On April 5, 2026, at approximately 2125 hours, Officer Tello and I were in the apartment complex of [200 BLOCK] Capitol Ave responding to a loud music complaint at the [REDACTED] Building when I overheard a female yelling and cursing at one of the patrons, claiming she wanted to fight one of them. I got out of my vehicle and observed a black female walking up the pathway to Building [REDACTED] to confront the group of people at [REDACTED] Building.

I stepped in front of her path to deter her from the group of people. I asked her what happened, but she was resistant and did not want to explain why she was so upset and confronting the group. I attempted to de-escalate the situation and asked again why she was out there. The female subject claimed that she had cursed out one of the females because she had gotten into her car. Ms. Parker then claimed that the car was gone, but she was still lingering around and staring down the group of people.

I was able to identify the female as Ms. Talmai Parker. Due to the combative tendencies of Ms. Parker, I decided to gain control of her wrists and gradually guided her away from the group and tried to calm her down. Ms. Parker snatched away from me and began walking between a pair of parked cars, I stayed in her proximity and directed her to calm down, or I would escort her to my patrol vehicle until she could calm down. The female subject grabbed her phone and claimed she was calling her mother. I advised her to do so but directed her to stand by my patrol vehicle #536 while she made the phone call. Due to her violent outburst and emotional state, I advised her to stand by with me until we could get in contact with her mother.

Ms. Parker had contacted her mother via cell phone, and I attempted to speak to the mother. However, Ms. Parker kept moving away from me and yelling loudly, continuing to cause a disturbance in the public view of the neighborhood and the patrons presently outside of [REDACTED] Building. I wanted Ms. Parker to wait by my police vehicle until we could get her mother over there to pick her up. Ms. Parker continued to walk away and eventually ran away on foot back down the same pathway. I observed her run into the back door entrance of apartment [REDACTED]. I relocated to the apartment with assisting officers, and I knocked on the door to make contact with the people inside.

An adult male subject opened the door, and I immediately observed Ms. Parker standing in the kitchen. I advised the male subject that we were here for Ms. Parker directed him to step aside so we could make contact with the female subject. Sgt. Wolfe and I were able to secure Ms. Parker and place her in handcuffs. She did attempt to resist law enforcement again, and she was informed that she was under arrest. We were able to properly secure the handcuffs on Ms. Parker. The handcuffs were double-locked and adjusted for proper fitment.

Ms. Parker was escorted outside to patrol vehicle #458. I searched Ms. Parker’s outer garments for weapons, contraband, and any means of escape prior to escort. The search was recorded via my body cam. At the time of my search incident to arrest, I recovered a black mace spray bottle from the female’s pants pocket. Ms. Parker was placed in the back seat behind the front passenger’s seat of my patrol vehicle and buckled in. Sgt. Wolfe then escorted my female arrestee back towards my patrol vehicle at [REDACTED] building. Ms. Parker was placed in the back seat of my patrol vehicle #536 and buckled in prior to escort.

Upon arrival at the Barrow County Detention Center, Ms. Parker was turned over to the jail staff. Ms. Parker was searched again by a female detention officer. The search yielded negative results. The back seat of my patrol vehicle was searched for contraband prior to Ms. Parker’s entrance and exit of my patrol vehicle with negative results. My Watch Guard was worn and activated. The onboard mobile camera from my patrol vehicle was activated during transportation. The mace spray was seized and placed into evidence locker #008 at Winder Police Department. The confiscated evidence was entered into LERMS, and a property receipt was completed (A-29730).
