On Saturday, January 4th, 2025, at approximately 2251 hours, I, Ofc. Perry #149 was dispatched to the area of West Oak Street and Alexander Street in reference to a Welfare check on an individual yelling and kicking trash cans. I traveled to the location listed above, CODE 1, in my marked patrol vehicle #428.
Upon arrival, we made contact with Mr. Sean Kelley, who was walking on Alexander Street towards West Oak Street. Upon Sean’s initial approach, his words were incredibly slurred, he was staggering on his feet, and his person smelled strongly of an alcoholic beverage. I asked Sean if he had consumed any alcohol that evening, and he admitted to consuming alcohol.
I then asked Sean where he was going and what he was doing. Sean told me he was out looking for his dog, which had been missing, and was heading home. Winder officers stood by with Sean while I walked along West Oak Street to look for out-of-place trash cans and a bicycle that was said to be lying in the road, which Sean was unable to ride.
As I approached [200 BLOCK] West Oak Street, Winder, Ga 30680, I met with the caller, Ms. [WITNESS #1]. [WITNESS #1] told me that Sean had been drinking most of the day and attempted to ride his bicycle off the property just before she called. [WITNESS #1] said that Sean fell off the bike, threw it onto the trash cans outside, and it landed on the ground.
[WITNESS #1] said that they had already moved the trash cans back, but the bicycle was still lying in the same spot where he had thrown it. [WITNESS #1] noted that Sean drinks heavily and needs help, she also stated that he was becoming more irritated as the night progressed.
I then returned to Sean’s location and placed him in properly fitted double locked handcuffs and advised him that he would be placed under arrest for Public Drunk, Disorderly Conduct, and Disturbing the peace. I searched Sean’s person for drugs, weapons, or means of escape, and none were found.
Sean was then placed in the back seat of my patrol vehicle, and a lap-and-shoulder belt was secured across his body. Sean and his belongings were then escorted to 652 Barrow Park Drive, Winder, Ga 30680 (Barrow County Detention Center). During the ride to the jail, Sean stated that he had kicked trash cans and did not understand why that was a big deal.
Upon arrival, custody of Sean and his belongings was relinquished to the Barrow County Intake Deputies. I completed all intake forms and left Sean with three citations. Citation WC91594 Public Drunk, WC91595 Disorderly Conduct, and WC91596 Disturbing the Peace. I then returned to service with no further issues.
