On 11/12/2021, at 1158 hours, I was on patrol in the area of Nancy Street and Linwood Avenue which is inside the city limits of Winder, GA. I observed a black Dodge Ram traveling east on Nancy Street. As the vehicle passed me, I checked the license plate of the vehicle through GCIC on the computer in my vehicle. The vehicle returned with no valid insurance and a suspended license plate. The registered owner returned with a suspended license. I recognized the registered owner as the driver based on the driver’s license photograph.

I activated my emergency equipment and initiated a traffic stop. The vehicle came to a stop on Fairview Avenue near its intersection with Nancy Street. I made contact with the driver and identified him as Shawn McGill. I advised McGill of the insurance and he stated he had insurance through Progressive. McGill provided a phone number to call Progressive and confirm the insurance.

I returned to my vehicle. I called Progressive on the phone number provided by McGill. The agent who answered stated that the insurance policy was cancelled on 05/25/2021. The agent confirmed that the vehicle was not covered at this time. I checked McGill’s driver’s license status. McGill is suspended for failure to appear with a violation date of 04/21/2021, and a suspension date of 09/01/2021. I know the failure to appear suspensions to be done by process of law and not require a serve date. While I checked these things, Officer Ball arrived on scene.

I approached the vehicle. McGill was on the phone with his girlfriend, [REDACTED]. I told McGill to ask [REDACTED] to come to the scene. I asked McGill to exit the vehicle. I asked McGill to roll up the windows, but leave them cracked due to the two dogs in the vehicle. I placed McGill in handcuffs. I checked the handcuffs for proper fit and double locked the handcuffs. I searched McGill incident to arrest for weapons, contraband, and means of escape. I did not locate anything. I placed McGill in the rear seat of my marked patrol unit for transport.

I requested a wrecker. Dispatch advised that Brown and Brown’s was responding to the scene. [REDACTED] removed the dogs from the vehicle and placed them in her own vehicle. McGill stated [REDACTED] could remove any property she wished from the vehicle. I gave [REDACTED] the opportunity to remove any property and along with the dogs, she took the 36 pack of beer from the truck bed. All other property was left in the truck. An inventory search of the vehicle was completed. I completed Winder Police Department Impound Form was completed to document the tow and vehicle condition. Brown and Brown’s wrecker towed the vehicle.

I issued McGill citations for no valid insurance, and driving on a suspended license. I transported McGill to the Barrow County Jail where he was turned over to jail staff without incident. I checked my rear seat before and after transport for weapons and contraband and located nothing.
