Officer’s Narrative:

On 07/31/2026 while on routine patrol in my marked patrol vehicle, I responded to assist Sgt. Bradley on a traffic stop, at Christmas Ave and E. Shepherd St. in Bethlehem, GA.

I arrived on scene and made contact with Sgt. Bradley, advising me this vehicle hit on FLOCK (LPR Cameras) as a suspect vehicle in a Hit and Run. There was a male standing outside the vehicle and he did not appear to speak English, but had provided his Mexico ID and was identified as Mr. Oscar Gallegos Cruz. I witnessed the extensive damage to the front driver side bumper, headlight and fender, that did not have rust and appeared fresh. Sgt. Bradley was going to contact the Investigator assigned to the case as it was a BCSO case. I collected the vehicle tag and Oscar’s information, running him through GCIC.

There was a local alert for Oscar, linking him to an accident that occurred on 7/18/2026 at University Pkwy and Patrick Mill Rd SW. Oscar was not licensed in the state of GA and was the registered owner of this vehicle. Oscar had apparently denied to have been driving during that accident to Sgt. Bradley at first. Oscar had a female friend and roommate arrive on scene to translate for him, identified as Ms. [WITNESS #1].

When asked about the accident Oscar told everything via translation to [WITNESS #1], who then answered for him. I asked who was driving when the accident occurred and Oscar stated it was a friend. I asked why the friend was driving instead of him, since it’s his vehicle, and he stated the friend had just asked, not providing a reason as to why. I requested the other male’s name and he told, then wrote down that it was a subject named Juan Gallegos. I asked if this was family and Oscar advised this was a cousin. I asked why he did not call this in or when he was notified, he further stated he was not told about this until the next day. I could sense due to Oscar’s body language that he may be lying to [WITNESS #1] and I. Dep. Arango had been requested to respond so he could be questioned in Spanish by an officer.

I asked for Oscar to provide proof via text or pictures when he was notified of the accident, he could not nor did he provide this. I asked why the other male ran from the scene and was advised he was scared. Oscar stated multiple times that it was not him driving, and was advised multiple times to be honest, as well as telling [WITNESS #1] that she needs to be honest in translating. Dep. Arango arrived on scene and the same story was being provided at first, then we had [WITNESS #1] step away. Dep. Arango pressed Oscar in Spanish about him driving, which he then fully confessed it was in fact him. Oscar cited the fact he was not licensed and not here legally as reasons for his flight from the scene of the accident. Oscar admitted to having lied to [WITNESS #1] when she was translating for me.

I contacted Inv. Harmon in reference to the previous incident (case# 2026-00045807), which was a Hit and Run assigned to him. I provided him all the information I collected during this investigation and he advised warrants would be taken by him for the previous incident. I told him that I would be charging for this stop and incident as well.

I placed Oscar in handcuffs behind his back, checked them for fit and double locked them. I advised via Dep. Arango he was under arrest for Obstruction (M), Driving Without a Valid License, and Headlight Requirements. This stop was conducted with ARS for the Hit and Run suspect vehicle, as well as the damaged headlight violation (PC). I searched Oscar incident to arrest for weapons or contraband, and seated him in the back seat of my patrol vehicle. I asked Dispatch to have a next list wrecker en route for the vehicle. I completed a vehicle inventory/impound form and the vehicle was turned over to #1 Tow. [WITNESS #1] was released from the scene.

I buckled Oscar’s seat belt and transported him to the Barrow County Detention Center where he was turned over to jail staff. The back seat of my patrol vehicle was checked prior to and after transport for weapons or contraband, nothing was found.

On this date I applied for 3 warrants on Mr. Oscar Gallegos Cruz for; Obstruction (M), Driving Without a Valid License, and Headlight Requirements.

I took pictures of the damage to the vehicle and have attached them with this report.
