Officer’s Narrative:

On January 5, 2026, at approximately 1932 hours, I, Ofc Melniciuc, was dispatched to 240 2nd St, Winder, Ga 30680 (Dollar General), in reference to a Dispute. The caller stated two young black females were fighting in the store. The caller also noted that the females then went out into the parking lot and were arguing there as well. The caller then stated one female was leaving the scene in a Dodge SUV and the other female was in the parking lot in a Honda. I traveled to the location code 3.

Upon arrival, the Dodge SUV with the other party involved had already left the scene.

I then made contact with [REDACTED BY AGENCY]. I asked her what had happened. She began to explain that she went inside alone at Dollar General to get some Pampers for her baby.[REDACTED BY AGENCY] said that while she walked in the store, she was on the phone with her sister and went over to the hair product aisle. While at the hair product aisle, a female later identified as Ramya Deshun Thomas passed by her and stated,” What’s that sh*t you been talking about?” and began hitting [REDACTED BY AGENCY] multiple times.

[REDACTED BY AGENCY] then explained that Ramya’s wig had fallen off as well, and they started fighting in the aisle. [REDACTED BY AGENCY] also added that while they were fighting, Ramya’s baby daddy, later identified as Justin Lamar Brunson, was holding Ramya’s baby and trying to break up the fight.

While speaking with [REDACTED BY AGENCY], I observed scratch marks on her forehead and redness across her face. Photographs of the injuries will be attached to this report. I then asked [REDACTED BY AGENCY] how many times Ramya hit her, to which she stated she didn’t know and that they went at it blow for blow. I also asked if she was afraid Ramya would continue hurting her, to which she stated no.

I then asked [REDACTED BY AGENCY] what had happened once, they got outside and if they were still physically fighting. [REDACTED BY AGENCY] stated that once they got outside, her sister, [REDACTED BY AGENCY], came out of their vehicle and began asking what was going on. The suspect’s vehicle was parked next to them. [REDACTED BY AGENCY] then stated that once she went over to the vehicle with [REDACTED BY AGENCY] and Ramya’s boyfriend, the boyfriend said, “Grab the five” [REDACTED BY AGENCY] stated that Ramya was in the backseat and reached into the front seat, grabbing a handle, which she believed was a gun.

I asked [REDACTED BY AGENCY] what the handle looked like, and she said it looked like a gun. [REDACTED BY AGENCY] stated it was all black, and when Ramya grabbed the gun, Ramya had her finger on the trigger and pulled the gun up. [REDACTED BY AGENCY] stated that all she saw was the black handle and Ramya’s finger on the trigger. [REDACTED BY AGENCY] then stated Justin, then told Ramya to “put it back”, “put it back”, and that’s when they drove off in a black-and-colored van, which was later identified as a black-and-colored Dodge Journey, Ga Tag [REDACTED]. I then asked if she was afraid at that point, but she stated no because she felt it was all talk, though she was afraid for her sister. I later asked [REDACTED BY AGENCY] if she would like to fill out a witness statement form, and she agreed. The witness statement form will be attached to this case report. [REDACTED BY AGENCY] also stated she wanted to press charges.

After speaking with [REDACTED BY AGENCY], I went inside Dollar General and spoke with the clerk, [REDACTED]. I asked her if she had seen anything, and she said she had just seen the two females fighting and had called 911. I asked her if she had access to the cameras, and she said her manager, [REDACTED], did. [REDACTED] then called [REDACTED], who arrived shortly thereafter to gain access to the cameras.

After [REDACTED] arrived, I asked her if I could review the surveillance footage, to which she agreed. I later provided [REDACTED] with a business card and case number.

On camera six at 19:30:28 hours, I observed [REDACTED BY AGENCY] looking at a shelf in the hair product aisle. I then observed Ramya wearing a camouflage jacket and gray sweats walking from the cashier side and down the same aisle as [REDACTED BY AGENCY]. I then observed Ramya walk past [REDACTED BY AGENCY], slightly turn, and begin hitting [REDACTED BY AGENCY] repeatedly while [REDACTED BY AGENCY] is hitting back. I then observed both Ramya and [REDACTED BY AGENCY] shoving, grabbing each other’s hair, and bumping into the shelves, causing products to fall. I then observed Ramya fall on top of [REDACTED BY AGENCY], holding her by the hair, and a scuffle continued on the ground. I then observed Justin with dreads, wearing a black jacket and black pants, holding a baby, and going over to Ramya and [REDACTED BY AGENCY] trying to pull them apart for approximately 30 seconds.

At 19:32:48 on camera 6, Ramya finally lets go and is helped up and leaves the frame. [REDACTED BY AGENCY] is then seen walking back to the aisle, grabbing her phone, and walking out of frame. On camera 16 at 19:33, I observed all parties exit the store and begin loading the black van parked. [REDACTED BY AGENCY] is then seen walking to the rear driver’s side door and waving her arm, possibly striking the window. I then observed [REDACTED BY AGENCY] walk to the back of the vehicle, and all visual was lost as the vehicle backed up and left out of frame, traveling eastbound.

I then spoke to [REDACTED BY AGENCY]. I asked her if she saw what happened, and she said she was only present for the incident outside. [REDACTED BY AGENCY] explained that her sister came outside and began waving at her to get her attention. [REDACTED BY AGENCY] then stated she got out of the car and went around to ask her sister who was in the driver’s side of the vehicle. [REDACTED BY AGENCY] then stated Justin got out of the vehicle and told them You’re not going to do anything while Ramya was laughing.

At this point, [REDACTED BY AGENCY] stated they came back around to the passenger side door of the vehicle, and Justin followed. [REDACTED BY AGENCY] then stated Justin got onto the passenger side of the vehicle in the front and stated “babe, hand me the 5 “which [REDACTED BY AGENCY] stated later her heart started beating fast, and she was afraid that he was going to shoot them. [REDACTED BY AGENCY] then stated they backed off, and Ramya and Justin then got into the car and sped off. I later asked [REDACTED BY AGENCY] if she was afraid in the situation, and she stated she was afraid of Justin because he asked for the five, and she was afraid she and her sister would get shot by him. [REDACTED BY AGENCY] then stated that she went back into the vehicle and stayed with the kids. I later asked [REDACTED BY AGENCY] if she would like to fill out a witness statement form, and she agreed. The witness statement form will be attached to this case report.

After concluding my investigation at Dollar General, along with Barrow County Sheriff’s deputies, I traveled to Ramya’s license address at [600 BLOCK] Carla Ct, Winder, Ga 30680 to possibly make contact with her and Justin. No contact was made.

On January 5, 2026, at approximately 2144 hours, I, Ofc Melniciuc, was dispatched to [200 BLOCK] 2nd St, Apt [REDACTED], Winder, Ga 30680, in reference to a follow-up. I then traveled to the location and spotted the suspect vehicle in the parking lot. I then ran the Ga Tag [REDACTED], and it came back to a [REDACTED], who was later identified as Justin Brunson’s mother. Ofc Perry and I then went over to the apartment and knocked on the door. Justin then opened the door, holding his infant child. I asked him where Ramya was, and he pointed behind him. He then called out to her, telling her to come downstairs.

Ramya then came downstairs, and I asked her to speak to me outside, so she walked out with me. I then asked her what’s going on tonight. Ramya explained she went to the dollar store to get her baby some milk and baby food. Ramya then continued, stating that she was in line and had noticed she had forgotten to get him another baby food. Ramya then stated that she went back and said [REDACTED BY AGENCY] said bit*h you’re scary and that’s when they got into a fight. Ramya then said once they got done, she went back to the car and said they were trying to fight her, so they were trying to open the vehicle. I then asked Ramya who they were, to which she stated it was [REDACTED BY AGENCY] outside the store, but it was [REDACTED BY AGENCY] and her sister, who was trying to get her out of the car to fight her and her boyfriend had their baby and told them to get back, and that’s when they drove off.

I then placed Ramya into custody for battery, aggravated assault, and disorderly conduct. I then placed Ramya in properly fitted handcuffs, double-locking to ensure they didn’t tighten further. I then did a search incident to arrest and check for any weapons, illegal contraband, or means of escape. Nothing was found at the time of the search. I then secured Ramya in the back seat of my marked patrol vehicle with a seatbelt.

During this time, [REDACTED] arrived and, with their consent and approval, took custody of Justin and Ramya’s son.

I then spoke to Justin, and I asked him what happened. Justin stated he went over there and broke them up. Justin then stated they made it to the car, and they started talking junk to each other. Justin then said one of the females was hitting on the window, and they were going back and forth until they pulled out and left. I then asked if anything else happened in the vehicle, to which he stated nah. I then asked Justin if he had said anything to them, to which he stated no.

I then placed Justin into custody for simple assault. I then placed Justin in properly fitted handcuffs, double locking to ensure they didn’t tighten further. I then did a search incident to arrest and check for any weapons, illegal contraband, or means of escape. Nothing was found at the time of the search. I then secured Justin in the back seat of Ofc Perry marked patrol vehicle with a seatbelt.

Ofc Perry then transported Justin to Barrow County Jail.

I drove my marked patrol vehicle, code 1, to Barrow County Jail, where Ramya was turned over to BCDC Staff.

The back seat of my patrol vehicle was searched before and after the transport of Ramya, but nothing was discovered.

My body camera was activated during the arrest and transport of Ramya and the arrest of Justin.

Due to testimonial and physical evidence, warrants were filed against Ramya and Justin.

Ramya: battery(2026-0050MW), and disorderly conduct(2026-0051MW)

Justin: Simple Assault(2026-0049MW)

Evidence tech [REDACTED] has been sent an email to retrieve all surveillance footage related to this incident.
