Officer’s Narrative:

[NARRATIVE #1 on February 14, 2026]

On February 14, 2026, at approximately 2012 hours, officers were dispatched to a physical altercation at [200 BLOCK] 3rd Street, Statham, GA 30666.

Upon arrival, I, Ofc. Castor, along with Cpl. Massey, observed On-Scene Officer Ofc. Smith attempting to detain a combative female subject who was actively resisting. The female was later identified as Butler Tigra, she refused to comply with lawful commands and continued to be combative by pushing and kicking officers while refusing to be handcuffed on the ground. The subject was restrained, assisted to her feet, and escorted toward the patrol vehicle. While being escorted, she continued to fight and kick at officers.

The subject was eventually secured in handcuffs without further incident and placed inside the patrol vehicle.

Officers then made contact with the involved parties. A Black male identified as [REDACTED BY AGENCY] was observed with a large bite mark on his left arm, which displayed visible teeth impressions and swelling. He also had a scratch on the right side of his face and nose.

Officers then made contact with another female identified as [REDACTED BY AGENCY], who had visible scratches on her right leg. [REDACTED BY AGENCY] statated she had been sitting outside on the patio with family members and a neighbor, [REDACTED BY AGENCY], who was barbecuing and consuming beer. [REDACTED BY AGENCY] stated that one of [REDACTED BY AGENCY] friends, Tegra Butler, came over. After consuming one beer, Butler began rapping. [REDACTED BY AGENCY] stated Butler then stood up, walked toward her, grabbed her, and initiated a physical altercation by punching her she then push her off her.

[REDACTED BY AGENCY] stated that when he observed his daughter fighting, he attempted to separate the two. Butler then ran toward him, bit his arm, and refused to release it despite multiple verbal commands to let go. [REDACTED BY AGENCY] stated that Butler continued biting harder, at which point he pushed her away to free himself. Butler nearly fell from the balcony but regained her balance. She then grabbed a stick and attempted to strike them with it. The stick was removed from her possession. Butler then grabbed a brick and again attempted to strike them before officers arrived on scene.

Upon further observation, I observed a bite mark on [REDACTED BY AGENCY] left arm with visible skin damage and swelling consistent with teeth impressions. I also observed scratches to the right side of his face and nose. [REDACTED BY AGENCY] had visible scratches to her right leg consistent with a physical altercation.

While on scene, I located a black and white bag belonging to Tegra Butler on the ground beside the balcony area where the altercation occurred. The bag appeared to have fallen during the incident. I retrieved the bag and conducted a search. Inside, and handed to Ofc. Smith to search and we located narcotics-related paraphernalia (a red cut straw) and a crystal-like substance consistent in appearance with methamphetamine and aluminum foils. The discovery of these items indicated Butler may have been in possession of and/or using illegal narcotics.

Written witness statement forms were provided to [REDACTED BY AGENCY] (witness) and [REDACTED BY AGENCY] (victim). Both completed written statements regarding the incident.

The other involved parties declined to provide written statements but provided verbal statements on scene. Their verbal accounts were documented.

[NARRATIVE #2 on February 14, 2026]

On February 14, 2026, at approximately 2012 hours, I, Officer Smith, responded to a dispute at [200 BLOCK] Third St, Statham, GA, 30666.

Upon arrival, I made contact at the residence in the front yard area. Multiple people were screaming. Four of five people pointed at the offender, identified as Tegra Butler, and stated that she was attacking them. Once seeing Tegra, I instructed her to separate. Tegra refused to do so. I then instructed her again to move away and separate. Tegra then hit me in my right eye.

I then instructed Tegra to place her hands behind her back and stated to her that she was under arrest, but Tegra proceeded to walk away from me. I then attempted to place Tegra into handcuffs, and while doing so, she began to kick me in my legs, scratch me, and continue to hit me. I then positioned myself behind Tegra, picked her up, and slammed her to the ground on her stomach into a handcuffing position. Tegra continued to resist arrest and fight me as I was attempting to handcuff her while she was on the ground by grabbing my handcuffs, scratching my hands, and kicking me.

Backup units arrived while I was attempting to still handcuff Tegra Cpl. Massey and Officer Caster assisted me with handcuffing Tegra, but she continued to resist arrest. Eventually, she was handcuffed and escorted by Cpl. Massey and myself to the back of my patrol vehicle where she was placed into the back of my patrol vehicle. I suffered from wounds on my left leg in the knee area, wounds on both hands, and received a saline flush for my eye, where I was struck by Tegra.

I took statements from all victims and witnesses on scene involved in the altercation. [REDACTED BY AGENCY] stated that she and Tegra were outside on the porch listening to music, having a good time, when Tegra became aggressive and grabbed her by the shirt in the chest area. [REDACTED BY AGENCY] stated she attempted to remove Tegra’s hands from her, and that is when a physical altercation began, which resulted in [REDACTED BY AGENCY] having a wound on her lower leg. [REDACTED BY AGENCY] also stated Tegra was told to leave, and she refused, grabbing a brick and a stick, charging at [REDACTED BY AGENCY] with both weapons in a striking position.

Shortly after, ([REDACTED BY AGENCY] Victim 2 ) came outside and attempted to stop the physical altercation, when Tegra began to hit him and bite him. [REDACTED BY AGENCY] suffered wounds on his face from being hit by Tegra and on his arm where he was bitten. [REDACTED BY AGENCY] was treated by responding EMTs on scene and was not transported. Witnesses on scene stated that this series of events, which was explained by both victims to be true.

Tegra’s belongings were located by Officer Caster, and I performed a search incident to arrest on the two bags located. When doing so, I located a crystal-rock-like substance inside a clear baggie, a red cut straw containing white residue, and tin foil. Tegra was asked if she sustained any injuries, and she stated no and refused medical treatment when asked.

I transported her to the Barrow County Detention Center, and when she was there, Tegra fought deputies there, refusing to be booked and processed in. I assisted Deputies in restraining Tegra. She was then placed into a cell, and I left the scene with no further incident. Tegra was also issued a criminal trespass from the residence of [REDACTED BY AGENCY].

All evidence was stored in locker 1, and all injuries photos were uploaded to evidence.com

Tegra Butler was charged and arrest for:

2 counts of battery
1 count of simple battery against a peace officer
1 count of possession of methamphetamine
1 count of drug related objects
1 count of aggravated assault
