[NARRATIVE #1 on September 11, 2025]

On September 11th, 2025, at approximately 11:30 hours, I was dispatched to [60 BLOCK] Marion Lay Street, Apt [REDACTED] Winder, GA 30680 for a dispute. I traveled to the address CODE 1 in marked patrol vehicle #407.

Upon speaking with the caller, the dispute was discovered to be verbal only, and no crime had been committed. While speaking with the other party, who was identified as Ms. Shannon Sweat, we discovered that a theft had taken place. Shannon explained that she has been taking care of her mother, Ms. [VICTIM #1], who is in hospice, and has been in control of her mother’s medication. Shannon then stated that she had taken one of her mother’s medications the morning of September 11, 2025. Shannon stated that the medication was [REDACTED BY AGENCY].

Upon hearing this, Cpl. Wolf inspected [VICTIM #1]’s medications and discovered that a total of 7 tablets were missing from the bottle of [REDACTED BY AGENCY] and 21 tablets of [REDACTED BY AGENCY]. Cpl. Wolf then asked [VICTIM #1] if she wished to press charges, which she declined, but stated that she wanted Shannon to leave and not return to her home.

We then explained to Shannon that she needed to leave the residence and not return. Shannon then requested a courtesy ride to 177 West Athens St, Winder, Ga 30680 (Quality Inn), which I agreed to give her. After arriving at the Quality Inn, Shannon exited my marked patrol vehicle and retrieved her property from the rear cargo area.

I then went back in service with no further incident. During this report and courtesy ride, my body-worn camera was recording as well as #407 in-car camera.

Due to Shannon being around her mother and admitting to taking medication, an APS form was filled out online and will be attached to this report.

[NARRATIVE #2 on September 12, 2025]

On Friday, September 12th, 2025, at approximately 1846 hours, I, Ofc. Perry #149 was dispatched to 177 West Athens Street, Winder, Ga 30680 (Quality Inn) in reference to a dispute. I traveled to the location listed above, CODE 1, in my marked patrol vehicle #396.

We were advised that the suspect was Ms. Shannon Sweat, and she would be in the grass area just west of Quality Inn. I approached Shannon, and it appeared that she was distressed about something and was not acting like her usual self. Shannon told us that she got frustrated because the WIFI was not working in her room and had been yelling.

Shannon did admit to us that she was screaming and yelling outdoors in the grassy area. I went inside the Quality Inn, where I met [WITNESS #1], who told me that Shannon had rented a room the previous night. [WITNESS #1] said that Shannon became irate in the room because her WIFI was not working. Shannon then ripped the phone and the line out of the wall and threw it into the hallway.

[WITNESS #1] then said Shannon left her room and was screaming that the customers utilizing the rooms were a bunch of wh*res. [WITNESS #1] then said that Shannon went out into the grassy area and was screaming at the top of her lungs. After seeing the broken phone from the room in pieces in the hallway, I returned to the location where Shannon was. Shannon gathered her belongings, which she had scattered through the glass, and placed them back in her backpack.

I then went to place Shannon under arrest, where she began resisting. Shannon tensed her arms up and would not allow us to put her in handcuffs. Shannon then started calling us “chicken sh*t mother fu*kers.” I was finally able to get Shannon in properly fitted double-lock handcuffs.

Shannon was still irate and was causing a commotion in the parking lot of 183 West Athens Street, Winder, Ga 30680 (Valero). Using the backside of my hand, Shannon was checked for any drugs, weapons, or means of escape, and none were found. After running Shannon’s local jacket through GCIC, I discovered that Shannon had previously been criminally tresspassed from the Quality Inn.

Shannon was placed in the backseat of my patrol vehicle, and a lap and shoulder belt was secured across her person. I then escorted Shannon to 652 Barrow Park Drive, Winder, Ga 30680 (Barrow County Detention Center).

Upon arrival, custody of Shannon and her belongings was relinquished to the Barrow County Intake Deputies. I completed all intake forms and left Shannon with five citations: WC91547 Criminal Trespass, WC91548 Disorderly Conduct, WC91549 Obstruction, WC91550 Cursing the officer making an arrest, and WC91551 Disturbing the Peace.

I then returned to service with no further issues.
