[NARRATIVE #1 on October 31, 2025]
On October 31st, 2025, at approximately 2058 hours, I (Deputy Wright S122) was dispatched to a hit and run accident on University Parkway/Hog Mountain Road. The text of the call stated that the complainant’s vehicle was struck by an SUV displaying license plate “[REDACTED]”. Upon my arrival, I made contact with the complainant, [VICTIM #1].
[VICTIM #1] stated he was stopped at the red traffic signal in the right lane on University Parkway/Carl-Bethlehem Road. While stopped, [VICTIM #1] stated that a silver Toyota Rav 4 came into his lane and struck the driver’s side of his vehicle. [VICTIM #1] alleged that the Toyota Rav 4 then fled the scene and continued eastbound on University Parkway towards Oconee County. [VICTIM #1] said he “chased” the Toyota Rav 4 and was unable to obtain the vehicle’s license plate “[REDACTED]”. He did mention that the license plate was not from Georgia. [VICTIM #1] later pulled over at the Hog Mountain exit and called 911 once he lost sight of the suspect vehicle.
While on scene, I observed damage to the driver’s side of [VICTIM #1]’s vehicle starting at his driver’s side brake light and running along the driver’s side until the driver’s side mirror. The damage was consistent with the statements provided. I provided [VICTIM #1] with a case card and explained how he could obtain a copy of the report. I later searched our Flock license plate cameras for the tag [VICTIM #1] provided.
I located a silver Toyota Rav 4 displaying an Alabama license plate [REDACTED]. This vehicle entered Barrow County on University Parkway eastbound at 8:55 PM, just minutes before the accident occurred. The vehicle is again seen on a Flock camera heading into Oconee County on University Parkway eastbound at 9:08 PM. The vehicle was added to the Flock Hotlist in hopes of identifying the driver of the vehicle.
On November 1st, around 1402 hours, Deputy Aycock conducted a traffic stop on the suspect Toyota Rav 4. Deputy Aycock spoke with the driver/registered owner, Samuel Jacobson. Deputy Aycock told me that Sameul admitted to being in an accident yesterday on University Parkway on his way to Athens, but alleged the other driver fled the scene, so he left. Deputy Aycock also told me that there was passenger-side damage to Samuel’s vehicle, which is consistent with [VICTIM #1]’s statements. I conducted another search of Samuel’s vehicle through Flock and retrieved a daytime photo of the Toyota Rav 4. The photo clearly shows passenger-side damage to the vehicle. That image has been attached to this report. After speaking with Deputy Aycock, and Samuel’s admission to driving. I developed probable cause to obtain a warrant for Hit and Run. I later applied for a warrant with the on-call magistrate judge. Samuel was released from the scene by Deputy Aycock and informed that he would need to turn himself in at a later date.

[NARRATIVE #2 on November 01, 2025]
On November 1, 2025 at 1408 hours I conducted a traffic stop on the suspect vehicle for this hit and run after I received notification from Flock. I conducted the traffic stop after I paced the driver at speeds between 77 and 81 miles per hour in a 65 mile per hour zone on University Parkway.
The driver identified himself as Samuel Jacobson. I informed him why I stopped him and then asked him about the damage to his passenger side-view mirror. He admitted to me he was involved in a crash on October 31, 2025, while going to Athens. He stated he was passing another vehicle that came into his lane and struck him. He also claimed he stopped but the other driver fled the scene, so he left. I asked him why he did not notify law enforcement, and he stated he did not know what to do.
I forwarded the information I gathered to Deputy G. Wright. I will not be taking any further action.
