On this date, December 03, 2025, at approximately 2254 hours, I responded Code 1 to [3000 BLOCK] Tallassee Rd in reference to a Domestic Dispute.

I was informed by Dispatch that a domestic occurred at the residence above when a female caller informed them that her husband pushed her to the ground and put Bio Freeze on her vag*na. Upon arrival, I met with the complainant, [VICTIM #1], at the front door. Looking through the front door, I observed an Asian male holding two juveniles’ boys on the couch in the living room. The children were visibly upset and audibly crying.

[VICTIM #1] stated that she and her husband sometimes mess around with each other. However, tonight she wasn’t feeling well and applied Tiger Balm to her throat with her bare hand. While both were in bed, her husband took her hand and placed it onto his buttocks. When his butt got hot, he became upset and rubbed Bio Freeze on her genitals. This escalated in a screaming match and she hit him with her shirt and was then pushed into a wall. She stated that he then woke up the children because he wanted to hug them since he was probably going to jail.

I left [VICTIM #1] with Deputy Simmons while I spoke with her husband, Ter Xiong in the living room. The two boys were crying in the living room while Ter provided his statement. He informed me that his wife likes to play around and he simply had enough. He stated she purposely applied Tiger Balm to his butt and in retaliation applied Bio Freeze to her vag*na. He then admitted that they began to yell and each other. She then struck him with her shirt on his arm and he pushed her into the wall.

Ter allowed me to watch a video from a camera that was in their living room that caught portions of the yelling of the incident. The camera did not pick up any of the actions except for [VICTIM #1] walking into the living room to call 911. The audio was mostly distorted yelling of both a male and female voice. I asked Ter to exit the home so I could talk to him without children present and informed him that he would be placed under arrest.

Ter Xiong was handcuffed behind the back. The handcuffs were double locked and checked for fit. A search of their person was conducted incident to arrest. No weapons or contraband were located. After gathering a pair of footwear and his cell phone, Ter Xiong was secured in the rear seat with a seat belt.

Ter Xiong was escorted to the Barrow County Detention Center and released to deputies without incident.

My probable cause for arrest is when Ter Xiong admitted to intentionally applying Bio Freeze to his [VICTIM #1]’s, his wife, vag*na in retaliation to her applying Tiger Balm to his buttocks. Ter Xiong then admitted to then shoving [VICTIM #1] into a wall during the escalation of their altercation. Two juveniles were in ear shot of the incident and removed from their rooms prior to law enforcement’s arrival.

A search of my rear seat was conducted before and after transport. No items were found.

Warrants to be taken for the following:

O.C.G.A. § 16-6-22.1 – Sexual Battery

A person commits sexual battery when they intentionally make physical contact with the intimate parts of the body of another person without the consent of that person.

O.C.G.A. § 16-5-23 – Simple Battery

A person commits simple battery when they either:
Intentionally make physical contact of an insulting or provoking nature with the person of another, or Intentionally cause physical harm to another.

O.C.G.A. § 16-5-70(d) – Cruelty to Children in the Third Degree

A person commits cruelty to children in the third degree when they:
Intentionally allow a child to witness the commission of a forcible felony, battery, or family violence, or Having knowledge that a child is present and sees or hears the act, commits a primary aggressor act of family violence.

O.C.G.A. § 19-13-1 – Family Violence Act (Definition)

“Family violence” includes the commission of certain offenses—such as battery, simple battery, simple assault, stalking, criminal damage to property, and other qualifying crimes—between individuals who are past or present spouses, parents of the same child, parents and children, stepparents and stepchildren, foster families, or persons living or formerly living in the same household.

[VICTIM #1] was given a case number attached to a family violence pamphlet to access this report.
