Officer’s Narrative:

On this date, February 21, 2026, at approximately 0230 hours, I responded Code 1 to [50 BLOCK] Wade St in reference to a Temporary Protective Order that needed to be served.
Prior to going to the address above, I went to Thomas Latrell’s address at [100 BLOCK] Hannah Ct as it was stated on the paperwork. Talking to one of the residents I was informed that he was not home and was possibly at the address above. I was informed of two vehicles that he may be driving, including a red Ford Focus. I resumed duties but eventually drove past the residence and observed a red Ford Focus with GA tag# [REDACTED], which is registered to Thomas.
I called Deputy Hill and asked him to meet me at the address above. Thomas Latrell had a currently active protective order in place. This order was to protect an [VICTIM #1], who resided at the address above. This order was to prevent any contact whether it was direct or indirect contact. There are multiple allegations of Thomas violating his protective or. On 12/12/2025 it was alleged that Thomas violated a TPO. See Case# 2025-00078477. On 01/27/2026 a 911 call was made stating that Thomas violated his protective order, which was handled by Winder PD.
Once Deputy Hill arrived I had him go to the back of the residence while I knocked on the front door. [VICTIM #1] answered the door and asked to speak with Thomas. She informed me that he was not here. When I referenced the vehicle, she stated that “he gave me that car today.”
While I was talking to her at the front door, I could hear Deputy Hill talking to someone. I asked her again if she was sure he wasn’t here. She replied with “He was here but he left.” I was informed that it was Thomas talking to Deputy Hill. When I told her that he is here, she continued to saw “was here.”
Walking behind to meet with Deputy Hill, I observed Thomas standing with his head sunken into his shoulders like a child who was caught sneaking cookies out of a cookie jar before dinner. He was tense and would not look at either of us in the eye. He was sniffingly and visibly upset. Deputy Hill informed me that Thomas cracked open the back door and was creeping out of it.
I asked Thomas how long he has been at the residence and he stated that he just got there to check on his kids. I explained the updated order was still not allowed to have direct contact. However, it allowed him to call [VICTIM #1] only between a designated two-hour time frame to only talk to his children and had to pay child support. After explaining the updated order paperwork to him.
[VICTIM #1] joined us at the rear of the residence. I informed him that he was not served with the updated order. He was making statements that he was trying to work things out with [VICTIM #1]. [VICTIM #1] also tried to state that the judge stated they could communicate if it was done civilly. I asked her if she had any paperwork showing me what she is saying and was told no. However, she stated that she has the same thing in email form of what I was holding.
[VICTIM #1] was trying to say that he didn’t want him in any trouble. She even offered to take him home or have us take him home. I had him sign the modified TPO, gave him a copy and then told him that he was under arrest.
Thomas Latrell was handcuffed behind the back. The handcuffs were double locked and checked for fit. A search of their person was conducted incident to arrest. Thomas wanted his belongings to stay with [VICTIM #1], which was given to her after he was placed in the rear of the vehicle. No weapons or contraband were located.
Thomas continued plead and while being searched in spoke with Deputy Hill. Thomas stated that he was about to leave for work. Deputy Hill interjected and told him that he has never seen anyone leave for work in the manner that he did. Deputy Hill state that he peered out the door as if to make sure no one was there. Thomas said, “yes sir.” Thomas Latrell was secured in the rear seat with a seat belt.
After giving Thomas’s personal items to [VICTIM #1] and returning to my patrol vehicle. Thomas would continue to plead and even state he understood what he did was not cool. Thomas Latrell was escorted to the Barrow County Detention Center and released to deputies without incident.
A search of my rear seat was conducted before and after transport. No items were found.
Thomas Latrell said “please” approximately 93 times.
My probable cause for arrest on the charge below is when Thomas Latrell, knowing and willingly, violated his protection order by directly contacting the protected person, [VICTIM #1], by going to her residence. Thomas Latrell was found inside the home after he was discovered exiting the rear door.
Warrants to be taken for the following:
O.C.G.A. § 16-5-95 – Violation of a Family Violence Order
A person commits the offense of violation of a family violence order when such person knowingly and intentionally violates the terms of a Temporary Protective Order (TPO) or other family violence protective order after having been served with the order or otherwise having received notice of it.
