On December 21, 2025, at approximately 1944 hours, I, Officer Hambrick Badge (516), was on scene at 2085 Atlanta Hwy, Statham, Ga, 30666, Suite 400, Vintage Billiards, conducting an area check.

I noticed a white van driven /owned by [REDACTED], who is the father/driver of his son Steven Benjamin Heard Jr. and one of his uncles, [REDACTED], in the van. The farther and several uncles are known to transport Steven heard Jr. and let him drive one of his cars.

Steven Benjamin Heard Jr. has a warrant for Battery Family Violence. The van was parked sideways at the Vintage Billiards, near the front door, so I went inside the establishment to see if Steven Heard Jr. was inside and check with the manager to see if they needed anything.

Steven Heard Jr. was the DJ the night before, but I was given a false name by the armed security guard Ryan Brooks and a promoter named ” Ray.”

I checked inside and did not see Steven Jr., but I suspected he was inside because he had to get his DJ equipment out of the Billiards. The armed security guard, Ryan Brooks who was wearing a tactical vest, a firearm on his right side, approached me in an aggressive belated stance that I perceived to be a fighting stance based on my knowledge and experience.

Mr. Brooks stepped into my personal space with his fists clenched as if he was going to grab my arm and escort me outside yelling screaming at me in front of the crowd of approximately 30 to 40 people that, ” I needed to stop interfering with them folks business,” and stated that several times.

Mr. Brooks shouted what I can / cannot do / in the public business and I advised Mr. Brooks to stop interfering with my investigation. I gave Mr. Brooks several verbal warnings to stop, and advised him that he could be charged with obstruction if he did not stop interfering.

Mr. Brooks repeatedly obstructed me 4 to 5 times, ignoring my commands, disobeying my lawful orders interfering with my investigation of the warrant suspect Steven Heard Jr.

Mr. Brooks had obstructed me 4 to 5 times on December 20th, the night before during the warrant attempt on Steven Heard Jr. because I noticed him at the DJ booth and was the DJ of the night and I conducted a second warrant attempt on Steven Heard Jr. on a traffic stop in the parking lot of the Vintage Billards entrance that occurred at approximately 0122 hours.

While conducting my traffic investigation to identify the driver of a green Chevrolet impala tag # [REDACTED] that belonged to [REDACTED]. I perceived the suspect Steven Heard Jr. was driving. The driver was exiting the vehicle and I made contact with the driver and advised the driver that he was not free to leave and asked for his driver license.

The driver stated to me on my body camera that he was not (Steven) but [REDACTED] who had a suspended license.

While I was conducting my traffic investigation. The armed security guard with tactical vest, firearm, Ryan brooks, promoter “Ray,” and another unidentified black male wearing all white approached me aggressively yelling / screaming at me, ‘ What I can and cannot do,” trying to immediate me and I felt outnumbered so I was unable to complete my traffic investigation.

I did not issue warrants at the time and was unable to make any arrests because of the hostile crowd. The incident occurred on 12/20/25 approximately 11:52 hours see incident report 2025-00011433 and incident report 2025-00011435.

Mr. Brooks walked away from me and continued to be irate outside the parking lot, and walked towards the Texaco and called 911 on me.

Barrow County Deputies Bazinet Badge (S169) and Johnson Badge (S69) arrived on scene and spoke to Mr. Brooks. Mr. Brooks continued to be loud and gave a false report to the Deputies.

Once Mr. Brooks finished speaking with the Deputies, I advised them that I would be charging Mr. Brooks with Obstruction, Misuse of 911, and Disorderly conduct.

The Deputies advised Mr. Brooks to take off his tactical gear and gun and placed the items in his van. I placed Mr. Brooks into handcuffs double double-locking them, checking for fit, and conducting a search incident to arrest.

While doing so, Mr. Brooks stated to me “I’m going to see how powerful he was,” and ” I don’t know the people he knows,’ that I’m going to see, and stated several religious, racist, rants, belittlement, to me in front of deputies Bazinet and Johnson.

Mr. Brooks stated to me, “I will be coming for you,” in a loud voice, so I perceived that as a threat and Mr. Brooks also stated that, ” God was going to get me, that I’m going to get what I deserve.”

I escorted Mr. Brooks to the back of my patrol vehicle, placing a lap-shoulder belt across his person, and transported him to the Barrow County Detention Center.

While the chain of custody was being conducted, Mr. Brooks stated to me in front of 2 Deputy’s, ” I would be seeing him, ” so I perceived that as a threat.

The chain of custody was transferred to the Deputies on Duty without incident further incident and I had no further contact with Mr. Brooks.
