoke with Mrs. [VICTIM #1] to get more information on what had occurred. She stated that Mr. Howard went outside to walk the dog and when she noticed the back door was slightly open.
Mrs. [VICTIM #1] stated that she went to close the door so the cold air wouldn’t get inside when Mr. Howard came flying through the door telling her why she closed the door. She told him that it’s really cold outside and that she didn’t want the cold air to come in which he told her why she was locking him out. She told Mr. Howard that she wasn’t locking him out but just closing the door.
Mrs. [VICTIM #1] stated that they began to argue and that Mr. Howard then began to slap her across the face multiple times and even caused her nose piercings to come out. While speaking with her I could see visible marks on her face. She also stated that he began to strangle her by her throat with one hand and I could also see visible marks on her throat. She stated that she was able to get away and walk down the hallway when he began chasing her and struck her in the face again.
Mrs. [VICTIM #1] stated that when she got away the second time she ran to the door to go outside and began yelling for help. She stated that a male that was at a church across the street heard her yelling for help in which he called 911. She stated to one of the officers that she felt like she was losing consciousness and couldn’t breathe when he was strangling her. I asked her if she was willing to fill out a witness statement form in which she stated no.
Mr. Howard was advised that he was under arrest for Aggravated Assault and Battery X2 FVA. He was then placed in the rear of Officer Pittman’s patrol vehicle and transported to Barrow County Detention Center.
Warrants have been issued to Michael Howard for:
F 16-5-21 Aggravated Assault (Family Violence)
M 16-5-23 Battery X2 (Family Violence)
