On 06/12/2026 at approximately 0430 Hours, I was dispatched to [REDACTED BY AGENCY] Bethlehem, GA. 30620 in reference to a Domestic dispute where a roommate was attempting to use a taser on another roommate. I traveled code 3 in my marked patrol vehicle #398.

Upon my arrival, I met with the caller/ victim [REDACTED BY AGENCY], who was backing out of his front door while being yelled at by the suspect, Mr. Thomas Nguyen. I announced myself, and [REDACTED BY AGENCY] stated, “he’s in there,” and then gave me consent to enter the residence. I then opened the door, observed Thomas standing in the living room, and announced myself again. I then gave Thomas loud, clear verbal commands to keep his hands in the air where I could see them, and he did. At this time, Sgt. Yarbrough #126 arrived on scene. I then instructed Thomas to walk slowly towards me while keeping his hands in the air, and he obeyed. After Thomas had reached the doorway, Sgt. Yarbrough and I grabbed Thomas by the wrists and verified he did not have any weapons in his hands.

Thomas was then placed in handcuffs behind his back, double locked, and checked for proper fit. Thomas then informed me that he had a taser in his front right pocket. I told him I was going to retrieve the taser, to which he understood. I then pulled a black in color Vipertek Taser Serial #220182887 out of his front right pocket. Thomas then gave me verbal consent to search his person for any weapons, narcotics, or means of escape with no further findings. Thomas was then instructed that he was being detained but was not under arrest at that moment. I then explained that since he was detained and in handcuffs, I would read him his Miranda warning before any questioning. I then read the Miranda warning to Thomas, to which he declined to answer any questions or speak with me further. Thomas was then escorted to my marked patrol vehicle so I could separate the parties and continue my investigation. The back seat of my patrol vehicle was also cleared of any weapons, contraband, or means of escape with negative findings. Thomas was then placed in the rear passenger side seat of my marked patrol vehicle, with the seatbelt being placed over him and buckled in for safety.

I then continued back to the apartment to speak with the victim, [REDACTED BY AGENCY] about the incident. [REDACTED BY AGENCY] stated that Thomas has been acting out for a while now. He stated that Thomas borrowed his car yesterday (06/11/2026) around noon to visit his friend, who is in the hospital and not doing so well. He then stated that Thomas came around 9 pm the same day and was acting in a slump and possibly depressed. [REDACTED BY AGENCY] stated that about the same time, he caught Thomas in the living room smoking meth out of a pipe. [REDACTED BY AGENCY] then told Thomas that he could not be in the apartment and use drugs at the same time. [REDACTED BY AGENCY] then stated that the two of them began arguing for several hours until approximately 1 or 2 am, Thomas attempted to attack [REDACTED BY AGENCY] with a taser. [REDACTED BY AGENCY] stated that he dodged the attack and retreated to his room with his friend, Mr. [WITNESS #1].

[REDACTED BY AGENCY] stated that at approximately 0400 hours, he heard the front door open and close, so he assumed Thomas had left the apartment. [REDACTED BY AGENCY] then left his room to make sure that Thomas was no longer in the apartment. About this time, Thomas exited his bedroom with the taser and once again attacked [REDACTED BY AGENCY] and attempted to utilize the taser on him. I asked [REDACTED BY AGENCY] if Thomas had activated the taser so that he could visually see the electricity, to which he stated that he could. [WITNESS #1] then agreed and stated that what [REDACTED BY AGENCY] was stating was true. [REDACTED BY AGENCY] and [WITNESS #1] were then both asked to complete witness statement forms, which they agreed to.

I then continued back to my marked patrol vehicle, where I asked Thomas once again if he would like to speak with me, having the Miranda warning in mind, to which he declined. I then informed him that at this time, he was being placed under arrest and would be taken to the Barrow County Detention Center.

I then provided Central Dispatch with my starting mileage before proceeding to the Barrow County Detention Center. Upon arrival at BCDC, I relinquished custody of Thomas and his property to Barrow County Sheriff’s Office Correctional Officers. I then cleared the backseat of patrol vehicle #398 of any weapons, contraband, or means of escape with negative findings.
