Officer’s Narrative:

On March 6, 2026, at 1953 hours, I was dispatched to 105 E May Street in reference to a suspicious activity call. The caller advised Barrow County Dispatch that a female was naked and causing a disturbance in the parking lot. The caller advised that the female had attempted to enter other people’s cars and made a reference to having a gun. I responded Code 3 to the scene in a marked patrol vehicle (Emergency Lights and Sirens).

Upon my arrival, I located a black female sitting on the hood of a blue Dodge Caravan (GA Tag# [REDACTED]). When I spoke to Ms. Morrow, she was fidgety and appeared to be talking to herself in incomplete sentences. I directed her to get off the hood of the vehicle and sit on the curb. I grabbed my duty raincoat from my patrol vehicle and draped it around her shoulders to cover her up as assisting units arrived.

I spoke to Ms. Morrow and asked her what was going on, and she advised that nothing was wrong, but she wanted to go home. I asked the subject where she lived, and she advised [40 BLOCK] Wade Street in Winder. I had Barrow County Dispatch check location history for that address, and units were able to identify the female subject as Ms. Shondra Ciara Morrow. I searched the immediate area to see if Ms. Morrow had discarded her top in the parking lot, but I did not locate any abandoned clothing. I also observed that Ms. Morrow did not have on shoes or socks as well. I suspected that Ms. Morrow walked from her residence down the road to the plaza. Note: Wade Street was adjacent to Hill Shoppes Plaza and within reasonable walking distance.

Assisting units stood by with Ms. Morrow as I went and spoke to the employee at Little Caesars. He advised that he heard a loud commotion outside and went to observe. He stated that he had seen a black female yelling at someone. When he asked what was going on, another female advised that Ms. Morrow got into a random person’s vehicle in the parking lot and wouldn’t get out. The employee stated that Ms. Morrow walked away from the crowd and came into Little Caesars. He stated he immediately kicked her out of the restaurant due to her lewd appearance and rowdy behavior. He advised me to talk to the employee at the Smoke Stars smoke shop to get better details. Next, I spoke to the staff member at the smoke shop and asked him what happened. He advised that a customer had been harassed by Ms. Morrow, and he directed me to Mr. [VICTIM #1], the victim.

Mr. [VICTIM #1] stated that he was buying merchandise from the smoke stop and observed Ms. Morrow sitting in the driver’s seat of his vehicle when he walked outside. Mr. [VICTIM #1] admitted that he mistakenly left his door unlocked when he went inside to shop. Mr. [VICTIM #1] approached the van and noticed that Ms. Morrow was in the driver’s seat, attempting to put the car into gear. The vehicle was not on, so she was unable to operate the vehicle. Mr. [VICTIM #1] directed Ms. Morrow to exit his vehicle, but she became combative and tried to punch him in the face and start a fight. Ms. Morrow was yelling and shouting, which caused a loud disturbance. Mr. [VICTIM #1] and other patrons at the smoke shop were directed inside by the smoke shop employee, and he had locked them inside to keep Ms. Morrow from attacking them. Around that time, I arrived on scene.

Another customer of the smoke shop, who did not identify herself, attested that she witnessed the attempted assault on Mr. [VICTIM #1]. I determined that this was the female counterpart that the Little Caesars employee was referring to earlier. Mr. [VICTIM #1] assessed his vehicle and did not report any damage or any stolen items at the time of this call for service.

I went outside and placed Ms. Morrow under arrest. She was arrested with her hands behind her back. The handcuffs were double-locked and checked for proper fitment. I searched Ms. Morrow’s outer garments for weapons, contraband, and any means of escape prior to escort. The search was recorded via my body cam. I asked Ms. Morrow if she had any contraband hidden on her person, and she stated no at the time of my search incident to arrest. The search incident to arrest yielded negative results.

Ms. Morrow was placed in the back seat behind the front passenger’s seat of my patrol vehicle#423. Ms. Morrow was buckled in. Mr. [VICTIM #1] was provided with a business card containing our agency’s phone number and a case number to call to report additional information about the case and to receive information about the case. Mr. [VICTIM #1] declined to write a voluntary written statement, but based on the verbal statements and the totality of the circumstances, I pursued charges against Ms. Shondra Morrow.

During my interactions with Ms. Morrow, I noticed she had no commerce bags, wallet, or purse. I had no indications to believe she was in the plaza to conduct business as a customer. During my investigation, I did not receive any clarity on what Ms. Morrow said in reference to having a gun, and no statements of direct threats were claimed by the victim or patrons at the smoke shop.

Upon arrival at the Barrow County Detention Center, Ms. Morrow was turned over to the jail staff. My arrestee was searched again by a female detention officer. The search yielded negative results. The back seat of my patrol vehicle was searched for contraband prior to Ms. Morrow’s entrance and exit of my patrol vehicle with negative results. My Watch Guard body camera was worn and activated. The onboard mobile camera from my patrol vehicle was activated during transportation.

I procured warrants against Ms. Shondra Ciara Morrow for the following:
